2010.07.14 PRC MinutesCrystal Parks and Recreation Advisory Commission Minutes July 14, 2010 Cavanagh Park The Crystal Parks and Recreation Commission meeting was called to order at 7:03 pm by Chairperson Lynn Haney. Commission members in attendance were: Ms. Kalvik, Mr. Schuneman, Mr. Jungroth, Ms. Merriam and Ms. Sodd, Also present were: Mr. Selton, Council Liaison; Council member J. Moore, Ms. Norris, Police Sergeants Gustafson and Leslin, Mr. Rauen and Ms. Hackett from the city staff. Additionally, a number of residents from the Cavanagh Park neighborhood were in attendance at the park meeting. Ms. Maggie Gray and Mr. John Solberg were in attendance at the business meeting. Ms. Haney welcomed everyone to the meeting and introductions were made. Ms. Norris gave a brief update on city projects. Sergeant Gustafson reviewed a variety of public safety programs. Cavanagh Park residents made the following comments: · The rain garden on Bernard Avenue doesn’t seem to hold the water appropriately. o The purpose of rain gardens was reviewed; public works will look at this one though. · The rain garden on Fairview has a lot of sediment build up/weed trees growing. o Public Works will look at it · Concern that residents are mowing the park land at Twin Lake Shores – there should be a 10 foot no mow area. Also, some tree trimming has been done on park property. o Ms. Norris will check to make sure the residents have been contacted regarding no mowing. · Concern that the willow trees have grown too tall for the sitting area – the bench is almost covered by the willows. o Public Works will look at it · Fishing pier is great. It does need a sign stating that it is available for public use. o Public Works will get a sign. A door prize drawing was held. The residents were thanked for their comments. The neighborhood meeting was adjourned at 7:34pm The Commission business meeting was called to order at 7:50pm by Chairperson Lynn Haney. The meting was moved to the Crystal Community Center due to the weather. Ms. Maggie Gray made a presentation on a proposed art show to take place at Bassett Creek Park this fall. The show would benefit the wildlife clean-up in the gulf oil spill. Ms. Gray requested a Commission recommendation on three things: the use of the park, a variance to allow items for sale and to request that vendor license/permit fees be waived. The Commission thought this would be a nice event. The following motion was made: Moved by Ms. Merriam and seconded by Ms. Sodd to recommend to the City Council that Ms. Gray: o be allowed to use Bassett Creek Park for a benefit art show in October 2010 (date to be determined); o grant her a variance for the event to allow sales by private parties in the park; and o waive the permit/background check fees for the vendors. Motion carried – unanimous. Ms. Gray will attend the July 20 th City Council meeting. The Commission discussed the disc golf comments made by the City Council following the tour. It was decided that Ms. Norris should schedule a work session with the Council this fall to discuss the comments and possible expansion of the course. Mr. Solberg informed the Commission of the upcoming Crystal Frolics and Bassett Creek disc golf tournaments. Portable holes will be brought in for those. It was suggested to inform the City Council of these dates so they can see the course in action. Mr. Solberg brought forth a request for a memorial bench for a friend and disc golfer who recently passed away. The city policy has been to replace existing benches with memorial benches as they become available. The family would like the bench they donate to benefit the disc golfers and would like it located on one of the holes. A suggestion was made to put a plaque on one of the baskets. The family would prefer a bench. Ms. Hackett will send the Commission the document on memorials in parks for review at the August meeting. The Commission discussed locations for a community garden: Skyway, Iron Horse, North Bass Lake, Broadway, Becker and Lions Soo Line and North Lions will be further discussed. The Kentucky playground is almost finished. The Twin Oak Pond project has started. The 50 th event went well. Thanks to Jennifer S. and Lynn for working the Commission table. The Frolics is considering doing an Amazing Race since it was so well received. Mr. Selton reviewed the alst City Council meetings. Ms. Haney updated the Commission on Crystal Frolics events. Helpers are needed: 5K – Lynn, Jennifer S., Lori, Jenny K, Matt(?) Splash Bash – Jennifer S., Matt(?) Parade Judge – Jennifer S., Jenny K., Matt(?) The parade route is the same as last year. Ms. Haney and Mr. Jungroth will write the Crystal ball clues. Mr. Jungroth will get the Skate Park event started. A sportsmanship award will be given at the softball tournament in honor of the person who was struck and killed on West Broadway. Saturday will be Tim Johnson day to honor him. There was not a Crystal Business Association report. The next meeting is July 21 at Wells Fargo. The monthly reports were given highlighting major activities.
