CALL TO ORDER The regular meeting of the Crystal Planning Commission convened at 7:00 p.m. with the following present: Davis, Nystrom, Whitenack, VonRueden, Krueger, Hester, Atkinson, Strand, and City Council Liaison Bowman. Also present were the following: Planner Sutter and Recording Secretary Matthews. B. APPROVAL OF MINUTES Moved by Commissioner Kruger and seconded by Commissioner Nystrom to approve the minutes of the June 13, 2005 regular meeting and work session. Motion carried. C. PUBLIC HEARINGS 1. Consider Application 2005-09 for a Conditional Use Permit to allow outdoor storage as part of a proposed landscaping business at 3231 Nevada Avenue North and 733133 d Avenue North. Planner Sutter summarized the staff report and stated that staff recommends continuing this item until the August 8th meeting, so staff can continue discussion about the outdoor storage issues with the applicant. Commissioner Nystrom asked the applicant if he was ok with waiting until the August 8th meeting for this to be heard. The applicant stated that yes he was ok with that. Public Hearing opened. No one spoke. Moved by Commissioner Kruger, seconded by Commissioner Nystrom to continue until August 8th the discussion of Application 2005-09 for Conditional Use Permit to allow outdoor storage as part of a proposed landscaping business at 3231 Nevada Avenue North and 733133 d Avenue North. There will probably be a renewal of the school district's conditional use permit for Cavanaugh, to be followed by plans for new site improvements in 2006. G. OPEN FORUM Commissioner Atkinson stated that she is resigning from the commission because she and her husband will be moving. She thanked the commission members for their hard work and stated that she enjoyed working with them. H. ADJOURNMENT Moved by Commissioner Whitenack and seconded by Commissioner VonRueden to adjourn. The meeting adjourned at 7:20 p.m. M E M O R A N D U M DATE: August 4, 2005 TO: Planning Commission (August 8th meeting) FROM: ' John Sutter, Planner and Redevelopment Coordinator SUBJECT: Public Hearing: Consider Application 2005-09 for a Conditional Use Permit to allow outdoor storage as part of a proposed landscaping business at 3231 Nevada Avenue North and 7331 33rd Avenue North. (Item continued from July 11th meeting.) A. BACKGROUND The subject property is comprised of two parcels, both guided and zoned 1-1 Light Industrial. The primary parcel, 3231 Nevada, includes an industrial building (the "first" building) built in 1977, a cold storage building (the "second" building) built in 1985, and a hard surfaced parking lot. The secondary parcel, 7331 33rd, is vacant except for an outdoor storage area established by the property owner without city approval. The owner's representative has told staff that the existing outdoor storage is used by the property owner, who lives nearby in the house at 7315 Nevada and rents the adjacent house at 7323 33rd. Whatever its history, the existing outdoor storage is in violation of city code. The applicant is a landscape contractor. Their proposed use would include outdoor storage as an accessory and subordinate use, which requires a conditional use permit under 515.53 Subd. 4 d) provided the following conditions are met: ■ The storage area is hard surfaced and clearly designated on the site as being limited to the specific, approved area. ■ The storage area does not exceed 60% of the gross floor area of the principal use, 40% of the area of the property, or 20,000 square feet. ■ The storage area is fully screened from any adjacent property including public right- of-way. ■ The items to be stored outdoors are typically found outdoors and are constructed of materials appropriate for outdoor weather conditions. ■ The city council finds that there will be adequate screening and buffering between the establishment and adjacent uses. ■ The city council determines that all applicable requirements of subsection 515.05, subdivision 3 a) and section 520 are considered and satisfactorily met. 515.05 Subd. 3 a): In addition to specific standards or criteria included in the applicable district regulations, the following criteria shall be applied in determining whether to approve a conditional use permit request: 1) The consistency of the proposed use with the comprehensive plan. 2) The characteristics of the subject property as they relate to the proposed use. 3) The impact of the proposed use on the surrounding area. As with all conditional use permits, a public hearing held by the Planning Commission must precede City Council action on the application. Notice of the July 11, 2005 public hearing was mailed to all property owners within 350 feet of the subject property and published in the Sun Post on June 30, 2005. The Planning Commission held the public hearing, but no public comment was offered and the hearing was continued to give the applicant an opportunity to work out some issues with staff. STAFF COMMENTS The proposed use described in the final revised narrative and site plan (Exhibit N) would comply with city code, except that specific construction plans for the required hard surfacing and screening have not yet been prepared by the applicant. The Planning Commission and City Council could approve the proposed use with a requirement that the detailed construction plans be submitted to city staff for review and approval, instead of having the plans brought back to the Commission and Council at a later date. C. RECOMMENDATION CONDITIONAL USE PERMIT - PRESCRIPTION LANDSCAPE - 3231 NEVADA & 7331 33RD 2 Staff recommends approval of the requested Conditional Use Permit to allow outdoor storage as part of a proposed landscaping business at 3231 Nevada Avenue North and 7331 33rd Avenue North, subject to the following conditions: The two parcels shall be combined prior to any use being established on the 7331 33rd parcel, so that the accessory outdoor storage use is not on a separate parcel from the principal use at 3231 Nevada. 