I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
II. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings in a single motion:
a. The Regular City Council Meeting from September 20, 2011; and
b. The Council Work Session from September 20, 2011.
III. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial
in nature, in a single motion:
1. Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk;
2. Approval of disbursements over $25,000 submitted by the Finance Director to the
City Council, a list that is on file in the office of the Finance Director;
IV. OPEN FORUM
(Open forum is a time for individuals in the audience to address the Council on
subjects not on the regular Council agenda. Individuals are asked to step up to the
podium and speak clearly into the microphone. You are allowed 3 minutes to make
your comments. The Council will not take action on items discussed during open
forum; however, the Council may add the item to a future meeting agenda and ask city
staff for follow-up.)
V. REGULAR AGENDA
1. The Council will consider a conditional use permit for motor vehicle sales at 5301
Douglas Drive North.
At its September 20 meeting, the Council continued consideration of this
matter to allow staff additional time to look at existing issues and to invite the
applicant to appear at the October 4 meeting. At its September 12 meeting,
the Planning Commission unanimously recommended approval of the
conditional use permit application with the conditions outlined in the staff
report plus an additional requirement that the car wash institute a “no car
stereos” policy and signage.

2. The Council will consider the second reading and adoption of an ordinance
establishing a conditional use permit process for extended hours of operation in the
C-1 Neighborhood Commercial zoning district.
At its September 20 meeting, the Council approved the first reading of an
ordinance creating a conditional use permit process to relax the hours of
operation requirements for businesses located in the C-1 Neighborhood
Commercial district. Recommend approval of the second reading of the
ordinance.
3. Request Council directive for Planning Commission consideration of
Comprehensive Plan Amendment to guide Cavanagh site for public park (east half)
and high-density residential (west half).
As discussed at several recent EDA meetings, the school district will be
considering divesting itself of the Cavanagh school property in the next year.
In order to pursue other uses of the property and preserve the eastern portion
as open space, the Comprehensive Plan will need to be amended.
Recommend approval of requesting the Planning Commission to start this
amendment process.
4. The Council will consider the second reading of an ordinance amending Appendix
IV of the City Code regarding election filing fees.
At its September 20 meeting, the Council approved the first reading of an
ordinance increasing election filing fees for mayor and council candidates.
Recommend approval of the second reading of this ordinance.
VI. INFORMATION AND DISCUSSION
· The next City Council Meeting will be at 7:00 p.m. on Tuesday, October 18, in the
Council Chambers at City Hall.

SUBJECT: Consider Change to Election Filing Fees
BACKGROUND:
During its review of the City Charter last year, the Charter Commission recommended
and the City Council approved the addition of a provision in the Charter to allow the City
Council to determine a filing fee for mayor and councilmember elections. In a recent
work session, the Council discussed increasing the fee from the current $5 to an
amount higher to reflect the actual staff time involved in processing candidate
applications.

Attached is the ordinance raising the election filing fee to $25; the first reading was
approved at the September 20 meeting.
RECOMMENDATION:
Recommend approval of the second reading of the ordinance amending the filing fees

AN ORDINANCE RELATING TO APPENDIX IV
OF THE CRYSTAL CITY CODE
REGARDING LICENSES AND PERMIT FEES
- AMENDING FILING FEES
THE CITY OF CRYSTAL ORDAINS:
Section 1. Crystal City Charter, Section 4.10 provides for the City Council to
determine a filing fee for election of mayor and councilmember.
Section 2. Appendix IV, of the Crystal City Code, is amended to read as
follows:
0100.4902 Filing for election – affidavit of candidacy application 5.00 25.00.
Section 3. This ordinance is effective in accordance with Crystal City code,
subsection 110.11.
