2011.04.06 PRC Minutes Crystal Parks and Recreation Advisory Commission Minutes April 6, 2011 The Crystal Parks and Recreation Commission meeting was called to order at 7:08 pm by Chairperson Lynn Haney. Commission members in attendance were: Ms. Merriam, Ms. Sodd, Mr. Schuneman, Mr. Jungroth and Mr. Moewes-Bystrom. Also present were: Ms. Moore from the City Council; and Ms. Hackett from the city staff. Also attending was Emily Anderson from Tobacco Free Youth. The minutes were approved as sent. The Commission discussed revising the tobacco free parks policy. Most Commission members thought the current policy was fine and were not in favor of expanding it. Ms. Anderson updated the Commission on what other cities have done and presented the Commission with a few letters in support of a more extensive policy. Ms. Haney thought a more extensive policy would be difficult to enforce. Mr. Moewes-Bystrom said that there was a lot of smoking in and around the dog park and was wondering if there could be something done in that area. Signage was discussed although there were some thoughts that too much signage was detrimental. Then the Commission discussed having a sign at each park entrance and thought that was a good idea. Ms. Anderson indicated that her agency has a couple of different signs that they could provide. Ms. Hackett will give the sign information to Mr. Rauen. Moved by Ms. Haney and seconded by Mr. Jungroth to keep the tobacco free policy as is and revisit the policy in conjunction with youth programs and city facilities annually. Motion carried unanimous . Councilmember Moore, as a representative of the Shingle Creek Watershed made a presentation on clean water and watersheds. The Commission was interested in rain gardens and Twin Lake water quality. Ms. Moore informed the Commission of a rain garden event on May 21. Ms. Haney gave the Chairperson Report. She reviewed the 2 new items on the work plan. The Commission will try electronic packets for the next meeting. Ms. Hackett informed the Commission of discussion with the City of Robbinsdale regarding purchase of Crystal recreation services for Robbinsdale. The Special Event ordinance and the Three Rivers Crystal Lake Regional Trail were both passed by the City Council. The monthly reports were reviewed, highlighting major activities. Ms. Moore gave the City Council report: · Cub is looking at re-platting their gas station area. · Sealcoat project was approved · 3 variances were approved · The next meeting was moved to April 18 over Ms. Haney reported on the Crystal Frolics Committee. They are waiting on permit approval for the parade and fireworks. The button contest information is going out this week. Mr. Jungroth will be on Cable 12 for the News on Tour filmed on site on July 29. Mr. Jungroth gave the Crystal Business Association report. The City of Crystal gave a “State of the City” report. The Crystal Frolics and Park & Rec. Commission will host the July meeting at Becker Park. The Commission dinner was cancelled due to lack of participation. The Commission made the following suggestions: · Spouses should attend for free. · The event should be held in Crystal – check into the VFW. · Each Commission could do something on its own · A commission picnic was suggested · Try another event in the fall. The Commission will fulfill their Park Pride obligation on May 4 at 6:15pm. Come to the CCC Office to check in and get gloves and bags. The meeting was adjourned at 8:47pm. Gene Hackett Recorder
