1964 PC Meeting Minutes
1'4 JANUARY 13, 1964 The regular meeting of the Planning Commission convendd at 7:30 P.M. with the follow- ing members present: Elsen, Neubarth, Johnson, Nystrom, Boardman, Peters, Meisner, Lyadahl. The following were absent: Remus, Plasencia, Martin, Eckberg j'Juday, Gab- bert. Also present were planning consultants Sahmook and Sherburne, ho i Moved by Commissioner Johnson and seconded by Commissioner Peters to approve minutes of the December 9, 1963 meeting. Motion carried Moved by Commissioner Boardman and seconded by Commissioner Nystrom to approve build- ing permit No. 13840 for 36 x 16 addition at 6000 Douglas Drive for Crystal Shamrock Incorporated. Motion carried Moved by Commissioner Johnson and seconded by Commissioner Boardman to grant final approval of LDS ADDITION, subject to standard procedure. Motion carried Moved by Commissioner Nystrom and seconded by Commissioner Neubarth to grant tentative approval of Zachman Addition. Motion carried Moved by Commissioner Nystrom and seconded by Commissioner Peters to grant tentative approval of Ericson Addition, subject to rezoning that part of proposed Lot 1 from C-1 commercial to R-1 residential, as requested by letter from owner, Clayton H. Ericson. Motion carried Moved by Commissioner Neubarth and seconded by Commissioner Lysdahl to hold public hearing at 6424 54th Ave. North for consideration of rezoning from C-1 to R-1 that part of E 218 feet of Lot 51, Auditor's Subdivision No. 328 presently zoned C-1 on February 10, 196V at 8:30 P.M. Motion carried Moved by Commissioner Boardman and seconded by Commissioner Johnson to hold a public hearing at 6424 54th Ave. North at 8:00 P.M., February 24, 1964 for the rezoning of the Hopko property - Plat 54120, Parcel 800, as follows: Rezone from R-1, single family residential and C-1, commercial to R-4, general multiple that part of the N2 of the NEI of the NEI of the Ni 4 Sec. 20, T-118, R-21 described as follows: The S 135 feet of the N 168 feet lying W of the E 33 feet and E of the W 185 feet, also the E 150 feet of the W 185 feet, lying S of the N33 feet and N of the South 30 feet. Motion carried Moved by Commissioner Meisner seconded by Commissioner Remus to deny,tentative ap- proval of locating a Dari-Delite and eating establishment at 3415 Douglas Drive, be- cause of insufficient parking space for this type of establishment. Motion carried It being 8:30 P.M. chairman Elsen declared this was the time and place for the public hearing for consideration of rezoning from C-1 District commercial to R-1 District, one family dwelling that part of the E 218 feet of Lot 51, Auditor's Subdivision ##328 presently zoned C-1 District. Moved by Commissioner Lysdahl and seconded by Commissioner Remus to grant rezoning from C-1 District, commercial to R-1 District, one family dwelling that part of the E 218 feet of Lot 51, Auditor's Subdivision No. 328. Motion carried Ken Meidal, 3516 Utak Ave. North regarding request for variance to convert garage into family room. This garage has been remodeled into a family room within a build- ing permit and the violation that the variance is requested for Would be to remove the requirement of the minimum of one off-street parking for single family residence, beyond the front yard .set -back. Moved by Commissioner Meisner and seconded by Commissioner Boardman to table, until February 24, 1964 meeting, the request for variance as described above and that a committee be appointed to inspect the property prior to the February 24 meeting and that the building inspector recommend to the Municipal Judge that the court order be extended two weeks to permit the inspection of the premises to determine if a hardship exists. The committee appointed is composed of Commissioners Lyadale, Boardman and Elsen. Moved by Commissioner Lysdahl and seconded by Commissioner Remus to table the re - rill quest to allow Mr. Scherven time to study the special assessments aspect of the property regarding sanitary sewer and water; also the possible dedication of 8.3 acres for storm water reservoir ai recommended in the Engineer's report to the Bassets Creen Water study committee.
