I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
II. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings in a single motion:
a. The Council Work Session from Thursday, February 11, 2010;
b. The Regular City Council Meeting from February 16, 2010; and
c. The two Council Work Sessions from February 16, 2010.
III. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial in
nature, in a single motion:
1. Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk;
2. Approval of disbursements over $25,000 submitted by the Finance Director to the City
Council, a list that is on file in the office of the Finance Director;
3. Adoption of a resolution amending the 2010 Budget for the General Fund, the Water
Fund, the Sewer Fund, and the Storm Drainage Fund;
4. Adoption of a resolution amending the 2010 Fee Schedule – exclusive of the utility
billing section; and
5. Approval of a lawful gambling application for an exempt permit to conduct bingo at
Becker Park, 6225 – 56th Ave N, on July 30-31, 2010 during the Crystal Frolics
submitted by New Hope Lions Club.
IV. PUBLIC HEARING
1. The Mayor will open a public hearing to receive public comment and Council
consideration regarding the revocation of a rental dwelling license at 5109 Angeline
Avenue North.
The rental property at 5109 Angeline Avenue North does not have refuse
service, one of the requirements of all residential properties in the city. If
refuse service is not established by the March 2 Council hearing, the Council
should take comments and revoke the rental license at 5109 Angeline until
proof of refuse service is provided.

V. OPEN FORUM
(Open forum is a time set aside for individuals to address the Council on items not on the
regular agenda. Each person is allowed three minutes to speak and no item may b e
addressed more than 10 minutes. No Council action may be taken during open forum.
The Council may place items brought before it during open forum on future meeting
agendas and staff reports may be required.)
VI. REGULAR AGENDA
1. The Council will consider the appointment of Suzanne Peterson to the Northwest
Hennepin Human Services Advisory Council for a two -year term expiring December
31, 2011.
The Interview Committee recommends the appointment of Suzanne Peterson to
the NWHHS Advisory Council.
2. The Council will consider contributions to food shelves serving Crystal (NEAR,
PRISM).
Each year, the Council considers using proceeds from the City Initiatives Fund
to make contributions to NEAR and PRISM, the food shelves serving Crystal
residents. Jan and Cal Monroe of the NEAR Food Shelf and Elizabeth Johnson
of PRISM will be at the meeting to provide brief information on services
available to Crystal residents. Recommend approval of the contributions to
both food shelves.
3. The Council will consider a resolution approving an application to apply for Hennepin
County Sports Grant funding for ball fields submitted by Crystal Little League
Baseball.
The Crystal Little League Association is applying for funds from the Hennepin
County Sports Grant to renovate the Little League fields. The grant program
requires a local unit of government to make application for these funds.
Recommend approval of the resolution supporting the Crystal Little League’s
grant application.

4. The Council will consider a resolution approving Dog Park Construction at Bassett
Creek Park located at 6001 – 32nd Avenue North.
The Parks & Recreation Commission, together with a group of volunteers, has
been working to develop plans for a dog park at the north end of Bassett Creek
Park. A neighborhood meeting was held on January 9 and the dog park plan
was modified to address comments received. There were comments regarding
the impact of a dog park on adjacent property values. In talking with Tamara
Doolittle, Hennepin County Assessing, there are no studies that indicate dog
parks have a negative impact on property values and if anything, dog parks are
considered assets to neighborhoods. Notice of the Council’s March 2
consideration of this item was sent out to adjacent properties on Feb. 23. At its
February meeting, the Parks & Recreation Commission recommended approval
of proceeding with the dog park.
5. The Council will consider a resolution ordering the preparation of a Feasibility Study
for Crystal – Robbinsdale 36th Avenue Mill & Overlay Project #2009-33.
As discussed at work sessions, 36th Avenue needs to be milled and overlayed.
The feasibility study is the first step in proceeding with the project; recommend
approval of the resolution.
6. The Council will consider a resolution approving the Street Reconstruction Aerial
Mapping Contract.
In order to gather information for future phases of street reconstruction, aerial
mapping is needed. Recommend approval of the resolution.
7. The Council will consider a resolution stating support for the Federal Community
Access Preservation Act (HR3745).
The NW Suburban Cable Communications Commission, to which Crystal
belongs, has a requirement in its cable franchise agreement for funding and
equipment for public education and local government programming and access.
At the Cable Commission’s February 18 meeting, it approved a resolution
supporting federal legislation (the Federal Community Access Preservation Act)
and requested member communities to do the same. Recommend approval of
the resolution.

8. The Council will consider the Second reading of an ordinance and its corresponding
summary ordinance amending City Code Section 1185; relating to lawful gambling.
Recommend approval of the second reading of the ordinance making changes
to Section 1185 of the City Code regarding lawful gambling to be consistent with
recent changes in state law.
9. The Council will consider cancelling or rescheduling the March 11th Council Work
Session.
The Council should consider whether to cancel the March 11 work session or
reschedule it to another date in March (Tuesday, March 23?).
VII. INFORMATION AND DISCUSSION
a. The next City Council Meeting will be at 7:00 p.m. on Tuesday, March 16th at City Hall
in the Council Chambers.

RE: Appointment to Northwest Hennepin Human Services Council
At this time, there is one vacancy on the Northwest Hennepin Human Services
Council (NWHHSC).
The City has informed the public about the vacancy through multiple postings in
the City Newsletter, City website, and Sun Post.
The applicant was interviewed on February 1, 2010 by Mayor Bowman and
Mayor Pro Tem Joe Selton, who recommend the appointment of Ms. Suzanne
Peterson as a Crystal representative on the NWHHSC. Her application is
attached.
In addition, a criminal history check was conducted by Police Chief Banick. There
is nothing in the investigation to prohibit the applicant from being appointed.
Appoint Suzanne Peterson as a Crystal representative to the NWHHSC for a
two-year term expiring December 31, 2011.

City Staff have begun setting preliminary plans for the City’s 50th Anniversary
Celebration.
The information is on the City website and includes the following:
• a historical picture slide show,
• message from Anne Norris,
• historical photos for the picture display, and
• an event schedule.
Information regarding the Amazing Race, banner sponsorship, and 50 fun things to do
in Crystal will be added soon.
The event scheduled for June 25-27 is highlighted in the City Newsletter and will be
promoted in the Sun Newspaper.
Take a few minutes to log on to the City website and see the historical slideshow.
Recreation did a great job with some interesting and funny
pictures!
Commission members will work with Council and staff
liaisons regarding commission participation in the event.

This year, the City of Crystal is celebrating its 50th Anniversary as
a Charter City. Tentative plans to mark this milestone include:
Friday, June 25
• Movie in the Park (“Up”) in 3-D at 9:00 p.m.
at Becker Park, 6225 – 56th Ave N
Saturday, June 26
• An “Amazing Race” contest
• Free picnic lunch at Becker Park
• Live music by “The Flyers” at Becker Park
• Historical picture displays
Sunday, June 27
• $0.50 admission all day at the Crystal Cove Aquatic Center

HISTORICAL PHOTO SUBMISSION
DEADLINE: MAY 1, 2010
The City of Crystal is celebrating its 50th Anniversary as a Charter City,
June 25-27, 2010.
If you have photos of Crystal’s landmarks or history, please consider
loaning them to the City for inclusion in a special documentary and an
outdoor display for the 50th Anniversary Celebration.
Each photo must include a short description and year, as well as the
submitter’s name, address, and telephone number. All photos will be
returned to the owner. Bring your picture(s) to City Hall between 8:00 a.m.
– 4:30 p.m. Monday through Friday.
Deadline to submit a picture is May 1.