2. All outdoor storage areas (such as area "C" on the plan attached as Exhibit N) shall be hard surfaced with a perimeter of concrete curb and gutter (b6-12 standard). Specific plans shall be submitted to city staff for review and approval, and the storage area's hard surface including curb and gutter must be fully installed in accordance with the approved plans prior to the outdoor storage use being established. 3. The trailers will not be counted towards the limitations on the area of outdoor storage relative to the area of the principal use if (1) the trailers are hooked up to licensed and operable motor vehicles; and (2) they are primarily used to transport landscape equipment to and from job sites, not for storage. 4. Any cumulative land disturbance of/2 acre or more will trigger Bassett Creek watershed requirements related to stormwater treatment. While area of additional use proposed and approved at this time, area "C" (18,700 sq. ft.) is somewhat less than Y2 acre (21,780 sq. ft.), the applicant is notified that watershed requirements would be triggered if the cumulative additional land disturbance reaches'/2 acre. Depending on the nature of the use, this may require stormwater ponding or other measures required by the watershed. 5. At a minimum, screening shall be installed along the north sides of areas "A" and "C". In general terms, the applicant's proposal to add vinyl slats to the chain link fence, together with planting and maintaining Techny Arborvitae along the fence, would be an acceptable screen to protect adjacent residential property provided materials storage does not exceed the height of the screen. Specific plans shall be submitted to city staff for review and approval, and the screening must be fully installed in accordance with the approved plans prior to the outdoor storage use being established. 6. The existing unlawful outdoor storage use at 7331 33rd shall be discontinued and any dirt areas must be reseeded to establish turf, native prairie or some similar ground cover. Because it's an existing zoning violation, these corrections are required in any case; but if the proposed use is approved, these corrections must be made concurrent with other changes to the site. The City Council would consider the Planning Commission's recommendation at its next meeting on August 16, 2005. While we have not completed a full review of your request, there are some items of concern that, at this point, will probably cause staff to recommend denial of your request. Specifically: EXHIBIT 3231 Nevada and 7331 33 Id June 24, 2005 - page 2 - No plan was submitted showing how the outdoor storage and "overflow" parking areas would be hard surfaced, in accordance with the CUP requirement in 515.53 Subd. 4 d) 1). In the City of Crystal, hard surfacing, meaning a bituminous or concrete surface with concrete curb and gutter around the perimeter, is required for any parking or outdoor storage area. Normally, a CUP would not be approved without a detailed site plan showing the proposed hard surfacing. However, in this case we could ask the City Council to delegate review and approval authority to city staff, so that you don't have to invest time and money in drawing up construction plans for the hard surfacing until after the CUP is approved. This would not change the fact that hard surfacing is required, and that it must be installed prior to the uses being established on the site. The outdoor storage areas (D, E, F and H in your submittal) appear to be the same size as, or possible even larger than, the combined footprint of the two buildings. Outdoor storage is not permitted in excess of 60% of the combined floor area of the two buildings, in accordance with the CUP requirement in 515.53 Subd. 4 d) 2). In addition, the storage of trailers, as opposed to motor vehicles like cars and trucks in area C in your submittal, would also count towards that 60% maximum. Finally, these figures do not include the future expansion of area H that is also shown in your submittal. In other words, the total area of outdoor storage you are proposing far exceeds 60% of the floor area of the buildings, which is the maximum allowed by city code. No screening from adjacent properties is shown to meet the CUP requirement in 515.53 Subd. 4 d) 3). This is of special concern since some of the existing uses abutting the site are residential. As with the hard surfacing requirement, we could ask the City Council to delegate review and approval authority to city staff, so that you don't have to invest time and money in drawing up plans for the screening until after the CUP is approved. This would not change the fact that screening is required, and that it must be installed prior to the uses being established on the site. For your information, I am enclosing a copy of 515.53 Subd. 4 d), which contains the CUP requirements for outdoor storage uses, as well as 515.05 Subd. 3 a), which contains general requirements applicable to all CUPs. We will send you a