2. Approval of Agenda
The Council will consider approval of the agenda.
3. Appearances
3.1 The Mayor will swear in Sergeant Gabe Storz.
3.2 Finance Director Jean McGann will present the Government Finance Officers Association
Certificate of Excellence in Financing Reporting.
4. Consent Agenda
The Council will consider the following items, which are routine and non-controversial in nature, in a
single motion:
4.1 Approval of the minutes from the following meetings:
a. The City Council work session on Jan. 10, 2019.
b. The City Council meeting on Jan. 15, 2019.
c. The City Council work session on Jan. 15, 2019.
4.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list
that is on file in the office of the city clerk.
4.3 Approval of a resolution accepting the following donation:
a. $500 from Newport Collision Center for Crystal Ball.
4.4 Approval of a joint powers agreement with the Minneapolis Police Department for police
services for the 2019 NCAA tournament.
4.5 Approval of revised Planning Commission bylaws.
4.6 Approval of a resolution authorizing an application for Hennepin County Transit Oriented
Development funds for trail construction along the south side of Bass Lake Road in Becker
Park.

4.7 Approval of a temporary on-sale liquor license to Crystal Fund for Community Progress for a
wine and beer tasting event at Crystal Community Center on March 15, 2019.
5 Open Forum
(The City Council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as presiding
officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought
before the Council during Open Forum. The Council may place items discussed during Open Forum
onto subsequent council meeting agendas.)
6. Regular Agenda
6.1 The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the city council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
6.2 The Council will consider a resolution awarding the contract for the Becker Park improvement
project.
At its December 4 meeting, the City Council approved the plans and specifications and
authorized soliciting bids for the Becker Park and storm water improvement project. Four
bids were received; recommend approval of the resolution awarding the contract to the
low bidder, Custom Builders.
6.3 The Council will consider a resolution to approve the contract with Wenck for construction
services for Becker Park improvement project.
Portions of the Becker Park will require engineering expertise and inspections as
improvements are constructed and installed to be sure they are installed correctly. The
cost of hiring this work is included in the overall project budget. Recommend approval of
the resolution approving a contract with Wenck for these services.
6.4 The Council will consider a resolution approving the plans and specifications and order the
advertisement for bids for the 2019 Street Mill and Overlay Project.
The Street Reconstruction Fund includes funds for annual mill and overlay projects on
streets needing work. In order to proceed with this year’s project, recommend approval of
the resolution approving the plans and specifications and order advertising for bids.
7. Announcements
a. City offices will be closed on Monday, Feb. 18 for the Presidents’ Day holiday.
b. The next Citizen Input Time is Tuesday, Feb. 19 at 6 p.m. in Conference Room A at City Hall.

c. The next City Council meeting is Tuesday, Feb. 19 at 7 p.m. in the Council Chambers at City
Hall.
d. Crystal Business Association meets on Wednesday, Feb. 20 at 8:30 a.m. at Crystal City Hall in
the Community Room.
e. The Crystal Ball will be held Friday, Feb. 22, 2019 at Crystal Community Center. Tickets are
available at the Crystal Community Center and city’s website at www.crystalmn.gov.
f. The City Council will hold a work session on Tuesday, February 26 at 6:30 p.m. in Conference
Room A at City Hall.
g. The Bowling for K9 Officer Leo fundraiser is Sunday, March 10, 11 a.m. – 2 p.m. at the New
Hope Bowl, with a lunch following at the Crystal VFW Post #494.
h. Local organizations are invited to lead the pledge at City Council meetings; contact city staff
for information.
i. City Council meetings and work sessions are open to the public. Current and previous
meetings are available for viewing and listening at www.crystalmn.gov.
