A. BACKGROUND The subject property is a 151/2 site owned by Independent School District #281 a.k.a. Robbinsdale Area Schools ("the district"). Until recently the property was occupied by the former Forest Elementary School, a 63,000 sq. ft. facility that has been demolished. The remaining facilities include a parking lot, driveways, and some hard surfaced play areas. The district is proposing to build a new 76,000 sq. ft. elementary school in approximately the same location as the former school. The property is zoned R-1 Low Density Residential; a Conditional Use Permit and Site Plan Review are required. City staff, district staff and the architectural team have met on several occasions to review the proposal. Notice of Public Hearing was mailed to all property owners within 700 feet of the property and published in the Sun Post on April 1, 2004. The district and city staff hosted an open house on March 31, 2004 to give neighborhood residents an opportunity to see the plans and provide feedback. At the April 12, 2004 meeting, the Planning Commission will hold the public hearing and may make a recommendation for the City Council to consider at its April 20, 2004 meeting. CONDITIONAL USE PERMIT & SITE PLAN REVIEW FOREST ELEMENTARY SCHOOL (6800 47TH) PAGE 1 OF 6 B. STAFF COMMENTS 1. Tentative schedule. Construction would begin in summer 2004 and the new school would open in the fall of 2005. 2. Building. The new elementary school is being designed for 500-550 students in grades K-5. It consists of three 'houses' or wings extending north, south and west from the building's core. The core contains the media center, computer lab, and other specialized educational spaces. The school office, music room, gymnasium, cafeteria and other more public spaces make up the larger wing extending east of the core. The city is participating in the cost of an oversized gymnasium and other assembly spaces which could be used for community events. The school is designed so that the more public spaces east of the core can be made available for community meetings, events and athletics while preserving the security of the core and the three classroom `houses'. The building's exterior will be mainly brick, with patterned changes in color to break up the mass of the building. Each classroom has a combination of full size operable windows and higher transom windows. At the end of each `house' there is a quarter -circle -shaped room with windows on the curved exterior wall. The gymnasium has many windows high up on both the north and south walls. The main hallway, running north -south between the core and the east wing, has clerestory windows high up on its west wall. 3. Parking and traffic. These issues have made up the bulk of the discussions between city staff, district staff, and the architectural team. We believe that the issues have been adequately addressed to the satisfaction of both the city and the district. a) Main parking lot. A new entrance -only drive will be installed approximately 20 feet east of the current curb cut, which will be modified into an exit -only drive. Traffic will proceed into the site via a northbound drive from this new entrance. The southbound/exit drive will have a drop-off and pick-up lane on its west side and short-term parking spaces on its east side. b) Bus loading area. The Zoning Ordinance requires that the facility be served by arterial, collector or Municipal State Aid ("MSA") streets sufficient to handle the traffic generated by the facility. The district wanted to create a bus loading and supplemental parking area on the north side of the site, to be accessed from 48th Avenue. A strict interpretation of the ordinance would prohibit vehicular access via 48th Avenue because it is not an MSA street. Because there would be no more than six buses twice per day (once in the morning and again in the afternoon), staff believes that the intent of the ordinance can be met if the use of the bus loading area is limited and the streets used by the buses are controlled. CONDITIONAL USE PERMIT 8, SITE PLAN REVIEW FOREST ELEMENTARY SCHOOL (6800 47TH) PAGE 2 OF 6 4. Sidewalks and paths. The building would be well served by pedestrian facilities throughout. A connection would be provided to the existing public sidewalk, which runs along the north side of 47th Avenue from the parking lot entrance east to Douglas Drive. A connection would also be provided to the city's playground and park facilities to the northwest. Staff is concerned about the lack of a sidewalk along 47th Avenue west of the parking lot entrance. We would like to see the sidewalk extended at least as far as the spot where the pedestrian path meets 47th Avenue at the Jersey Avenue crosswalk. However, it is likely that 47th Avenue will be reconstructed as part of Phase 8 of the city's street reconstruction program in 2006. Because the city's standard street reconstruction policy would result in the installation of a sidewalk along 47th all the way west to Louisiana Avenue, staff feels that it would be unnecessary to require installation of such a sidewalk as part of the school project. 