To Whom it May Concern:
I attended the Outreach Task Force meeting on September 29, 2017. It was made clear in the
beginning of the meeting that the actions of the task force have somewhat deviated from its
mission in the year or so since it was created. I would like to work on the task force in order to
assist with its refocus on its stated mission, while still working with its current structure and
activities. I firmly believe that minor changes in the existing programs and an increased focus
on the community building aspects of the committee would go a long way.
A few suggestions I would put forth include increasing the diversity on the task force to include
members of the larger Crystal Community by working with existing community leaders to
personally identify individuals who would be willing to join the task force, working with those
individuals to clearly identify the issues that need to be addressed and bridges that need to be
built in our community, and to clearly define what we consider to be success in these areas. At
that point we can begin using our resources - human and monetary, together with existing
community groups, to address these areas in an actionable way.
My immediate suggestions would include: 1) sending representatives from the task force to a
number of strategic community group events - including church functions etc. - in order to begin
a physical outreach to the various communities, 2) asking existing community leaders to
personally reach out to individuals they identify as being useful, with members of the task force
following up, and 3) to distribute, through existing and trusted community groups, a limited
number of free or reduced price tickets to major city events (i.e. The Crystal Gala).
Despite my eagerness to assist this task force in refocusing on its mission, and my commitment
to improving community outreach, I do not believe that I am the person that this task force
needs long term. To that end, I only intend to serve on this task force until a qualified candidate
can be found from the under represented communities of Crystal. When such an individual can
be found I will resign my appointment in order to allow for the task force to continue its mission
in a more effective and efficient manner. In addition, I will personally work to find and recruit
such an individual.
Our community is strong because it is diverse, but that diversity has also clearly lead to a
perceived gap between the city government and its constituent population. As a member of this
task force, I intend to work toward closing the gap both immediately and long term as it
refocuses on its founding mission. When I leave, I will leave both the task force and the
community stronger than I found it.

STATEMENT OF INTEREST
Why are you interested in serving on this City board,commission or task force?
I am concerned about water quality and the flooding risks caused by excess runoff/lack of onsite stormwater retention
and infiltration.We must treat our neighbors as ourselves and not send our pollution and elevated floodwaters
downstream.Locally,clean ponds and streams make our city a more attractive place for both the people and all the
other living creatures who call Crystal home.
IMPORTANT ISSUES FACING OUR COMMUNITY
What do you think are the most important issues facing our community over the next several
years?Maintaining our city’s tax base, encouraging investment and re-investment in Crystal and especially in our
neighborhoods. This means upgrading parks and trails and maintaining city services at reasonable levels while always
trying to improve their cost-effectiveness.We have to be able to attract people to Crystal and give them reasons to
stay.
Describe what issues and ideas you would like to see addressed by the board,commission or task
force you would like to serve on.Water quality ponds are very expensive to maintain. As an alternative we
need to seek more ways to improve onsite infiltration and retention other than ponds.The new Agora project in
Plymouth may provide insight and guide future efforts along these lines. The cost of the De Cola Ponds project is a
concern. The one-acre NET INCREASE in impervious area trigger point for application of MIDS standards is too lax.
The BCWMC needs to upgrade and integrate its record-keeping systems to make them more accessible and secure.

Describe a highlight(s) or accomplishment(s)of the board,commission or task force during your
last term.Fought valiantly to keep Basset Creek dredging and added enhancements such as fishing and
expanded/upgraded shoreline buffers in the BCWMC’s capital budget, but high costs killed/deferred the project.Did
Winnetka Pond instead. Argued successfully to keep these projects as BCWMC obligations instead of paid for by Crystal.
Water quality TMDL measures are continuing to improve in Bassett Creek.Chlorides from de-icing salts, however, are
an increasing concern and a permanent source of both surface and groundwater pollution. Innovative retention and
recycling of stormwater for athletic field irrigation in New Hope and Golden Valley, and much more!