copy of our staff report and recommendation concerning your request when it is completed, approximately one week before the July 11, 2005 Planning Commission meeting. An agenda for the meeting will also be included in that mailing. If you intend to modify your proposal to comply with the CUP requirements, you should request that the Planning Commission continue the public hearing to its August 8, 2005 meeting. The existing building closest to Nevada Ave will serve as :our office and shop. This building will house our local sales and customer sery=ice staff as well as our production personnel. Some equipment will be stared in this builditzg. The existing western building will be used for storage of off-season equipment and some supplies. This serves as 'good secured storage for our equipment. Area "A"o n tfie plan is an. existing pa-ved area and will be our parking area fon trucks and. enclosed trailers (please .refer to picture for example). These vehicles remain at the site and do not go bonne with employees at night. Tile trailers remain, hitched to the trucks and. house smaller pieces of equipment: EXHIBIT € Areas `B" on the plan is an existing paved area and will be used for employee parking. We have a need for 25-30 employee parking spaces and can accommodate them in these existing paved areas. Area "C" on the plan will be used for outdoor storage of materials. Wood mulch, topsoil and rock will be stored in four or five holding bins (please see picture for example). These are constructed of treated timbers and cement slabs. The nursery holding area will also be located in this area and our B&B and container material will be staged here before being delivered to a job site. We will also keep our dumpster(s) in this area. Area "C" is currently not paved. We require an unpaved, natural surfaced area in which to store our nursery items. They do not survive well when stored on a hard surfaced area. The holding bins will be constructed with an internal hard surface. The rest of the site will remain as -is for the foreseeable future. Eventually we may develop the unused portions of these lots but have no plans to do so at this time. The entire 3231 Nevada Ave property and the southern portion of the 7331 33`d Ave property are currently enclosed by a chain link and barbed wire fence. We have found this combination, along with minimal site lighting (which also already exists at this site) to provide good security for our vehicles and equipment. To improve the site, we plan to screen our storage and parking from residential neighbors. We will install opaque vertical slats in the chain link fence and plant Techny Arborvitae along the three areas shown in green on the plan. These will grow to 6-8 feet,and will be shaped regularly. We feel this will provide adequate screening to our neighbors to .the north and east and will be an aesthetic improvement to the current site conditions (please refer to photos to see examples of those sight lines). The rest of the site abuts either railroad or additional industrial property and should not require screening at this time. We are excited about moving our operations to this facility and feel our business will be an asset to the Crystal community. We want to be good neighbors and feel we have adequately met the City code requirements to allow outdoor storage at this site. A. BACKGROUND The subject property is a 8.7 acre site owned by Independent School District #281 a.k.a. Robbinsdale Area Schools ("the district"). The east half of the property is used for park purposes. The west half of property contains the former Cavanagh Elementary School built in 1958. In addition to the building, the facility includes two parking lots, play areas, and related facilities. The facility ceased operating as an elementary school in 1976. Since then, the district has used the facility for a variety of programs and activities, including leasing it to Intermediate District 287 for a time. From a zoning standpoint, only its original use as an elementary school would be considered lawfully nonconforming, and even that is questionable because that particular use ended nearly 30 years ago. The property is guided low density residential and zoned R-1. A Conditional Use Permit ("CUP") is required for schools and related facilities in the R-1 district. In September 2004 the City Council approved an interim, temporary CUP allowing the district to move the Highview Alternative Program into the east wing of the facility. Highview is an alternative to traditional high school for students in grades 10-12, aged 16 and older. It has approximately 150 students and 10 staff. The approved CUP expires on September 30, 2005 but may be extended for up to two additional years. The purpose of the interim, temporary CUP is to give the district time to determine its desired long-term use of the Cavanagh facility; and following that determination, to make the site improvements necessary to bring the facility into compliance with the zoning ordinance. The district has submitted a request for the first of those two possible one-year CUP extensions. Notice of the public hearing was mailed to property owners within 700 feet of the property and published in the Sun Post on July 28, 2005. At the August 8, 2005 meeting, the Planning Commission will hold the public hearing and may make a recommendation for the City Council to consider at its August 16, 2005 meeting. STAFF COMMENTS Land use and zoning — generally. The Zoning Ordinance requires that the facility be served by arterial, collector or Municipal State Aid ("MSA") streets sufficient to handle the traffic generated by the facility. Unfortunately, there are no such streets directly abutting the property. The strictest possible interpretation of the ordinance would therefore prohibit any institutional use of this facility, even for an elementary school. However, the institutional use pre -dates the ordinance requirement for the facility to be served by arterial, collector or MSA streets. 