The presentation provides an opportunity for the public to provide input prior to the formal budget hearing in December. The presentation will be brief, similar to the Sept . 20 preliminary levy presentation. It will cover: - Council priorities. - Services included in the general fund budget. - How the budget addresses the council’s priorities. - How the levy increase will be used to maintain current service levels. - How Crystal’s preliminary levy compares with neighboring communities. The Oct. 18 presentation is not a formal public hearing, but an opportunity for the public to comment on the preliminary 2017 budget. Notice of this opportunity has been posted at city hall, on the city’s website, cable channel and social media accounts. The council should discuss whether any other information would be helpful in the Oct. 18 presentation. Memorandum DATE: October 6, 2016 TO: Mayor and City Council FROM: Karen DeYoung SUBJECT: City Manager Evaluation The City Council worked with DeYoung Consulting Services to create a Performance Evaluation System for the City Manager. Throughout the year the City Manager and City Council have set goals and conducted performance check in’s. It is now time to conduct this year’s performance evaluation. The Mayor will be working with DeYoung Consulting to conduct the data collection and analysis. In addition to City Manager competencies, this year’s evaluation will include the pre-set goals. Also, while the previous evaluation included interviews, this one will not. It will, however, provide an opportunity for direct reports to reply to the survey, along with Council members. Data collection will also include a self -reflection tool and an interview with the City Manager. The estimated timeline for the project is: October – Add additional questions to survey; disseminate survey to Council members and staff; collect responses; November – Analyze data; interview City Manager December – Write report’ present findings to Council Please feel free to contact me with any questions or concerns yo u may have.