5. Play areas; relationship to adjacent recreational uses. The city is currently considering changes to the adjacent recreational areas west of the school site. These changes would likely be implemented concurrently with construction of the new school, or shortly thereafter. The city's preliminary plans are described in Exhibit F (Comments from Recreation Director Gene Hackett). One of the issues related to construction of the school is the need to post the school's hard surfaced play areas in some way so they have the same hours of operation as the parks. For example, city code prohibits use of the park facilities after 10:00 p.m. and the facilities are typically posted as such. For continuity, it would be a good idea to post the same hours -of -use restrictions in the school's two play areas most likely to attract late night users: The bus loading area and the south hard surfaced play area. 6. Signage. No freestanding sign is shown on the submitted plans. If a freestanding sign is desired, it must be set back at least 10 feet from any lot line, and comply with any other applicable provisions of the city's sign code. Staff feels that a monument sign would be the only type of freestanding sign appropriate for the property location, since it is embedded in a residential neighborhood. 7. Fencing. There is an existing fence along the north property line along 48th Avenue. Because the bus loading area will also function as a hard surface play area, and because it is elevated above 48th Avenue, there is a concern about balls rolling into the street. For this reason, a fence along the north property line makes sense. However, the city's public works staff feels that the existing fence is not of sufficient materials quality for long-term institutional use. Since most of the fence will need to be removed for construction anyway, staff believes now is the time to install a fence of a quality to match its facility. 8. Landscaping. a) Preservation of existing trees. The extent of existing tree preservation is mainly limited to the east side of the existing parking lot, although some CONDITIONAL USE PERMIT & SITE PLAN REVIEW FOREST ELEMENTARY SCHOOL (6800 47T") PAGE 3 OF 6 existing trees may be saved between the main doors and 47th Avenue, as well as some trees along 47th and 48th Avenues. b) Planting of new trees. The landscaping plan shows 65 deciduous shade trees, 21 evergreen trees, 16 ornamental trees, and approximately 250 shrubs. Staff would like to see additional trees planted along the south and west sides of the southern hard surfaced play area, to provide some shade and better define the informal separation between the school's play areas and the park uses to the west. c) Irrigation. Section 520 of city code requires all landscape areas to be irrigated with an underground sprinkler system. However, this requirement is not typically applied to the large expanses of open space found at institutional uses such as schools. However, smaller scale planting beds close to the building are analogous to the areas around commercial and industrial buildings where we do require landscaping. For this reason, the planting beds near the main doors need to be irrigated. Also, staff is very concerned about the new trees receiving adequate water during their first two years. On irrigated sites this is not an issue, but in this case it is a serious concern. We feel that the new trees should also be irrigated, unless the district provides a watering plan and the city retains a portion of the landscaping surety for a longer period of time than usual. 9. Lighting. The lighting plan appears to adequately light the building perimeter for security. However, staff is concerned about the north part of the bus loading area being lit because it might serve to attract late night play. It does not appear that such lighting is necessary for morning and afternoon student drop-off and pick-up. Also, there is an existing fixture on the east side of the existing parking lot that casts up to 1.0 foot candles at the adjacent houses' property line; the maximum allowed in city code is 0.4 foot candles. 10. Drainage. A storm water ponding area would be constructed in the northeast portion of the site. Runoff from both the parking lot and the bus loading area would be directed to the pond prior to discharge into the city's storm sewer system. The pond would be a dry pond, meaning that it would be a grassy depression without standing water, except during rainfall events. 11. Surety required. As with any large project, city code requires financial surety for completion of the required site improvements. Typically, the amount of surety is determined based on all of the estimated landscaping cost plus a portion of estimated paving cost. Staff is recommending that the required surety be 100% of the estimated landscaping cost plus 10% of the estimated paving cost. The recommended financial surety would therefore be $98,210 + $25,900 = $124,110, which we would round down to $124,000. C. RECOMMENDATION CONDITIONAL USE PERMIT & SITE PLAN REVIEW FOREST ELEMENTARY SCHOOL (6800 47TH) PAGE 4 OF 6 Staff recommends approval of a Conditional Use Permit and Site Plan for Forest Elementary School, as proposed, and subject to the following conditions: The requirements detailed in Exhibit E (Comments from West Metro Fire & Rescue) are hereby incorporated as conditions of approval, although the conditions may be modified with the approval of West Metro Fire and Rescue. 2. The district shall install and maintain signage in accordance with Exhibit I (Recommended Parking Control Signage). The exact location and wording of such signage may be modified with the approval of West Metro Fire and Rescue. 3. The district shall install and maintain appropriate signage and striping to control access to and from the main parking lot at 47th Avenue. The specific type, size and text shall be submitted to the City Engineer for approval prior to installation. 