Minutes
September 7, 2011
Broadway Park
The Crystal Parks and Recreation Commission meeting was called to order at 7:00 pm
by Chairperson Lynn Haney. Commission members in attendance were: Ms. Merriam,
Ms. Sodd, Mr. Moewes-Bystrom, and Mr. Jungroth. Also present were: Ms. Moore , City
Council Liaison; Ms. Norris, City Manager; Patrol Sergeant Leslin; Mr. Mathisen, and Mr.
Berggren from the city staff. Also attending were several residents from the Broadway
Park neighborhood.
Introductions were made. Ms. Haney gave the purpose of the outdoor meetings.
Mr. Mathisen gave the city projects report including information from the Public Works
and Community Development Departments. This area is currently being reconstructed
as the Phase 11 plan dictates.
Patrol Sergeant Leslin reviewed recent Police Department activity. Crime and calls are
down significantly in the Broadway neighborhood.
Mr. Berggren gave a Recreation Department report including information regarding Fall
Program registration, and adopt-a-park.
Residents made the following comments on the above information:
o Traffic concerns at several intersections due to speed and no stopping at
stop signs.
o Graffiti inside the slides at the Broadway Park playground.

o Asked if the hockey boards would be put back up at Broadway Park.
Boards will be re-installed, but at this time warming house hours will not
change.
Residents were thanked for their comments. The neighborhood portion of the meeting
was adjourned at 7:30pm.
The Business meeting was called to order at 7:40pm.
Ms. Haney introduced a couple topics regarding the Bassett Creek dog park. The first
being complaints from Golden Valley residents who use the park have been told that
non-residents were not allowed to use the park. This led in to talk about dog licensing.
Currently the cities’ ordinance for the dog park states that all dogs must be licensed,
which includes proof of vaccinations. The ordinance may need to be changed to state
all dog owners must have “Proof” of rabies vaccination.
Mr. Abbott, a Bassett Creek neighborhood member attended the meeting to voice his
concerns over a couple issues at the Bassett Creek dog park: dogs showing up with no
leashes, and patrons showing up with 3-5 dogs, which is against the ordinance. Ms.
Norris will discuss this issue with the officers to make sure rules are being enforced. Mr.
Abbott also would like the city to charge and admission fee to use the dog park. The
Commission decided that at this point that is not a viable option.
The Commission discussed the upcoming commission dinner on Thursday September,
22. All RSVPs need to be received by September 15. The event will be held at the
Crystal Community Center.
The monthly reports were reviewed, highlighting major activities.
Ms. Moore gave the City Council report. The Council had work sessions on the budget in
September.
Ms. Haney gave the Chairperson’s report. She and other Commission members have
questions regarding off season use of the Crystal Little League fields. They also would
like to know about the sign at Lions Valley Place Park that states the field can be used
by permit only.
Ms. Haney gave the Crystal Frolics report. They have still not been billed by the City.
Next meeting will be Monday, September 19. Ms. Haney would like both Ms. Norris and
Police Chief Banick at the next meeting.
Mr. Jungroth reviewed the Crystal Business Association meeting held at Anytime
Fitness.
The minutes were approved as sent.
The next meeting is October 5 at the Crystal Community Center.
The meeting was adjourned at 8:24pm.
