2015.05.13 PRC MinutesMinutes: May 2015 [1] Crystal Parks and Recreation Advisory Commission May 13, 2015 Forest Park Approved 6/3/15 The Parks and Recreation Commission Forest neighborhood meeting was called to order at 7:25 pm by Chairperson Erin Kolb. Commission members in attendance were: Lynn Haney, and Nancy LaRoche. Also present were Elizabeth Dahl, Council Liaison; Brad Fortin, Gene Hackett and Chief Revering from the city staff. Also attending were residents from the Forest park area. There was not a quorum so no official business could be conducted. Introductions were made and Ms. Kolb outlined the purpose of the neighborhood meetings. Chief Revering gave a brief overview of the crime statistics for the neighborhood. Generally this is a low crime area. Mr. Fortin and Ms. Hackett reviewed city projects. Ms. Haney encouraged the residents to sign up for Next Door, Facebook and Twitter for updates from the City. She informed them about upcoming Light of Crystal events. Forest Park residents made the following comments: • Request for a skating rink at Forest The soccer field makes it difficult to put a rink in the park. There is skating at iron Horse Park and Welcome Park. • Welcome Park playground equipment needs to be upgraded. It is in the PIR to be upgraded within the next few years. The residents were thanked for their attendance. The neighborhood portion was adjourned at 7:45pm The Park and Recreation Commission business meeting was called to order at 7:47pm. There was not a quorum so no official business could be conducted. The Commission was updated on the 3 Rivers Bassett Creek Regional Trail. The City Council passed a revised resolution to support the 3 Rivers grant application Minutes: May 2015 [2] but added language that the Council and residents would be involved in the planning of the final trail corridor. Ms. Hackett reviewed the implementation process for the CCC catering policy changes. The Commission reviewed the park tour – all comments were favorable. The printed handout was helpful. If the Commission decides to annual park tours, Ms. Haney suggested that the City Tour be scheduled later in the year. Ms. Dahl reported on Light of Crystal actions. They decided to wait to discuss a memorial for Barway Collins until after the trial. The group also decided not to fund bulletin boards in the parks. Ms. Dahl and Mr. Hildre will work on a neighborhood bulletin board project for Yunkers Park. Ms. Kolb gave the Chair report and informed the members of the City Council discussions regarding changing/disbanding some of the Commissions, especially since the original purposes of some Commissions are not valid today. Some Commissions could be redefined, combined and/or disbanded. Commission members brainstormed ideas including a Commission or Committee to do volunteer work projects to beautify Crystal. There was discussion getting the Pete Meinstma neighborhood concept back in action. Additional discussion will be held at the Council level regarding Commissions. Lynn Haney updated members on the mandatory Frolics meeting on Monday May 18. Buttons will be put on ribbons for distribution to the businesses. Many prizes have been solicited to be given away to button holders. Commission helpers for events will be solicited at the June meeting. The Recreation Department will host the May 20th CBA meeting. Staff gave the monthly reports, highlighting major activities The minutes were not approved since there was not a quorum. No other business was discussed. The meeting was adjourned at 9:00pm.
