Welcome Park
The Crystal Parks and Recreation Commission meeting was called to order at 7:03 pm
by Chairperson Lynn Haney. Commission members in attendance were: Mr. Jungroth,
and Mr. Lehnertz. There was not a quorum present so no official business could be
conducted. Also present were: Mr. Selton, Council Liaison; Police Lieutenant Gustafson,
Chief Fealy, Mr. Mathisen, Mr. Rauen and Ms. Hackett from the city staff. Additionally,
residents from the Welcome Park neighborhood and one from the Bassett Creek
neighborhood were in attendance at the park meeting.
Ms. Haney welcomed everyone to the meeting and introductions were made.
Mr. Mathisen gave a brief update on city projects. Lieutenant Gustafson reviewed calls
for service, a variety of public safety programs and volunteer opportunities.
Welcome Park residents made the following comments:
• Speeding cars on Vera Cruz – 44th – 46th
• Speeding cars on 23nd from Xenia west/don’t stop for stop signs.
• No continuous sidewalks – people walk in the streets or don’t use sidewalks
when they are there.
• Comments on the dog park at Bassett Creek:
People let dogs off leash in the parking lot
Come early before opening (sunrise)
Grooming dogs in the parking lot – the hair blows all over
Only 2 people ever pick up after their dogs
Request to have lights turn off at 8pm not 10pm – the lights shine into
resident’s window.
Need more woodchips – there are bare areas
Need more grass on the hill – needs to be reseeded
People take dogs off leash before they get to the gate
Too much barking
Dogs run in packs inside the park
The Commission is discussing dog park rules at the October meeting and these
items will be brought up with that discussion.
• Welcome neighbors feel the park is safe
• Prefer sand over woodchips in the playground – woodchips are ADA approved
• Request for a handicap accessible swing at Welcome
• Why do the new chips not cover the entire playground. This was 1 semi load –
more is needed (budget pending).
A door prize drawing was held. The residents were thanked for their comments. The
neighborhood meeting was adjourned at 7:35pm.
The Commission business meeting was called to order at 7:48pm by Chairperson Lynn
Haney. There was not a quorum present so all items were informational only.

Mr. Mathisen informed the Commission of 2 projects on Bassett Creek sponsored by the
Bassett Creek watershed.
Community Garden locations were reviewed and discussed. All Commissioners will be
encouraged to visit the sites or view them on Google Earth. We will continue the
discussion at the November meeting.
Ms. Hackett reminded the Commission of the Three Rivers Crystal Lake Regional Trail
open house on September 30.
Mr. Mathisen updated the Commission on the Twin Oak Pond project.
Mr. Selton reviewed the last City Council meetings. Bonds were sold for the Highway 81
project. PIR items were purchased. A funding request from the Shingle Creek
Watershed was voted down. Budget worksessions were held.
Ms. Haney updated the Commission on the Crystal Frolics events. Almost all the
numbers are in – vendors did well but not as good as last year.
Mr. Jungroth reported that the Crystal Business Association will hold it’s networking
session on September 16.
Since there was not a quorum, the minutes and monthly reports will be reviewed next
month.
There was not a Chairperson Report.
The meeting was adjourned at 8:12pm.
