Crystal Parks and Recreation Advisory Commission Minutes
May 3, 2017

The Parks and Recreation Advisory Commission Meeting was called to order at
7:35 pm by Commission Chair Guy Mueller.
Commission members in attendance were: Guy Mueller, Lynn Haney, Lori Merriam, Meredith
Torres-Walsh, David Pascoe, and Mark Novak. Also present were Olga Parsons, Council Liaison;
John Elholm, Brad Fortin and Marcia Bach from the City Staff. One neighbor attended the
meeting.
There was no public comment.
Ms. Haney made a motion to approve the April Tree Board minutes; Ms. Merriam seconded the
motion. The Tree Board minutes for April were approved as written
Ms. Haney noted that the statement in the Commission minutes on fundraising for the Crystal
Frolics was incorrect. It should instead state, “The Frolics Committee has a goal of raising
$25,000 of the $75,000 needed to run the 2017 celebration”.
Mr. Pascoe made a motion to approve the April Park and Recreation Commission minutes as
amended; Ms. Kolb seconded the motion. The Park and Recreation Commission minutes for
April were approved as amended.
Mr. Mueller gave the Chairpersons Report. Discussion took place about better marketing
opportunities to contribute to the Crystal Fund. New efforts have been made this year, and
other opportunities will be explored in the future.
Mr. Elholm provided the commission with information on the Park System Master Plan. The
latest concept plans were on view at the Crystal Business Association Expo / Burger Bash and
has been made available on-line and at other community gatherings. One of the next items
we’ll be looking at is how to better connect parks with trails. The city now has some regional
trails within the border, so connecting city parks and trails to them will be discussed in the near
future.
The Parks and Recreation Advisory Commission selected the Crystal Frolics button winners for
2017.
Ms. Parsons presented the Council Report. She mentioned that the police body cams will be
further discussed on May 17.

Mr. Elholm reported that there will be a Parks Tour on June 21 to park locations in Three Rivers
Park District, Roseville, and St. Anthony. Commission members discussed a start time for the
tour which was agreed to be 6:00pm.
Reports were given by Mr. Fortin for park maintenance, and Ms. Bach for recreation
programming.
Ms. Haney gave a Crystal Frolics report based on information that was included in the
Commission packet. She indicated that someone is needed to write the Crystal Ball clues. The
winner who finds the Crystal Ball receives $500.
The meeting was adjourned at 8:25 pm.
