Crystal Parks and Recreation Advisory Commission
June 3, 2015
Lions Soo Line (at Twin Oak/POW-MIA) Park

The Parks and Recreation Commission Lions Soo Line neighborhood meeting
was called to order at Twin Oak POW -MIA Park at 7:05 pm by Chairperson Erin
Kolb. Commission members in attendance were: Lynn Haney, Lori Merriam,
Steve Hildre and Nancy LaRoche. Also present were Elizabeth Dahl, Council
Liaison; Brad Fortin, Scott Berggren, Gene Hackett and Lt. Leslin from the city
staff. Also attending were Jared Walhowe, Produce Manager from the
Emergency Food Shelf Network; residents from the Lions Soo Line Park area.
Introductions were made and Ms. Kolb outlined the purpose of the neighborhood
meetings.
Mr. Fortin and Ms. Hackett reviewed various city projects.
Lt. Leslin gave a brief overview of the crime statistics for the neighborhood.
Residents made a comment that neighborhood children on rollerblades are using
the street and there was a concern that they may get hit. It was suggested that
the neighbors call 911 as it is not for emergency use only.
Mr. Berggren informed the group of a pilot community garden project that could
be located at Lions Soo Line Park. The garden would consist of raised beds that
could be adopted by the neighborhood for their own as well as community use.
Mr. Walhowe explained how surplus product could be donated to the Emergency
Food Shelf Network and how their group could be a resource to this project. In
order for this to be successful, neighborhood help would be needed. Those
attending thought they would be interested in the project. Mr. Berggren will do
additional outreach to the neighborhood to see if there is additional interest. The
project could start in 2016.
Lions Soo Line Park residents made the following comments:
• Why was playground removed
The playground was unsafe. The swings will be replaced soon. A
small tot lot will be installed at a later date.
The residents were thanked for their attendance.
The neighborhood portion was adjourned at 7:53pm
The Park and Recreation Commission business meeting was called to order at
7:55pm.

The Commission reviewed the Arbor Day/Clean-up event. The poster contest
should have a better prize and then it would draw more entries. Ms. Merriam
offered to work on soliciting a prize for next year’s event. Brad will work with
James to make the educational piece better. A neighborhood based pot luck
could be planned in conjunction with the event.
Ms. Hackett reported that 3 Rivers is beginning to plan meetings for the Bassett
Creek regional trail. The Commission will be informed as the meetings progress.
The Commission thought the Lions Soo Line garden project should continue
planning but more outreach is needed before the pilot program is finalized. Mr.
Berggren will work on that and give periodic updates to the Commission.
Mr. Fortin gave an overview regarding the PIR requests for 2016 – 2020. Many
projects include building and grounds updates. More detailed information will be
available as the budget process continues.
Commission members signed up to work various Crystal Frolics events:
5K Nancy and Lynn
Scavenger Hunt: Nancy, Steve (Saturday) and Erin (Sunday)
Mayor’s Dunk Tank: Need helpers? Lynn will check on this in case NEAR
does not have enough people
Crystal Ball Hunt: Lynn will ask Casey Peak to write the clues, Tom J will
post clues and hide the item.
There was not a Chairperson report.
Ms. Dahl reported on the latest City Council actions. They are looking at
retooling some of the Commissions and inviting more participation from sub-
committees and task forces. She informed the Commission of a possible city
event “Crystal Ball”.
Ms. Haney reported that the Crystal Frolics button giveaways will start soon.
Fireworks are scheduled for 2 nights. A mandatory meeting will be held later this
month to finalize all events.
The Recreation Department hosted the last CBA meeting. Mr. Jungroth told the
Commission that the PowerPoint presentation on the Department history was
informative.
Staff gave the monthly reports, highlighting major activities
The minutes for both April and May were approved as sent.

The Commission discussed holding a dog park user’s meeting because of recent
problems there. The meeting will be June 17th at the park at 6:30 pm.
The meeting was adjourned at 9:30pm.
