Crystal Parks and Recreation Advisory Commission
Meeting Notes
February 1, 2012
The Crystal Parks and Recreation Commission meeting was called to order at 7:17 pm
by Chairperson Tom Jungroth. Commission members in attendance were: Ms. Merriam,
Ms. Haney, and Mr. Lehnertz. Also present were: Ms. Deshler, City Council Liaison; Ms.
Hackett and Mr. Rauen from the city staff.
There was not a quorum present so no business could be conducted. Agenda items
were used for discussion purposes only.
The January minutes will be approved at the March meeting.
The final work plan was reviewed and acceptance will be on the March meeting agenda.
The 2012 meeting schedule and the 2012 roster was distributed.
Ms. Hackett and Mr. Rauen reviewed the work session with the City Council regarding
the park shoreline. The City Council concerns were:
· Document Language – some of the policy needs re-wording.
· Public Input – Areas around the parks involved should be able to comment on
the draft policy.
· Safety – vegetation should be chosen so that visibility is not compromised
· Group Projects – making sure that the group’s project is consistent with the
adopted policy (when that happens)
· Maintenance – responsibility not only for city projects but any group projects.
· City Council Involvement – The City Council will make final approval on all group
projects
Commission discussion centered on the policy and maintenance issues – if there is an
approved policy; then the City must solve any maintenance issues connected with it by
budgeting sufficient funds. One idea was to partner with a landscape design program
and utilize students to perform the work.
Staff will work on the policy wording and have a revised draft for the Commission in
March; then post on the website. The Commission will make the draft policy part of the
outdoor meeting agendas.
Crystal Little League will have their public meeting for their lights project on Wednesday
September 29 at 6:30pm at the CCC. Neighborhood letters will go out the week of
February 13.
Staff will schedule the Tree Board meeting for April 4 at 6:30pm. Final plans for Arbor
Day will be made at that time.
Active Living – Hennepin County is regrouping since the big event fell through.
Staff gave the monthly reports, highlighting major activities.
Ms. Deshler briefly discussed Council activities.
Ms. Haney informed the Commission that the Frolics Committee has booked some
bands. Crystal Little League would like to be more involved in the event.
Ms. Deshler reported on the new Crystal Business Association website.
The next meeting is March 7 at the Crystal Community Center.
The meeting was completed at 7:55pm.