4. The City Council finds that the bus loading area may be permitted because the bus traffic described by the district can be accommodated on a non -MSA street. This finding requires that the district comply with the following conditions: a) The bus loading area shall not be used by more than twelve buses per day, six in the morning and six in the afternoon. b) In addition to its primary function, the bus loading area may be used as a hard surfaced play area. However, it cannot be used for any other purpose, such as after-hours or special event parking. c) The district shall keep the bus loading area's driveway entrance and exit gates closed at all times except when buses are arriving or departing. d) Buses shall only drive on 48th Avenue between the bus loading area and Hampshire Avenue to the east or Louisiana Avenue to the west. Buses shall not use 48th Avenue for travel to or from Douglas Drive. Buses shall not use any other street such as Idaho or Jersey Avenues to access the loading area. e) The district shall install appropriate signage and striping to control access to the bus loading area. The specific type, size and text shall be submitted to the City Engineer for approval prior to installation. 5. Signs shall be posted stating that use of the hard surfaced play areas is prohibited after 10:00 p.m. At least one sign shall be placed in the bus loading area and another shall be placed in the southern hard surfaced play area. Exact wording and placement shall be determined by the Community Development Director in consultation with the Recreation Director, Police Chief, and other staff as needed. 6. In no event shall a pylon sign be installed on the site. The only type of freestanding sign to be allowed on the site is a monument sign. Sign permits are required prior to installation of any sign. CONDITIONAL USE PERMIT & SITE PLAN REVIEW FOREST ELEMENTARY SCHOOL (6800 47TH) PAGE 5 OF 6 7. The existing fence along the north side of the property shall be removed. A new fence shall be installed between the bus loading area and the 48th Avenue right- of-way. It shall be no less than 4 and no greater than 6 feet high, with 7 gauge mesh and both top and bottom rails. 8. The landscaping beds near the main entrance shall be irrigated, preferably with an underground drip system. 9. The landscaping beds near the main entrance and the new trees throughout the site shall be irrigated, preferably with an underground drip system. However, this requirement may be waived by city staff if the following conditions are met: a) The district submits a watering plan for review and approval by the City Forester. The plan must specifically describe how the district will adequately water the new trees during the first two years after installation. b) The district agrees that the city may hold 50% of the landscaping surety for two years after installation instead of the usual one year. 10. Additional shade trees shall be added along the south and west sides of the southern hard surfaced play area. The number, location and species of additional trees shall be submitted to the City Forester for approval prior to installation. 11. The lighting shall be modified as follows: a) The three "AA1" lights closest to 48th Avenue in the bus loading area shall be eliminated. b) The EE1 fixture on the east side of the parking lot must be removed or modified so it casts no more than 0.4 foot candles at the east property line. 12. All utilities on the property, including electrical and communications except those currently in place along the east property line, shall be located underground in accordance with Section 520 of city code. 13. Prior to issuance of a building permit, the district shall secure the necessary permits and approvals dealing with storm water runoff. 14. Prior to issuance of a building permit, the district shall execute a Site Improvement Agreement and provide $124,000 financial surety in the form of a cash escrow deposit or irrevocable letter of credit. Said surety will be returned to the district upon satisfactory completion of the site improvements. The City Council would consider the Planning Commission's recommendation at its next meeting on April 20, 2004. The existing school building has been abated and demolished. The New Forest Elementary building is designed to meet District's needs in both the short and long term; of quality, value and cost effectiveness. It is designed to serve 500- 550 students in a high performance educational environment where student population is divided into 3 educational 'houses'. The school is also designed to be a welcoming Community Building for evening and weekend events: There is a clear separation of 'public' activities and 'private' educational activities, and the building can be easily zoned to accommodate it. In the 'public' area of the school there is a 2 station gymnasium with ample storage, a regulation basketball court, 2 volleyball courts and wood flooring. There are adjacent toilets, drinking fountains, sitting area, and designated desk area for the community use. On the other end of the central hallway there is a cafeteria and community meeting room. Adventure Club and music are located near by. Great deal of attention is given to designing a building that is supporting high performance learning environment, is flexible, functional and safe, with high quality indoor environmental conditions, natural day lighting, good acoustics, and easily maintained. The school building is located on the site to be neighborhood friendly, with