2. Current traffic patterns on 51St Avenue. In October 2001, the city conducted a week- long traffic count on 51't Avenue between Cavanagh and Bottineau Blvd (CSAR 81). During the week, the number of vehicle trips per day ranged from 1,291 to 1,527, yielding an average of 1,441 per day during the week. Saturday had 822 trips and Sunday had 714 trips yielding an average of 782 per day on the weekend. The difference between average daily traffic during the week and average daily trips on the weekends was 659 trips. The traffic numbers on 51St suggest that it could justifiably be designated an MSA street. In fact, there are MSA -designated streets in Crystal that have traffic levels much lower than the segment of 51s' between Cavanagh and Bottineau Blvd. However, MnDOT rules do not permit the city to designate MSA streets unless they connect to an arterial or other MSA street. Because 51St ends in the neighborhood without another street directly re -connecting back to Bottineau Blvd, it cannot be designated an MSA street regardless of its traffic levels. 3. Planned street reconstruction project as it relates to the Cavanagh facility. Assuming the district decides to make this use of the facility permanent, city staff's preference is to keep traffic concentrated on 51St Avenue between Bottineau Blvd and the east parking lot, rather than attempting to disperse the facility's traffic throughout the neighborhood. One reason is that this is consistent with the current pattern. The other reason is that the city plans to reconstruct the streets in this neighborhood during Phase 10 of the street reconstruction project, which is CONDITIONAL USE PERMIT - FORMER CAVANAGH ELEMENTARY SCHOOL (5400 CORVALLIS) PAGE 2 OF 5 tentatively scheduled for 2009. If the Cavanagh facility is still in use at that time, the city may construct 51St Avenue to MSA standards to better handle the traffic generated by the facility, even if 51St Avenue cannot be designated MSA. Such streets are typically 32' wide (instead of 30'), are striped for one lane in each direction plus a parking lane on one side of the street only, and have a sidewalk directly behind the curb on one side of the street. Any decision to build 51St Avenue to MSA standards would have to be made by the City Council at the time the street project is ordered. 4. Traffic_ generated by the Cavanagh facility. Based on the district's staff and student counts, the facility generated an estimated 836 car trips and 72 bus trips per day in the 2003-2004 school year (before Highview). In the 2004-2005 school year (after Highview), the estimate was 652 car trips and 86 bus trips. In the 2005-2006 school year, the district is proposing to move 13 Early Childhood Special Education staff from Cavanagh to the former New Hope Elementary. The estimate for 2005-2006 is 624 car trips and 86 bus trips. Car trips appear to have been greatly reduced (-212) but bus trips have slightly increased (+14). Staff opinion is that this is an acceptable trade-off if trips on local streets are minimized to the extent possible. Bus routing to and from the facility has continued as before, except that the additional buses drop-off and pick-up in the north parking lot, and return directly to Bottineau Blvd via 51St Avenue. Special Education buses continue to use either the north parking lot on 51 St Avenue or the bus bay on Corvallis Avenue. 5. Estimated parking demand versus supply. Based on the district's staff and student counts, the facility needed an estimated 155 parking spaces in the 2003-2004 school year (before Highview). In the 2004-2005 school year (after Highview), the estimate was 205 parking spaces. In the 2005-2006 school year, the district is proposing to move 13 Early Childhood Special Education staff from Cavanagh to the former New Hope Elementary. The estimate for 2005-2006 is 191 parking spaces. Currently the facility has 140 off-street spaces. This is less than the estimated facility needs before Highview and much less than the estimated needs after Highview. However, please note that estimating parking demand for this facility is very difficult because of the number and variety of uses. In particular, the 55 space estimate for short term pick-up and drop-off (mainly Creative Play Preschool) is probably overstated in these estimates. For this reason, in 2004 the City Council agreed to a one year trial period to determine the degree of the problem. No complaints have been received to date about the number of cars parked on the street, and anecdotal evidence suggests that the amount of on -street parking as whole has not increased. Certainly the district will need to add some off-street parking to the facility if it wishes to make its use permanent. However, it makes sense to give the district another year to see how their shift of 13 staff out of the facility reduces parking demand. 