1. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE
2. APPROVAL OF AGENDA
The Council will consider approval of the agenda.*
3. APPEARANCES
Police Chief Stephanie Revering will present awards to the Police Department for their
work on the Collins case.
4. COUNCIL MEETING MINUTES
The Council will consider the minutes from the following meetings in a single motion:
a. The Regular City Council Meeting from October 6, 2015;
b. The Council Work Session from October 6, 2015; and
c. The Council Work Session from October 8, 2015.
5. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial in
nature, in a single motion:
5.1 Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk; and
5.2 Approval of a resolution accepting the following donations:
a. $150.00 from Valleyfair to Crystal Explorers for working summer events.
b. $194.13 from various donation boxes to the Crystal K-9 Unit Fund.
6. OPEN FORUM
(Open forum is an opportunity for persons in attendance to address the Council regarding
items of concern. Each person will be allowed three minutes to speak and no items may be
addressed for more than ten minutes. No Council action may be taken on any items brought
before the Council on Open Forum. The Council may place items brought before it on Open
Forum in agendas for subsequent Council meetings and staff reports may be required.)

7. PUBLIC HEARINGS
7.1 The Mayor will open a public hearing to receive comment and consider a resolution
for proposed assessments for Phase 14 Driveway Construction and Sanitary
Sewer Repair Project. No. 2014-14.
As part of street reconstruction projects, residents have the option to have
driveways reconstructed and sanitary sewer services repaired. Now that the
majority of this work is complete, it is time to consider the assessments for
the work. Recommend approval of the resolution approving the
assessments for Phase 14 driveway construction and sanitary sewer repairs,
after hearing public comment.
7.2 The Mayor will open a public hearing to receive comment and consider a resolution
for proposed assessments for 2015 Alley and Driveway Construction and Sanitary
Sewer Repair Project No. 2015-07.
This year’s alley project is nearing completion and project costs are known
as well as proposed assessments. As part of alley reconstruction projects,
residents have the option to have driveways reconstructed and sanitary
sewer services repaired. Now that the majority of this work is complete, it is
time to consider the assessments for the work. Recommend approval of the
resolution approving the assessments for 2015 alley and driveway
construction and sanitary sewer repairs, after hearing public comment.
7.3 The Mayor will open a public hearing to receive comment and consider a resolution
adopting an Assessment Roll for Year 2015 delinquent accounts.
Once a year, the Council considers assessments for delinquent accounts
(outstanding utility bills, outstanding code enforcement matters, etc.) The
City Council should take public comment on the delinquent accounts.
Recommend approval of the resolution adopting the assessment roll for the
2015 delinquent accounts.
7.4 The Mayor will open a public hearing to receive comment regarding the draft 2016
proposed budget.
As discussed at the September 1 discussion of the preliminary 2016 levy, the
Council requested time for public comment on the proposed 2016 budget
prior to the December 1 hearing on the 2016 budget. Finance Director
Charles Hansen will provide an overview of the proposed 2016 general fund
budget. After receiving public comment, no action is necessary.
8. REGULAR AGENDA
8.1 The Council will consider approval of disbursements over $25,000 submitted by the
Finance Director to the City Council, a list that is on file in the office of the Finance
Director.
Recommend approval of disbursements over $25,000.

8.2 The Council will consider a commercial kennel license for Pet Supplies Plus at 345
Willow Bend.
A pet shop is proposed for the vacant storefront at Crystal Shopping Center
at 345 Willow Bend. Section 910.07 of the City Code requires a commercial
kennel license for pet shops boarding or grooming animals. Animal Control
Officer Tom Mahan has been working with the business owners, conducted
an inspection of the property and recommends approval of the commercial
kennel license.
8.3 The Council will consider a resolution for a conditional use permit for two drive-
through facilities and outdoor sales at 5717 West Broadway.
The owners of 5717 West Broadway are proposed to operate a hardware
store and thrift retail store in the existing building, currently vacant. Both
uses are permitted in the C-2 zoning district, within the building. The
property owner is proposing an outdoor sales area for the hardware store
and drive-through facilities for the thrift store. These uses require a
conditional use permit. The Planning Commission held a public hearing on
the conditional use permit application on October 12 and recommended
approval of the permit contingent on the conditions outlined in the staff
report. Recommend approval of the resolution.
9. INFORMATION AND ANNOUNCEMENTS
a. The Crystal Business Association meets on Wednesday, October 21, at 8:30 a.m.
at Crystal City Hall.
b. The next City Council Meeting begins at 7:00 p.m. on Tuesday, November 3, in the
Council Chambers at City Hall.
c. The next Citizen Input Time begins at 6:00 p.m. on Tuesday, November 17, in
Conference Room A at City Hall.
d. All City Council meetings and work sessions are open to the public as well as
recorded and available for viewing or listening at www.crystalmn.gov.
