I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
II. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings, in a single motion:
a. Regular City Council Meeting from October 5, 2010;
b. The Council Work Session from October 5, 2010; and
c. The Council Work Session from October 14, 2010.
III. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial
in nature, in a single motion:
1. Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk;
2. Approval of disbursements over $25,000 submitted by the Finance Director to the
City Council, a list that is on file in the office of the Finance Director;
3. Adoption of a resolution authorizing execution of a Traffic Enforcement Grant
(HEAT) Agreement with the State of Minnesota, acting through its Co mmissioner of
Public Safety, State Patrol Division;
4. Adoption of a resolution making annual elections for the 2011 Insurance Policy; and
5. Adoption of a resolution approving PIR expenditure for the replacement of Streets
Department pickup truck #301 and ame nding the 2010 budget for the Permanent
Improvement Revolving Fund.
IV. PUBLIC HEARINGS
1. Mayor Bowman will open a hearing to receive public comment and Council
consideration of a resolution adopting an Assessment Roll for Year 2010 delinquent
accounts.
Every year there are unpaid utility charges, administrative citations, vacant
building registrations, health and safety abatements, tree
trimmings/removals, mowing and false alarm charges that are assessed for
payment. After holding the public hearing on the proposed assessments,
recommend approval of the resolution adopting the assessment roll.

2. Mayor Bowman will open a hearing to receive public comment and Council
consideration of a resolution adopting an Assessment Roll for County Road 81
Local Streets Reconstruction Project No. 2009-33
As part of the County Road 81 project, some local streets will be
reconstructed, just as if they were part of a local street reconstruction project.
Some streets have been reconstructed this year and the balance will be
reconstructed in 2011. After holding the public hearing on the proposed
assessments, recommend approval of the resolution adopting the
assessment roll.
3. Mayor Bowman will open a hearing to receive public comment and Council
consideration of a resolution ordering Project No. 2010-11; Phase 11 Street
Reconstruction Project.
Planning is underway for Phase 11 of the Street Reconstruction Project, the
Broadway neighborhood. The first neighborhood meeting for this project
area was held October 7. Recommend approval of the resolution ordering
this project.
V. OPEN FORUM
(Open forum is a time for individuals in the audience to address the Council on
subjects not on the regular Council agenda. Individuals are asked to step up to the
podium and speak clearly into the microphone. You are allowed 3 minutes to make
your comments. The Council will not take action on items discussed during open
forum; however, the Council may add the item to a future meeting agenda and ask
city staff for follow-up.)
VI. REGULAR AGENDA
1. The Council will consider the appointment of Christopher Moewes-Bystrom to the
Parks & Recreation Commission as an at-large member for a three-year term
expiring December 31, 2013.
The Interview Committee recommends the appointment of Mr. Moewes-
Bystrom <pronounced mavis-bystrom> to the Parks & Recreation
Commission.
2. The Council will consider civil penalties for the violation of ordinances and laws
relating to the illegal sale of tobacco to an underage person by Almsted SuperValu
located at 4200 Douglas Drive.
This first violation occurred on a Tuesday this summer. Consistent with the
Council’s policy, recommend approval of the $500 penalty and 10 -day license
suspension, the dates to be determined by the City Clerk.

3. The Council will consider civil penalties for the violation of ordinances and laws
relating to the illegal sale of alcohol to an underage person by Speedway
SuperAmerica Store #4052 located at 5359 West Broadway.
This second violation occurred on a Tuesday this summer. Consistent with
the Council’s policy, recommend approval of the $1,500 penalty and 3 -day
license suspension, the dates to be determined by the City Clerk.
4. The Council will consider civil penalties for the violation of ordinances and laws
relating to the illegal sale of alcohol to an underage person by Bottle Stop located at
3530 Douglas Drive.
This second violation occurred on a Wednesday this summer. Consistent
with the Council’s policy, recommend approval of a $1,500 penalty and 3-day
license suspension, the dates to be determined by the City Clerk.
5. The Council will consider the Second Reading of ordinance amending Section 2000
of Crystal City Code relating to misdemeanors.
Recommend approval of the second reading of the ordinance amending
Section 2000 of the City Code.
6. The Council will consider a resolution approving cost-sharing agreement for 639
Wetland Water Quality Project No. 2008-17.
The proposed 639 wetland project has been discussed at severa l work
sessions. The project will be funded by Crystal and other benefitting cities
and grant proceeds. Before commencing work on the project, the cost-
sharing agreement needs to be approved.
7. The Council will consider the First Reading of an ordinance amending Section
1177.07, Subdivision 5 relating to pawnbrokers.
Staff is recommending amending the pawnbroker renewal process so that a
public hearing is no longer required. Recommend approval of the first
reading of the ordinance making this change.

VI. REGULAR AGENDA CONTINUED
8. The Council will consider an ordinance amending chapter 5 of the Crystal City
Charter regarding petition and referendum (continued from September 21, 2010).
This item has been continued from Council meetings on September 21 and
October 5; the ordinance clarifies petition requirements for initiative &
referendum. All seven members of the Council must vote unanimously in
favor of the ordinance to adopt it. Recommend approval of the first reading of
the ordinance.
VII. INFORMATION AND DISCUSSION
a. The next meeting of the Crystal Business Association is Wednesday, October 20,
2010, at 8:30 a.m., at Crystal City Hall in the Community Room.
b. Absentee voting will be open on Saturday, October 30 from 10 a.m. until 3 p.m. at
City Hall. If you are out of the precinct on election day or have an illness or
disability which prevents you from going to the polling place, you may vote by
absentee ballot.
c. Remember to vote on November 2! Polling places open from 7 a.m. until 8 p.m.
d. The next City Council Meeting will be at 7:00 p.m. on Wednesday, November 3 in
the Council Chambers at City Hall.
