Crystal Parks and Recreation Advisory Commission
Minutes
January 5, 2011
The Crystal Parks and Recreation Commission meeting was called to order at 7:01 pm
by Chairperson Lynn Haney. Commission members in attendance were: Ms. Merriam,
Mr. Jungroth, Ms. Sodd, Mr. Lehnertz and Mr. Moewes-Bystrom. Also present were: Ms.
Moore from the City Council; Mr. Rauen and Ms. Hackett from the city staff.
The minutes were approved as sent.
Ms. Haney gave the Chairperson Report. Ms. Moore was introduced as the City Council
Liaison for 2011. To start off the new year, Ms. Haney reviewed the Commission’s
purpose for all members. The Commission discussed and finalized the 2010 work plan
to be forwarded to the City Council.
Moved by Mr. Moewes-Bystrom and seconded by Ms. Merriam to
recommend acceptance of the final report of the 2010 work plan.
Motion carried - unanimous .
2011 work plan items were discussed. Ideas include:
· Ongoing items
· Carryover items
· Becker Park – Marketing the building, theatre group
· Sliding hill at North Lions
· Review use policies for new soccer field
· Implement community gardens
· Investigate permanent hockey rink at Twin Oak
· Participate in the bike event for active living
· Continue to work on the shoreline policies
Ms. Hackett reviewed the 2011 budget reductions made by the City Council. Discussion
was held regarding the use of volunteers or a demonstration for the remodeling show for
the senior center patio and maybe other projects.
Ms. Hackett reviewed the non-city sponsored special events policies. A few ordinances
may need changes. The fee section may need to be revised as well as the civic groups
for donations to the city. There was a question concerning these policies and the
Frolics. The Frolics may be considered a different type of event.
The bike-walk event was discussed. This event may be expensive if all the streets will
be closed. Staff is working on the event parameters – more information later.
The Commission set the summer meeting schedule:
June 1 Twin Oak/Lions Soo Line at Twin Oak
July 13 Yunker
August 3 Forest
September 7 Broadway
There was discussion about the Lions Soo Line playground project. It may be better to
discuss removing the playground there and adding some piece to Twin Oak. Lions Soo
Line may be better used as green space.
Ms. Hackett reviewed the community garden with Brooklyn Park project. There is some
grant money available if the city can find a sponsor. The Cavanaugh neighborhood,
Friends Fond of the Pond and Grammas’ place were mentioned as they have been
involved with gardens around the city. Discussion was held about a farmer’s market –
the VFW may be interested in sponsoring.
The monthly reports were reviewed, highlighting major activities.
Ms. Moore gave the City Council report:
· Budget reductions were made
· Water rates are increasing
· Laurie Anne Moore was thanked for her service to the Council
· Approved PIR expenditures
· The Council is concerned about losing more LGA in 2011.
Ms. Haney reported on the Crystal Frolics Committee. The City is asking the group to
fund more of the city costs for the event. The group has enough money to fund the event
for 2011 and 2012.
Mr. Jungroth reported on the Crystal Business Association. The group is growing. They
sponsored an opportunity to purchase an ad in the clip and save at a discount.
