Crystal Parks and Recreation Advisory Commission Minutes
September 6, 2017
Welcome Park
The Parks and Recreation Advisory Commission Meeting was called to order at
7:35 pm by Commission Chair Guy Mueller.
Commission members in attendance were: Guy Mueller, Lynn Haney, Meredith Torres‐Walsh,
Erin Kolb, Andy Leipold, Lori Merriam and Mark Novak. Also present were Olga Parsons,
Council Liaison; Anne Norris, John Elholm, and Scott Berggren from the City Staff.
There was no public comment.
Mr. Leipold made a motion to approve the August Park and Recreation Commission minutes;
Ms. Torres‐Walsh seconded the motion. The Park and Recreation Commission minutes for
August were approved as written.
There was no Chairpersons Report.
Mr. Elholm provided the commission with information on the Park System Master Plan and the
Becker Park Master Plan. With the master plan concepts firming up, the process has begun to
look at the costs to build each of the elements. A modified concept drawing of Becker Park was
shown and discussed. Some of the changes to the concept include keeping the parking lots
where they are to reduce cost and relocating the primary building and some of the sidewalks.
Ms. Kolb made a motion to use the updated Becker Park Concept moving forward in the master
planning process; Ms. Torres‐Walsh seconded the motion. The motion carried 3‐1.
Discussion on basketball at Becker Park also took place. The modified concept does not include
a basketball court; however, some Commission members felt it should be included. Most
agreed that if a basketball court were constructed it should be a unique design similar to what
was done in Maple Grove at Central Park.
Mr. Elholm provided an update on the partnership between the City of Crystal and Three Rivers
Park District around upgrades being done to MAC Park. An open house on MAC Park will be
held Wednesday (September 13) from 5:00 pm to 6:30 pm at Kylawn Park in Brooklyn Center.
Ms. Parsons presented the Council Report, with more detail given on the budget process the
Council is going through.
There was no Crystal Fund Report. There next meeting is September 12.
Mr. Berggren gave a recreation programming report.
Mr. Elholm gave a Director’s Report, with discussion on a different fee structure for pool passes
to allow them to be purchased online.
Upcoming community events in September include; The Run for Rocco and the Light of Crystal
Halfway Happy Hour.