6. District request is for an interim, temporary use. Further review by the city will be required if they want to make it permanent. Because of the traffic and parking CONDITIONAL USE PERMIT - FORMER CAVANAGH ELEMENTARY SCHOOL (5400 CORVALLIS) PAGE 3 OF 5 issues with this facility and its location, the best long term land use would be redevelopment for low density residential. However, district staff has indicated that it now appears that the district will continue to use the Cavanagh facility for the foreseeable future. They have not yet developed their plans for site improvements necessary to bring the facility into compliance with the zoning ordinance (see #7 below), but they do intend to submit those plans together with a permanent CUP request in 2006. In the interim, the district is asking that the 2004 CUP be extended another year. 7. District request is to defer site improvements. The district is once again asking that the normal site plan review requirements be deferred until it makes a decision on the long term future of the facility. A preliminary review of the condition of the property indicates that, at a minimum, the following items would be needed to bring the site into compliance: ■ Install additional off-street parking and loading areas as deemed necessary by the city, including sufficient space for all vehicles to maneuver on-site so that the only local street they use is 51St Avenue from the east parking lot to Bottineau Blvd. The most likely scenario would be expansion of the east parking lot. ■ Remove the pole light and overhead wire from the middle of the east parking lot. ■ Install standard b6-12 concrete curb & gutter around perimeter of all parking lots where not previously installed. ■ Ensure parking lot compliance with design standards in city code, including the minimum 5' setback from any lot line (for example, on the north side of the north parking lot). ■ Eliminate parking/storage uses and create a fire lane along the north side of the middle part of the building. ■ Construct a trash enclosure to code. ■ Remove the commercial -style pylon sign and, if a freestanding sign is necessary, replace it with a residential -style monument sign. ■ Construct sidewalks on the property to provide pedestrian access to, from and around the building. This is not an all-inclusive list because a full site plan review is not being completed at this time. A more detailed review would be required whenever the city decides it can no longer defer the site plan review requirements. At that time, the normal site plan review application would be required along with a request for a permanent CUP, and the city would hold another public hearing prior to making a decision. The district intends to submit those items by summer 2006. It is also important to note that Hennepin County's possible reconstruction of Bottineau Blvd may impact the frontage road along the west side of the property as well as the western end of 51 St Avenue. We anticipate that the county will resume design work for the roadway this fall. By 2006 we should have an idea of how much the possible reconstruction would impact the district's plans for the facility. C. RECOMMENDATION CONDITIONAL USE PERMIT - FORMER CAVANAGH ELEMENTARY SCHOOL (5400 CORVALLIS) PAGE 4 OF 5 Staff recommends approval of the requested interim, temporary Conditional Use Permit for the former Cavanagh Elementary School, subject to the following conditions: Because the city has insufficient information to make findings of fact related to the proposed use of the facility, this permit shall expire on September 30, 2006. If the district desires to extend the permit for one additional year, it must file a written request no later than August 18, 2006. A public hearing, including the standard notice thereof, shall be held by the Planning Commission to consider an extension. The city makes no commitment to grant an extension, and no more than a single extension for one year shall be granted. In no event shall use of the facility continue beyond September 30, 2007 unless a new, permanent CUP is granted that supersedes the interim, temporary CUP. 2. The city is deferring its site plan review requirements for one year so that the district may complete its reorganization study process before making further investment in the Cavanagh facility. If the district desires to defer the site improvements for one additional year, it must file a written request with the city no later than August 18, 2006. A public hearing, including the standard notice thereof, shall be held by the Planning Commission to consider an extension. The city makes no commitment to grant an extension, and no more than a single extension for one year shall be granted. In no event shall use of the facility continue beyond September 30, 2007 unless site improvements have been installed after review and approval by the city through the standard Site Plan Review application process. 3. In the interim, bus routing to and from the facility shall continue as before, except that additional buses such as those for Highview shall drop-off and pick-up in the north parking lot, and return directly to County Road 81 via 51St Avenue. 4. If parking becomes a problem, the city may require the district to implement a student parking permit system for Highview, adjust the mix of uses in the facility, or take other steps necessary to solve the problem. 