2010.12.01 PRC MinutesCrystal Parks and Recreation Advisory Commission Minutes December 1, 2010 The Crystal Parks and Recreation Commission meeting was called to order at 7:05 pm by Chairperson Lynn Haney. Commission members in attendance were: Mr. Schuneman, Ms. Sodd, Mr. Lehnertz and Mr. Moewes-Bystrom. There was not a quorum at meeting start time. Ms. Merriam arrived at 8 p.m. to make a quorum. Also present were: Mr. Selton from the City Council; Mr. Rauen and Ms. Hackett from the city staff. Additionally, resident Tom Abbott was in attendance. The Commission reviewed the 2010 work plan and updated the status. A final review will be held at the January meeting so it can be submitted to the City Council as the year end report. Ms. Hackett reminded the Commission of the upcoming Crystal Sparkles and Winterfest events. The Commission reviewed the Yunker Park memo. Mr. Rauen reviewed the cost estimates for removing the building and installing a sun shelter and a pathway. The Commission decided that they should have an outdoor meeting at Yunker to get neighborhood input on the plan. The Commission then discussed the Forest Park building in regards to doing something similar to still have the restrooms for the soccer field but have a shaded area for teams and families to use. It was decided that this concept should be discussed more and a neighborhood meeting should be scheduled at Forest. Mr. Rauen reviewed the RFP for shoreline planting at Twin Lake Shores. He will inform the Commission when responses are received. Ms. Hackett updated the Commission on the Fond of the Pond group. They will have a neighborhood meeting in January. The wording of the dog park sign was reviewed and 2 signs will be ordered. The city will purchase the signs if the dog park committee chooses not to purchase them. The dog park group is not in favor of having the grooming rule on the sign, however the Commission and Council felt it should be on there is people are doing this at the park. Upon the arrival of Ms. Merriam, the following motion was made: Moved by Mr. Moewes-Bystrom and seconded by Ms. Sodd to recommend that the dog park sign be made with the grooming rule as stated. Motion carried – unanimous. Ms. Hackett reminded the Commission of the work session on the Bassett Creek Regional Trail. Ms. Hackett informed the Commission that she is working on a memo that includes a possible ordinance change regarding special events in the parks. More information will be available at the January meeting. over The monthly reports were reviewed, highlighting major activities. Mr. Selton gave the City Council report: Cell tower locations are in discussion – the current application has been pulled. An amendment to the City Charter is waiting for vote. Highway 81 construction is ongoing. A medical office complex is being considered along Highway 81. There was not a Crystal Frolics Report. There was not a Crystal Business Report; however Ms. Haney informed the Commission that there will be CBA ads in the Clip and Save. The minutes were approved.
