Special Meeting
March 15, 2016
President Peak called the special meeting of the Crystal Economic Development Authority to
order at 7:31 p.m.
Upon call of the roll, the following members were present: Jim Adams, Elizabeth Dahl, Julie
Deshler, Jeff Kolb, Laura Libby, Olga Parsons and Casey Peak.
The following staff members were present: John Sutter, Acting Executive Director; Gail Petschl,
Acting City Clerk; and Troy Gilchrist, City Attorney.
Motion by Commissioner Kolb (Adams) to approve the minutes of the February 29, 2016 regular
meeting.
Motion carried.
The EDA held a public hearing to consider a resolution authorizing the sale of a lot at 3533 Lee
Avenue North to Novak -Fleck for new house construction. Mr. Sutter presented the staff report.
President Peak opened the public hearing. No one appeared and the hearing was closed.
Motion by Commissioner Kolb (Parsons) to adopt a resolution authorizing the sale of 3533 Lee
Avenue North to Novak -Fleck for new house construction.
Motion carried.
Other Business: Mr. Sutter discussed the status of the former Thriftway property at 5717 West
Broadway.
Motion by Commissioner Adams (Deshler) to adjourn the meeting.
Motion carried.
The meeting adjourned at 7:37 p.m.

Work Session
March 15, 2016
President Peak called the work session of the Crystal Economic Development Authority to order
at 7:40 p.m.
Upon call of the roll, the following members were present: Jim Adams, Elizabeth Dahl, Julie
Deshler, Jeff Kolb, Laura Libby, Olga Parsons and Casey Peak.
The following staff members were present: John Sutter, Acting Executive Director; Gail Petschl,
Acting City Clerk; Mark Ray, City Engineer/Public Works Director; Stephanie Revering, Police
Chief; and Troy Gilchrist, City Attorney.
Commissioner Adams asked for a volunteer to answer routine annual questions from the city's
auditor and Commissioner Kolb did so.
Mr. Sutter presented the 2015 Annual Report and 2016 Work Program. There was discussion
about changing EDA priorities in response to market conditions and to further prevent the
emergence of blight. There was also discussion about community needs that have emerged from
public meetings on other matters such as the Bass Lake Road Station Area Planning process.
The consensus was that staff should gather more detailed information for EDA discussion at a
subsequent work session. In the meantime staff will continue to market lots for new home
construction and move additional "hold" lots onto the "for sale" list when circumstances warrant.
The work session adjourned at 8:12 p.m.

SUBJECT: Consider tentative acceptance of proposal by Yorway Custom Home
Builders for the lot at 4901 Vera Cruz Avenue North
Yorway Custom Home Builders has submitted a proposal to purchase the lot at 4901 Vera
Cruz Avenue North. The lot price is $50,000. Yorway is a state -licensed residential building
contractor with no enforcement actions.
Attached are an aerial photo, builder's proposal form, and preliminary site and building plans
for a new home with an attached garage. The house would have approximately 900 finished
square feet on the main floor with an open living -dining -kitchen area and an office. The 1,200
SF upper level would have three bedrooms, two bathrooms, a laundry room, and a bonus
room. The lower level would have an amusement room with an option to have an additional
bedroom. The builder has a buyer for the home.
The required public hearing would be scheduled if the EDA gives tentative acceptance of the
proposal.
REQUESTED EDA ACTION: EDA tentative approval of the purchase proposal with Yorway
Custom Home Builders for the EDA lot at 4901 Vera Cruz Avenue North.

This proposal is not a purchase agreement or other binding contract. At this time, the Builder is submitting a proposal to
purchase this lot and build a new single family house in accordance with the RFP Guidelines, or is requesting a six-month
option for some.
If a builder's proposal is tentatively accepted by the EDA board, then EDA staff would work with the Builder to determine
the specific house plan and present it at the next EDA meeting. if the EDA board gives final approval at that time, the
Builder would sign a Purchase & Redevelopment Agreement and provide $2,000 earnest money for the lot. Only after such
an Agreement Is signed would a binding contract exist between the EDA and the Builder.
Builders may purchase a 6 -month option on a lot for $500, renewable for an additional 6 months for an additional $500.
The option provides the builder with exclusive rights to purchase the lot and build a house subject to the normal EDA
process, requirements and guidelines. As a condition of the option, the builder must list the lot with a to -be -built house on
the MLS for the duration of the option. The number of options is limited: No builder may have options on more than 10%
of the EDA's lots, and no more than 50% of the EDA's lots may be under option at any time.
