Crystal Parks and Recreation Advisory Commission
September 7, 2016
Bassett Creek Park
The Parks and Recreation Commission Bassett Creek Park neighborhood meeting was
called to order at 7:05 pm by Chairperson Nancy LaRoche. Commission members in
attendance were: Lynn Haney, Erin Kolb, Mark Novak, Meredith Torres-Walsh and Guy
Mueller. Also present were Elizabeth Dahl, City Council and Scott Berggren, Brad
Fortin, John Elholm, John Sutter, Anne Norris, and Pete Underthun from the city staff.
Introductions were made and Commissioner LaRoche outlined the purpose of the
neighborhood meetings.
Ms. Norris provided information on work being done on phase 15 of the street
reconstruction project and other city projects.
Mr. Sutter reviewed various city projects related to community development.
Lieutenant Underthun gave a brief overview of what was happening in the Bassett
Creek Park neighborhood and gave some crime prevention tips.
Mr. Berggren informed residents that the fall recreation brochure has been mailed, and
he gave an update on upcoming Recreation activities and events such as the ‘Kids
Garage Sale’ and ‘Barnyard Boogie’.
Mr. Fortin reviewed a list of park projects that staff had been working on as well as
upcoming projects.
Mr. Elholm led the group in an activity where they commented on what they think is
great about the park, and what could be better. (Appendix A)
The residents were thanked for their attendance.
The neighborhood portion was adjourned at 7:53 pm.
The Park and Recreation Commission business meeting was called to order at 8:07 pm.
The commission discussed efforts to improve communication of park projects, which
included a new project flier that was recently posted on Facebook and the web site.
This type of communication will continue in the future.
The commission discussed vacancies on the commission as well as the application
process to be appointed.
Council Member Dahl gave the City Council report. The council is currently working on
the budget. There was a discussion on how to move forward with the information we
receive from residents at neighborhood meetings, and how projects are put into the PIR
fund for council consideration. Mr. Elholm suggested that an adopted park system
master plan would be helpful to prioritize projects and for other purposes.
Commissioner Torres-Walsh made a motion to recommend hiring a consultant to help
the City develop a park system master plan. Commissioner Haney seconded the
motion. The motion passed.
Commissioner Mueller gave a Crystal Fund report.
Commissioner Haney gave an update on the Frolics. The next meeting is on
September 19th. She would like feedback on how the 2016 Frolics went.
Commissioner LaRoche made a motion to approve the August minutes; Commissioner
Kolb seconded the motion. The minutes for August were approved as written.
Other business item was the follow-up about the results from the summer meeting
surveys. Mr. Elholm will look into putting a season-end report together.
Community news items were about the Crystal Crime Prevention Steak Fry on Sept. 14
and the Run for Rocco event on Sept. 24.
The regular date of the next Park and Recreation Commission meeting falls on the
same date as a re-scheduled City Council Meeting.
Commissioner LaRoche made a motion to move the October meeting to October 12; so
it would not conflict with the City Council meeting. Commissioner Kolb seconded the
motion. The motion passed.
Commissioner Torres-Walsh made a motion to adjourn the meeting; Commissioner
Haney seconded the motion. The meeting was adjourned at 9:10 pm.
