Special Meeting
May 17, 2016
President Peak called the special meeting of the Crystal Economic Development Authority to
order at 7:53 p.m.
Upon call of the roll, the following members were present: Jim Adams, Elizabeth Dahl, Julie
Deshler, Jeff Kolb, Laura Libby, Olga Parsons and Casey Peak.
The following staff members were present: Dan Olson, City Planner; Anne Norris, EDA
Executive Director; and Troy Gilchrist, City Attorney.
Motion by Commissioner Dahl (Deshler) to approve the minutes of the May 3, 2016 regular
meeting.
Motion carried.
The EDA considered a proposal to construct a new home at 3122 Douglas Drive from Tollberg
Homes.
Motion by Commissioner Parsons (Kolb) to tentatively accept the proposal and authorize
execution of an option agreement with Tollberg Homes for construction of a new home at 3122
Douglas Drive.
Motion carried.
Motion by Commissioner Dahl (Deshler) to adjourn the meeting.
Motion carried.
The meeting adjourned at 7:57 p.m.

SUBJECT: PUBLIC HEARING: Consider a resolution authorizing the sale of lot at 4901
Vera Cruz Avenue North to Yorway Custom Home Builders for construction
of a new house
Yorway Custom Home Builders, a Minnesota Residential Building Contractor with no
enforcement actions, has submitted a proposal to purchase the lot at 4901 Vera Cruz for
$50,000. The EDA tentatively accepted the builder's proposal on May 3, 2016. The proposed
resolution, 2015 aerial photo, proposal form, site sketch and house plan are attached. This
information has not changed since the May 3rd meeting.
The house would have approximately 900 finished square feet on the main floor with an open
living -dining -kitchen area and an office. The 1,200 SF upper level would have three bedrooms,
two bathrooms, a laundry room, and a bonus room. The lower level would have an
amusement room with an option to have an additional bedroom.
For 4901 Vera Cruz, if on June 7 the EDA adopts the attached resolution, then the lot sale
would close by the end of June. Construction would begin after closing with completion
anticipated by the end of 2016. The builder has a buyer for the home.
REQUESTED EDA ACTION: After holding the public hearing and receiving any testimony,
consider adopting the attached resolution authorizing the property sale of 4901 Vera Cruz
Avenue North to Yorway Custom Home Builders.

A RESOLUTION AUTHORIZING THE SALE OF
4901 VERA CRUZ AVENUE NORTH
FOR NEW HOUSE CONSTRUCTION
WHEREAS, the Economic Development Authority of the City of Crystal ("the EDA") is the
owner of 4901 Vera Cruz Avenue North, legally described as follows:
The South 61.9 feet of the North 301.9 feet of that part of the Northeast Quarter
of the Southwest Quarter of Section 9, Township 118, Range 21, that lies East
and North of Great Northern Railway Right of Way; and extended from the
Jefferson Highway on the South to the North line of said Northeast Quarter of the
Southwest Quarter, said distance being measured along the East line of said
Southwest Quarter of Section 9, Township 118, Range 21, Except road,
Hennepin County, Minnesota ("the Property"); and
WHEREAS, the EDA has solicited proposals from builders who desire to purchase the
Property from the EDA and construct thereon a new single family house; and
WHEREAS, the EDA has reviewed and accepted the proposal from Yorway Custom Home
Builders.
NOW, THEREFORE, BE IT RESOLVED that the EDA authorizes the sale of the Property to
Yorway Custom Home Builders.
BE IT FURTHER RESOLVED that the sale shall be completed in accordance with the terms of
the Purchase and Redevelopment Agreement in substantially the form on file in City Hall, and
that the President and Executive Director are hereby authorized to sign said Agreement and
other documents required to complete the sale of the Property to Yorway Custom Home
Builders.

This proposal is not a purchase agreement or other binding contract. At this time, the Bulkier is submitting a proposal to
purchase this lot and build a new single family house In accordance with the RFP Guidelines, or is requesting a six-month
option for same.
If a builder's proposal is tentatively accepted by the EDA board, then EDA staff would work with the Builder to determine
the specific house pian and present it at the next EDA meeting. If the EDA board gives final approval at that time, the
Builder would sign a Purchase 6 Redevelopment Agreement and provide $2,000 earnest money for the lot. Only after such
an Agreement Is signed would a binding contract exist between the EDA and the Builder.
Builders may purchase a 6 -month option on a tot for $500, renewable for an additional 6 months for an additional $500.
The option provides the bultder with exclustva rights to purckiase the lot and build a house subject to the normal E DA
process, requirements and quldehms. As a condition of the option, the builder must list the lot with a to-be-bulit houae on
the MLS for We duration of the option. The number of options is t mlted: No builder may have options on more Than 10%
of the EDA's lots, and no more then 60% of the EDA's lots may be under option at any time.
