Memorandum
CITY of
CRYSTAL
DATE: January 28, 2016
TO: Mayor and City Council
FROM: Anne Norris, City Manager
SUBJECT: Council Goals and Priorities — Process
Late last year, the Council discussed goals for this year and beyond. A list was
generated and there was some discussion but no agreement on specific goals beyond
the goal of being "debt free." That idea needs further discussion. The list of goals was
grouped into the following categories:
- Efficient, effective operations/organization:
- Community Stability:
- Financial
- Infrastructure
- Communications
Some of these goals are long-term, big picture but most are specific action items under
each category.
During my evaluation discussion, it seemed there was frustration with the lack of long
term, big picture goals. In light of this, it might be helpful to have a facilitated discussion
with the City Council to determine its big picture, long term goals.
The Council should discuss how to proceed with its discussion of goals.