clearly defined main entrance, with the design elements on all facades, well lit at night and landscaped to better blend into existing surroundings. Many quality existing trees are planned to be saved. First, the notice we received in the mail stating that those of us unable to attend the meeting tonight should reply by mail did not get ample time to do so, as requested in the letter. It arrived yesterday and the meeting is today. We have a conflict and would not be back in town in time for the meeting so we are delivering it in person. We realize that we are apparently the only property affected by this change on 47th Avenue N. but no one even asked for input or suggestions until now. Having lived here for 10 years we have considerable experience with the problems related to the parking area and the current design. As a positive note, we are thrilled that the street will no longer be connecting 47th and 48th Avenue N. It would appear from the diagram provided that the entrance to the existing parking lot will be widened almost directly in front of our property. This causes us concern on a couple of fronts. People coming to the school often times do not stop as regulated by the signage and at the end of the school day it can be difficult to get out of our driveway. Not having the buses on this side will help but a speed bump would probably fix most of the infractions. This is a safety issue for the kids too. Second, when ice is a factor many people often do not successfully make the turn and have taken out signs and even trees on the school property. Cars have driven into our yard tearing up sod because of the conditions of the road even destroying one recycle container. Having the entrance from the east at the east end of the lot might reduce some of the problems but we clearly are not experts in this field. When a public meeting is held at the school and the lot fills up, it is often impossible to get to our drive and the fire hydrant has been blocked on occasion. Lastly and most important, is the issue of night traffic and deduction of noise. Speed bumps at the entrance and scattered throughout the lot would help stop the late night exhibitions of speed. A quick look at the pavement would tell the story. There is the issue of tailgate parties, high volume music and sometimes alcohol consumption by teens and young adults late at night so surveillance cameras should also be considered to keep these nuisances and vandalism to a. minima n. We call for police stops almost every week. Finally we do look forward to the new school and do not want these things to convey the wrong message. Now appears to be the time to get the job done right for future property owners and our neighbors and we hope this can help with the development of the property. Thanks for your considerations. David and Colleen Beisell 6811 47th Avenue N. 763-536-5427 Review Comments for the Revised Forest Elementary School plans �... 680047 th Ave N, Crystal MN March 31, 2004 Fire Department Requirements and Comments: • 1. Originally six fire hydrants were required for this building, but due to the building being fully sprinklered only one fire hydrant is required. This requirement came from Appendix B and C of the IFC. 2. Since only one fire hydrant is required this fire hydrant will be required to be within a 100 ft of the fire department connection. The location of the hydrant will be required to be approved by the AHJ. 3. A Fire lane will be required at the main front entrance of the building. The fire lane shall be on the building side curbing. We can further discuss exactly how far this fire lane shall go and discuss possibilities of having loading zone areas for the kids and there parents. 4. Depending on where the fire department connection will be located a fire lane might be required. The fire lane shall be a minimum of 20 feet. Please provide exact location on the plan where the fire department connection will be located. The fire department connection location will be required to be approved by the AHJ. 5. Depending on where the fire hydrant is located a fire lane may be required. Indicate on a plan where the hydrant (s) will be located. 6. A fire department lock box for keys will be required over the fire department connection, and at the main entrance. CITY OF CRYSTAL MEMORANDUM DATE: April 5, 2004 MEMO TO: John Sutter, Planner FROM: Gene Hackett, Recreation Director &I RE: Forest School/Park Facilities As part of the Forest School reconstruction, the Park and Recreation Departments are considering some updates and renovations to the park area west of the school. The preliminary plans are: • Removal of the wading pool (2004) • New playground equipment on the north side of the school (2005) • Removal of 1 softball field (no date set) • Construction of a Soccer/Lacrosse Field (no date set) • Removal or reconfiguration of the skating areas(no date set) • Hard surface area for basketball (Part of school construction) • Berming to make a small sliding hill (no date set) • Landscaping (no date set) As part of the planning process, The Parks Department is soliciting input from the school and the neighborhood residents. A facility survey was distributed at the Open House on March 31. The results of the survey are attached. The facilities listed above are viewed favorably by the residents surveyed. Additional surveys are planned. The Park and Recreation Commission will review the park plans as part of the design process before the plans are finalized. A draft park plan sketch is also attached.
