Staff is presenting new text language for the draft unified development code (XtF1_CYfr)C_
planning commission review and comment. The following is a summary of the new text
language in Sections 515.03 and 515.07:
Section 515.03 (Definitions):
op New definitions added in Section 515.03 since the July 10, 2017 Plannin*

PrinciDal Uses – Use Sr)ecific Standards:
mmmm.s.s.m ........................................ ... .......
Staff has provided the remaining use specific standards for the principa'
uses for the "Public, Institutional, and Recreational" use category.
peqjifc Standards fo - r Accessory Uses
* At the April City Council work session, the City Council directed that sta
allow up to two non-resident employees for home businesses, with the
addition of limits to the hours of operation for those businesses.
* Staff added a definition and performance standards for "workshops",
which allows a resident to undertake craft projects in their home as part
a hobby or home business. This amendment is based on direction from
the City Council after aresident who creI
ates craft projects in their garag
requested the code change. Currently "light manufacturing" is not allow
as part of a home business within a garage.
1eTP9![9!Y§e..Ta,!!e and Use 5,pe♦ dards:
• Staff has proposed a table and use specific standards for permitted
temporary uses within each zoning district.
• In 2016, a state law was passed that allowed cities to create an ordinance to
allow "temporary family health care dwellings". Basically this ordinance would
allow a resident with a health condition to live in a recreational -vehicle type

structure on the property for a limited period of time. The state law allowei
cities to "opt -out" of the law if they chose not to create such an ordinance.
The Crystal City Council opted out of the law in September, 2016, but
directed staff to consider whether or not the city should adopt a modified
ordinance to allow such a temporary use. Attached for your review and
discussion is a copy of the 2016 state law and two recently adopted city
ordinances to allow these temporary dwellings.

........ . ............ —
Staff has developed proposed language to amend the city's current
requirements.
Affachments:
A. 2016 state law for Temporary Family Health are Dwellings
B, City of Northfield ordinance for Temporary Family Health Care Dwellings
CCity of New Brighton ordinance for Temporary Family Health Care Dwellings
No action is requested at this time. This agenda item is being presented so t
