1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
Girl Scout Troop 16655 will lead the pledge of allegiance.
2. APPROVAL OF AGENDA
The Council will consider approval of the agenda.*
3. PROCLAMATION
Mayor Adams will read a proclamation commending Parks and Recreation Commissioner
Tom Jungroth for 25 years of service and declaring December 2, 2015 as Tom Jungroth
Day in the City of Crystal.
4. APPEARANCES
Crime Prevention Board President Pat Bedell will present Run for Rocco check.*
5. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings in a single motion:
a. The Regular City Council Meeting from November 17, 2015; and
b. The Council Work Sessions from November 17, 2015.
6. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial in
nature, in a single motion:
6.1 Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk;
6.2 Approval of a resolution accepting donations in the amount of $90.41 for the
Crystal K-9 Unit Fund from various donation boxes; and
6.3 Approval of the 2016 regular Council meeting and work session schedule.

7. OPEN FORUM
(Open forum is an opportunity for persons in attendance to address the Council regarding
items of concern. Each person will be allowed three minutes to speak and no items may be
addressed for more than ten minutes. No Council action may be taken on any items brought
before the Council on Open Forum. The Council may place items brought before it on Open
Forum in agendas for subsequent Council meetings and staff reports may be required.)
8. PUBLIC HEARING
8.1 The Mayor will open a public hearing to receive comment and consider the 2016
budget and proposed 2016 property tax levy and related resolutions approving: a)
the 2016 property tax levies; b) 2016 General Fund Budget; and c) the 2016
budgets for Special Revenue, Debt Service, Capital Projects, Enterprise, and
Internal Service Funds.
Finance Director Charles Hansen will provide a brief presentation on the
proposed 2016 budgets and levy. After the presentation, the Council will take
comments from the public. Recommend approval of the resolutions
adopting the 2016 budgets and levies.
9. REGULAR AGENDA
9.1 The Council will consider approval of disbursements over $25,000 submitted by the
Finance Director to the City Council, a list that is on file in the office of the Finance
Director.
Recommend approval of disbursements over $25,000.
9.2 The Council will consider a resolution dissolving Project Peace (Domestic
Advocacy Board).
The Crystal Police Department contracts for domestic advocacy services.
These services were provided by a joint powers agreement of four cities,
Project Peace. For a variety of reasons, the services were transitioned to
Cornerstone which provides such services across many cities in Hennepin
County. Now that the Project Peace association is no longer needed, the
joint powers agreement needs to be dissolved by resolution by all four
participating cities. Recommend approval of the resolution dissolving
Project Peace.
9.3 The Council will consider approving the purchase of a canopy for the fueling island
at the Public Works facility.
The new Public Works facility includes a fuel island for all city and West
Metro fleet vehicles. There are sufficient funds in the Public Works facility
project budget to purchase and install a canopy for the fueling island.
Recommend approval of this purchase.

9.4 The Council will consider the 2016 Labor Agreement with Law Enforcement Labor
Services (L.E.L.S), Local 44 Police Officers.
Two of the three bargaining units in Crystal have labor agreements in place
for 2016 wage adjustments. LELS Local 44 representing police officers have
agreed on an agreement with a 2016 wage adjustment of 2%, consistent with
the other bargaining units. Local 44 also agreed on a cost share for
increased health insurance costs in 2016. Recommend approval of the
agreement and authorize its execution.
9.5 The Council will consider a Memorandum of Understanding with Law Enforcement
Labor Services (L.E.L.S) Local 56 Police Supervisors, regarding 2016 insurance
contributions.
LELS Local 56 representing police supervisors agreed on a cost share for
increased health insurance costs in 2016, consistent with the agreement with
Local 44. Recommend approval of this MOU and authorize its execution.
9.6 The Council will consider a Memorandum of Understanding with International
Union of Operating Engineers, Local 49 (Public Works), regarding 2016 insurance
contributions.
IUOE Local 49 representing public works agreed on a cost share for
increased health insurance costs in 2016, consistent with the agreement with
Locals 44 and 56. Recommend approval of this MOU and authorize its
execution.
9.7 The Council will consider approval of 2016 wages and insurance contributions for
non-represented employees.
Crystal has a long history of internal consistency across employee groups
for wage and health insurance adjustments. Recommend approval of a 2%
wage increase and cost share for increased health insurance costs in 2016
for non-represented employees, consistent with the agreements with Locals
44, 56 and 49.
10. INFORMATION AND ANNOUNCEMENTS
a. Winterfest, a free family event with music, entertainment and activities, is Saturday,
December 5 from 10:00 a.m. – noon at the Crystal Community Center.
b. Crystal Shopping Center’s Holiday and Tree Lighting Event is Saturday, December
5 from 4:00 – 6:00 p.m.
c. The City Council will have a work session on Thursday, December 10 at 6:30 p.m.
in Conference Room A at City Hall.

d. The next City Council Meeting begins at 7:00 p.m. on Tuesday, December 15, in
the Council Chambers at City Hall.
e. The Crystal Business Association meets on Wednesday, December 16, at 11:00
a.m. at Buffalo Wild Wings for its holiday lunch.
f. City offices will be closed Thursday, December 24 and Friday, December 25, in
observance of the Christmas holiday.
g. Girl and Boy Scout troops interested in leading the pledge at future regular City
Council meetings may contact city staff for information.
h. All City Council meetings and work sessions are open to the public as well as
recorded and available for viewing or listening at www.crystalmn.gov.
