Adjournment * Items for which supporting materials are included in the meeting packet MEMORANDUM DATE: June 7, 2017 TO: Planning Commission (June 12 meeting) FROM: Dan Olson, City Planner SUBJECT: Continue review of draft ordinance for zoning, subdivision and signs (Application Number 2017- 07) A. BACKGROUND Staff is presenting new text language for the draft unified development code (UDC) for planning commission review and comment. The following is a summary of the new text language in Sections 515.03 and 515.07: Definitions: New definitions added in Section 515.03 since the May 18, 2017 Planning Commission work session are highlighted in yellow. Changes to zoning districts: Commercial district: The existing Neighborhood Commercial (C-1) district is proposed to be merged with the existing General Commercial (C-2) district to form one Commercial (C) district. Use specific standards will be developed to ensure that those uses near or adjacent to residential properties are not negatively impacted by commercial development Airport District (AP): The airport district is proposed to be changed from an overlay district to a base district. An overlay district is for those properties that have additional requirements beyond traditional zoning. In the case of the airport district, the base zoning regulations will apply only to airport property in the same way that R-1 regulations apply only to properties in the R-1 district. The Metropolitan Airport Commission (MAC) is in the process of finalizing the 2035 Long-Term Comprehensive Plan (LTCP) for the Crystal Airport. As part of the LTCP, MAC is proposing the possibility that some small areas of the airport - such as retail or office. The LTCP has identified potential locations for these non-aeronautical uses (see attachment B). If and when MAC determines they would like to redevelop these areas, the city could process these requests in one of two ways: 1. Leave the redevelopment areas zoned as AP, and then identify in the principal land use table whether certain uses are permitted or conditional ZONING CODE UPDATE PAGE 1 OF 2 uses. If a CUP is required, MAC could be required to subdivide the parcel tocreate a legal description for the area to be redeveloped. 2. Require MAC to subdivide the area from the rest of the airport property and at the same time rezone the property to an appropriate zoning district (mostly likely Commercial, but this is dependent upon the proposed use). A comprehensive plan amendment may also be needed depending on how this issue is address in the 2040 comprehensive plan update. Currently the zoning code requires a comprehensive plan amendment and rezoning for any proposed non-aeronautical uses. Staff has researched the cities of Eden Prairie and Blaine since they also have a reliever airport in their communities. In both cities they require the second option (subdivide the property and then rezone the parcel to an appropriate district). Staff is looking for Planning Commission input on this issue at the June 12, 2017 work session. Transit-Oriented Development (TOD) Overlay District: Staff will begin work on this overlay district, which will provide development options for those property owners within the district, in fall 2017. The five LRT corridor cities (Minneapolis, Golden Valley, Robbinsdale, Crystal, and Brooklyn Park) have received a Federal Transit Administration (FTA) grant to create this ordinance in their LRT station areas. Principal Use Table: Staff has proposed a table showing permitted and conditional principal uses within each zoning district. Use-specific standards will be provided at a later work session for Planning Commission review. In some cases staff has added an explanatory note to clarify what the use-specific standards may contain for that specific use. Accessory and temporary uses will be provided in subsequent tables.
