May 7, 2014
North Lions Park
The Parks and Recreation Commission regular meeting was called to order at 7:29pm by
Vice Chairperson Erin Kolb. Commission members in attendance were: Lori Merriam,
Lynn Haney, Stephen Hildre, Michael McClain, Tom Jungroth, Aviva Hillenbrand,
Nancy LaRoche and Lassana Bamba Jr. Also present were Mayor Adams, Casey Peak,
Council Liaison, Council members: Deshler, Hoffmann, Selton, and Budziszewski;
Anne Norris, Dave Oyaas, Mark Gaulke, Tom Mathisen and Gene Hackett from the city
staff; and residents from the North Lions Park neighborhood.
Ms. Kolb welcomed everyone and gave the background of the outdoor meetings.
Introductions were made.
Mr. Mathisen reviewed city projects in progress and in planning including the new Public
Works building, the generator for the lift station and the emergency water supply.
Police Lieutenant Oyaas updated the residents on crime prevention and safety. Residents
were asked to call 911 if they see suspicious behavior in the park or in their
neighborhood. Neighborhood watch contact information was given out. He informed the
residents of the Police Explorer and Police Reserves programs.
Rebekah Daly from the Crystal Fun Little Library Project brought a completed kit to the
meeting. Public Works will determine the best way of mounting them in the parks. North
Lions Park has a sponsor and one will be installed sometime this summer.
Residents made the following comments on the park/programs:
• Question about expanding the sliding hill – it will be expanded as materials are
available
• Comment regarding the noise isn’t as bad as it was during certain events.
The residents were thanked for their comments and the neighborhood portion of the
meeting was adjourned at 7:51pm.
The Commission business meeting was called to order at 7:54pm.
Ms. Hackett reported that she will put the revised Long Range Plan sections in the drop
box shortly – there has been some issues with dropbox that staff is trying to work out.
Another poll will be sent out to try to schedule the Commission park tour as many dates
listed did not work for members.
The Crystal Frolics button judging will be held after the meeting.

Councilmember Casey Peak gave the City Council report: they are working on the Public
Works building funding and tobacco penalties.
Lynn Haney gave the Crystal Frolics report: Commission members should consider
volunteering for activities – this will be scheduled at the next meeting.
Tom Jungroth gave the Crystal Business Association report: Scott Berggren talked about
the busking event. The Crime Prevention Jail and Bail is scheduled for May 14.
Staff gave the monthly reports, highlighting major activities.
The minutes were approved as sent.
The next Commission meeting is June 4 at Kentucky Park. The meeting was adjourned
at 8:23 pm.
