SUBJECT: City Code Review Task Force Status Report
Earlier this year, the City Council appointed 14 residents and/or representatives from
Crystal businesses to the City Code Review Task Force. The purpose of the Task
Force is to review the City Code to make recommendations for areas that can be
updated, streamlined or removed.
The Task Force held its first meeting on July 23. The Task Force meets monthly and
Troy Gilchrist, City Attorney, and I staff the Task Force. City Attorney Gilchrist will
provide a report of the Task Force’s recommendations on Chapters 1 and 2 at the
October 1 work session. A summary of the recommendations will be sent out to the
Council early the week of September 28.
Chair of the Task Force, Andrew Richter, will also be attending the work session to
answer questions the Council may have.

SUBJECT: Closing City Hall on December 24
City offices (except Police) are closed on December 25 in observance of the Christmas
holiday. While city offices are open on December 24, there are very few calls from
residents or businesses and even fewer walk-in customers.
Employees would appreciate the Council considering closing city offices on December
24. If city buildings were closed on Thursday,December 24, employees would have the
option of using vacation, comp time, a day without pay or working that day.
The Council should discuss whether to close city offices on Thursday, December 24.
