Crystal Parks and Recreation Advisory Commission ‐ Neighborhood Meeting Minutes
May 1, 2019
Welcome Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at
7:04 pm by Commission Chair Lori Merriam.
Commission members in attendance were: Lynn Haney, Lori Merriam, Meredith Torres‐Walsh, David
Pascoe, Andy Leipold, Dave Anderson, Jesse McCaffrey, Terencio Safford and Erin Kolb. Also present
were Nancy LaRoche, Council Liaison; John Elholm, Brad Fortin, John Sutter, Chief Stephanie Revering,
Mark Ray, and Scott Berggren from the City Staff.
Introductions were made of the Commission members and City Staff.
Mr. John Sutter provided information on current and upcoming city projects.
Mr. Mark Ray reviewed construction projects in the city. He also answered questions regarding traffic
control around the Welcome Park neighborhood.
Chief Stephanie Revering informed residents of upcoming community events that the Police Department
will be involved in throughout the summer. She also encouraged residents to keep doors locked, even if
they are home.
Mr. John Elholm presented information on upcoming park improvements.
Mr. Brad Fortin highlighted recent and upcoming park projects and maintenance activities.
Mr. Berggren gave an update on programs and events in the Recreation Department. He highlighted
current and upcoming activities.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:52 pm.

Welcome Park
The Parks and Recreation Advisory Commission Meeting was called to order at
8:00 pm by Commission Chair Lori Merriam.
Commission members in attendance were: Lynn Haney, Lori Merriam, Meredith Torres‐Walsh, David
Pascoe, Andy Leipold, Dave Anderson, Jesse McCaffrey, Terencio Safford and Erin Kolb. Also present
were Nancy LaRoche, Council Liaison; John Elholm, Brad Fortin and Scott Berggren from the City Staff.
Commission Member Patrick Rosenquist was absent.
There was no public comment.
Mr. Pascoe made a motion to approve the April Tree Board and Park and Recreation
Commission minutes as written; Ms. Torres‐Walsh seconded the motion. The Tree Board and
Park and Recreation Commission minutes for April were approved as written.
Ms. Merriam welcomed Mr. McCaffrey to the commission. Mr. McCaffrey gave a brief
overview of himself. Ms. Merriam also gave a send‐off to Mr. Pascoe who will be leaving the
commission after 2.5 years. Appreciation was also expressed for Mr. Rosenquist’s contributions
as he has also resigned from the commission.
Mr. Elholm gave an update on the Becker Park project. There has been much work going on at
the park recently. The sail shade and stage structures have been ordered. The sail shade colors
will match the play area and the stage structure colors will match the restroom building. Mr.
McCaffrey asked about safety precautions at the Becker Park site. Mr. Elholm explained what is
being done to keep pedestrians safe as they walk near the site, or if they wonder onto the site
while construction is not happening.
The Parks and Recreation Advisory Commission selected the Crystal Frolics button winners for
2019. Congratulations to Savannah Johnson for having the winning design!
Ms. LaRoche gave the City Council Report. There will be a hearing on May 13 at the planning
commission meeting to discuss the Iron Horse platting. On May 7, the Council will accept the
resignations of Patrick Rosenquist and Dave Pascoe from the Park & Recreation Commission.
Also on this date, the City Council will consider the purchase of playground equipment for
Becker Park from Landscape Structures.
Mr. Elholm gave the Crystal Fund Report. The Crystal Fund will donate money for the trees that
were given away and planted at the Arbor Day event. They will also donate $2100 to the Becker
Park play area which came from the ‘Cheers to Crystal’ event. The Crystal Fund will have their
Plant Sale event on May 18.

Reports were given by Mr. Fortin for park maintenance, and Mr. Berggren for recreation
programming.
Mr. Elholm reported that new park signs will be installed over the next few months.
Ms. Haney gave a Crystal Frolics report. Planning for the Frolics at Welcome Park is well
underway. The May 20th meeting will take place on‐site at Welcome Park to discuss event
logistics. Ms. Haney would like to award the button contest winners at the June Commission
meeting.