5. The City Council finds that the facility must either be brought into compliance with city code or redeveloped in accordance with the Comprehensive Plan no later than September 30, 2007. The City Council would consider the Planning Commission's recommendation at its next meeting on August 16, 2005. I- r.l ral NARRATIVE SUBMITTED BY ROBBINSDALE AREA SCHOOLS (I.S.D. 281). Robbinsdale School District 281 is selling the Robbinsdale Area Community Education Center (RACEC), located at 4139 Regent Avenue North in Robbinsdale. The Highview Alternative Program is currently located in this building. It is the intention of the Robbinsdale School District to relocate this program to the Cavanagh School located at 5400 Corvallis Avenue North in Crystal by December 1, 2004. The Highview Program has served district students in grades 10-12 since 1983. Students are sixteen years or older and most have attended Armstrong High School or Cooper High School. The original site was at the Highview School in New Hope near Cooper High School. The program moved to RACEC in December, 2001. The hours of operation of the Highview Program will be 7:30 a.m.-3:00 p.m., Monday through Friday. The program has a staff of 10 people and the enrollment is approximately 150 students. Currently, the district plans to modify the east wing of the building to accommodate the Highview Program. Those modifications include office partitions in room 420, lavatory fixture replacement, locking door systems in the corridors, and a wall separating in the cafeteria from the corridor. Students and staff will use the east parking lot. Six busses will transport students daily; 2 at the start of the school day, 2 at the end of the day, and 2 during the day to transport students to the Hennepin Technical College. Because the city has insufficient information to make findings of fact related to the proposed use of the facility, this permit shall expire on September 30, 2005. If the district desires to extend the permit for one additional year, it must file a written request no later than August 19, 2005. A public hearing, including the standard notice thereof, shall be held by the Planning Commission to consider any such extension. The city makes no commitment to grant such extensions, and no more than two such one year extensions shall be granted. This interim, temporary conditional use permit shall automatically expire on September 30, 2007, unless a new, permanent CUP is granted that supersedes the interim, temporary CUP. 2. The city is deferring its site plan review requirements for one year so that the district may complete its reorganization study process before making further investment in the Cavanagh facility. If the district desires to defer the site improvements for one additional year, it must file a written request with the city no later than August 19, 2005. A public hearing, including the standard notice thereof, shall be held by the Planning Commission to consider any such extension. The city makes no commitment to grant such extensions, and no more than two such one year extensions shall be granted. In no event shall use of the facility continue beyond September 30, 2007 unless site improvements have been installed after review and approval by the city through the standard Site Plan Review application process. EX. D Relocation of Highview to Cavanagh September 22, 2004 - page 2- 3. In the interim, bus routing to and from the facility shall continue as before, except that additional buses such as those for Highview shall drop-off and pick-up in the north parking lot, and return directly to County Road 81 via 51St Avenue. 4. If parking becomes a problem, the city may require the district to implement a student parking permit system for Highview, adjust the mix of uses in the facility, or take other steps necessary to solve the problem. 5. The City Council finds that the facility must either be brought into compliance with city code or redeveloped in accordance with the Comprehensive Plan no later than September 30, 2007. Please note that under condition #4, the city may require the district to make changes if parking problems occur while the approved one-year C.U.P. is in effect. Based on our previous discussions, it is my understanding that the district is willing to make such changes. If we receive complaints about parking, traffic or related issues, we will forward them to your office so the district can develop a solution. At this time I am assuming the district will want to proceed with facility modifications to accommodate the Highview program at Cavanagh. Some of these modifications may require review and approval by the city's Building Official (building and plumbing modifications), Environmental Health Specialist (public health incl. food service), Fire Inspector, or other staff. The site improvements are scheduled for the spring and summer of 2006. I would also like to inform city staff and the council that 14 Robbinsdale Area Schools special education staff members who worked and officed at Cavanagh in the 04/05 school year are being relocated to the New Hope School site for 05/06. This move will give some help to the parking and traffic situation at Cavanagh. The information that has been shared with me since my employment with the district is that we have not received complaints or notifications that parking or traffic has become a greater problem than was previously experienced with the addition of the Highview Program. If there are issues that need to be addressed as described in item 3 or 4 of the notification letter of September 22, 2004 please advise me so we can research steps to solve the problems.
