I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
II. CEREMONY
The Mayor and Police Chief will conduct the swearing-in ceremony for Jonathon Wilkes as
a new police officer.
III. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings, in a single motion:
a) The Regular City Council Meeting from January 19, 2010; and
b) The Council work session from January 19, 2010.
IV. CONSENT AGENDA
The Council will consider the following items, which are routine and non -controversial in
nature, in a single motion:
1. Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the of fice of the City Clerk;
2. Approval of disbursements over $25,000 submitted by the Finance Director to the
City Council, a list that is on file in the office of the Finance Director; and
3. Approval of the annual appointment of assistant weed inspector to the city forester.
V. OPEN FORUM
(Open forum is a time set aside for individuals to address the Council on items not on the
regular agenda. Each person is allowed three minutes to speak and no item may be
addressed more than 10 minutes. No Council action may be taken during open forum.
The Council may place items brought before it during open forum on future meeting
agendas and staff reports may be required.)

VI. REGULAR AGENDA
1. The Council will consider a resolution approving city participation in Hennepin County
Active Living Program.
Hennepin County, partnering with Blue Cross and Blue Shield, is leading an
Active Living initiative for various communities in the County. Crystal is
participating in the program; recommend approval of the resolution authorizing
Crystal’s participation.
2. The Council will consider a resolution authorizing PIR expenditure for the purchase of
a replacement Street Department high capacity snow blower.
Funds are in the 2010 PIR for replacing the Street Department’s snow blower.
This equipment is badly needed as the current equipment is nearing the end of
its useful life. The proposed replacement is within budget; recommend
approval of the purchase.
3. The Council will consider a resolution ordering the preparation of a Feasibility Study
for the County Road 81 Local Streets Project.
As part of the County Road 81 project, several local streets will be reconstructed
by the county. Similar to local street projects, the project costs will be assessed
to benefiting homeowners. The first stop is preparing the feasibility study for
the project. Recommend approval of the resolution.
