CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE 2. APPROVAL OF AGENDA The Council will consider approval of the agenda.* 3. PROCLAMATION Almsted’s Fresh Market Day 4. COUNCIL MEETING MINUTES The Council will consider the minutes from the following meetings in a single motion: a. The Regular City Council Meeting from September 1, 2015; b. Two Council Work Sessions from September 1, 2015; and c. The Council Work Session from September 10, 2015. 5. CONSENT AGENDA The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 5.1 Approval of the list of license applications submitted by the City Clerk to the City Council, a list that is on file in the office of the City Clerk. 5.2 Approval of a resolution accepting the following donations: a. $225.00 from Crystal Lions for Crystal Police Explorers. b. $175.00 from Crystal Lions for Crystal Crime Prevention. 5.3 Approval of a resolution adopting Appendix IV of the Crystal City Code relating to the 2016 Fee Schedule – Main Section. 4141 Douglas Drive North • Crystal, Minnesota 55422-1696 Tel: (763) 531-1000 • Fax: (763) 531-1188 • www.crystalmn.gov Crystal City Council Meeting Agenda September 16, 2015 6. OPEN FORUM (Open forum is an opportunity for persons in attendance to address the Council regarding items of concern. Each person will be allowed three minutes to speak and no items may be addressed for more than ten minutes. No Council action may be taken on any items brought before the Council on Open Forum. The Council may place items brought before it on Open Forum in agendas for subsequent Council meetings and staff reports may be required.) 7. REGULAR AGENDA 7.1 The Council will consider approval of disbursements over $25,000 submitted by the Finance Director to the City Council, a list that is on file in the office of the Finance Director. Recommend approval of disbursements over $25,000. 7.2 The Council will consider second reading and adoption of an ordinance amending Section 802 regarding placement of utility facilities. Section 802 of the City Code regulates the public right of way and what utilities can be placed where. Earlier this year, the Council amended Section 802.45 to allow for placement of new telecommunication aerial lines in rear residential yards, providing certain conditions are met. At its September 1 meeting, the Council approved the first reading of an ordinance amending Section 802 to allow for greater use of existing overhead lines and requiring undergrounding for new services to new developments only. Recommend approval of the second reading of the ordinance making this change. 7.3 The Council will consider a resolution declaring the amount to be assessed, ordering preparation of assessment roll and setting the date for public hearing for Phase 14 North Lions Park Driveway and Sewer Services Project, Project No. 2014-14. As the current phase (Phase 14) of the street reconstruction program is ending, it is time to declare the amount of the assessments for the private driveway replacement and sewer repair work and schedule the public hearing for those assessments. Recommend approval of the resolution declaring the assessments and scheduling the public hearing. 7.4 The Council will consider a resolution declaring the amount to be assessed, ordering preparation of assessment roll and setting the date for public hearing for 2015 Alley and Driveway Construction Project; Project No. 2015-07. As this year’s alley reconstruction project is concluding, it is time to declare the amount of the assessments for the alley and private driveway work and schedule the public hearing on those assessments. Recommend approval of the resolution declaring the assessments and scheduling the public hearing. Crystal City Council Meeting Agenda September 16, 2015 7.5 The Council will consider a resolution approving the closure of a portion of Brunswick Avenue North in Bassett Creek Park. Based on the Council’s discussion at its September 10 work session, recommend approval of the resolution closing that portion of Brunswick Avenue in Bassett Creek Park. 7.6 The Council will consider a resolution accepting the feasibility report and setting the date for public improvement hearing for Phase 15 Twin Oaks Street Reconstruction Project, Project No. 2015-15. As discussed at the September 10 work session and to keep next year’s street reconstruction on schedule, recommend approval of the resolution accepting the feasibility report and scheduling the public improvement hearing for Phase 15, Twin Oaks Neighborhood, of the Street Reconstruction program. 7.7 The Council will consider a request from Crystal Gallery Mall (5502 West Broadway) to extend the deadline for completion of their parking lot and landscape improvements to June 30, 2016. The owner of Crystal Gallery Mall was required to complete certain parking lot and landscape improvements by December 31, 2015 as a condition of a Planned Development rezoning approved in November 2013. The mall owner has been unable to get contractors to complete the work this fall and is requesting an extension to June 30, 2016. Approval is recommended. 8. INFORMATION AND ANNOUNCEMENTS a. The Annual Kids Garage Sale is Saturday, September 19 from 8:30 a.m. – noon at Crystal Community Center. Visit the city’s website for more information. b. The Run for Rocco event is September 26 at Bassett Creek Park. The Kids Race begins at 8:30 a.m. and the 5K walk/run begins at 9:00 a.m. c. A Community meeting to gather input on the Bass Lake Road Station Area Plan for the Blue Line Light Rail extension (Bottineau LRT) will be Tuesday, September 29 from 6:00 – 7:30 p.m. at Crystal Community Center. d. The Crystal City Council will hold a work session on October 1 at 6:30 p.m. at Crystal City Hall, in the Conference Room A. e. The next City Council Meeting begins at 7:00 p.m. on Tuesday, October 6, in the Council Chambers at City Hall. f. The Crystal Business Association meets on Wednesday, October 21, at 8:30 a.m. at a location to be determined. g. All City Council meetings and work sessions are open to the public as well as recorded and available for viewing or listening at www.crystalmn.gov.
