Charter, the work session of the Crystal City Council was held at ______ p.m. on Thursday,

SUBJECT: Overnight Parking – Citizen Input on Options
Earlier this year, the Council identified the need to consider options to the current
overnight parking on-street parking restrictions of no parking between the hours of 2
and 5 a.m. Reasons for the current overnight parking res trictions include:
- to allow for efficient snow and ice control operations during the winter and
keeping streets as wide and passable as possible;
- to provide clear lines of sight for public safety on routine patrols and calls for
service; and
- to eliminate storage of “junkers” on the street
After considerable discussion, the Council identified three options for residents to
provide feedback:
Option 1. Keep the current on street overnight parking restrictions as they are:
no on-street parking between the hours of 2 and 5 a.m. Parking permits are
available from the Police Department from April 1 – November 30. The first
permit is free and subsequent ones are $25; permits will be issued in the
following instances:
a. To accommodate out of town guests
b. Driveway or garage construction prevents use of the driveway
c. When time is needed to remove items from the garage when the
garage is used for the storage of materials
Option 2. Allow on-street parking (no restrictions except those imposed by
State law which requires vehicles to be moved every 48 hours, and parked
vehicles must be currently licensed and operational) April 1 – November 30.
No permits required for overnight on-street parking.
Option 3. During the period of April 1 – November 30, each year each
household receives one (1) seasonal parking permit at no cost to be shared
with guests with no parking.
Comments were solicited on the city’s website and social media sites, in the city
newsletter and at the Traffic Symposium held in September, when comment forms were
available.
Attached is a summary of the comments received.
The Council should review and discuss how to proceed.

SUBJECT: Advisory Commission Discussion
One of the Council’s priorities for this year was to review advisory commissions for
purpose and relevance. Over several work sessions the Council discussed the function
of the current commissions and commissions generally. The Council also discussed
the interview process and having the entire Council interview candidates for
commissions. The Council discussed having a specific “commissioner recruiting effort”
at a specific time (or times) of the year.
At its October 1 work session the Council made no changes to the current commissions
and directed staff to begin with publicizing an annual “commissioner recruiting drive”
this year so that commission applicants can be interviewed by the entire Council in the
first quarter of 2016. Commissioner recruitment efforts are underway.
At the October discussion the Council agreed additional discussion was needed about
the role of the commissions, the Council’s expectations of the commissions and how
the Council communicates with commissions. Some of the advisory commissions are
waiting for further direction from the Council. The Council should continue its
discussion of advisory commissions.
