The city has three bargaining units: International Union of Operating Engineers, Local 49 (public works). Law Enforcement Labor Services, Local 44 (patrol officers). Law Enforcement Labor Services, Local 56 (police supervisors). Prior to meeting with any of our labor unions, staff would like to meet in a closed session with city council to discuss labor relations and contract negotiations. Labor Relations Attorney Frank Madden, City Manager Anne Norris and I will be at the work session to answer questions. In accordance with Minnesota Statutes, section 130.03, portions of the meeting will be closed to consider strategy for labor negotiations. Prior to closing the meeting, the Mayor should announce the time, place and purpose of the closed meeting during the open public meeting portion of the work session.
