Crystal Parks and Recreation Advisory Commission
Minutes
May 6, 2009
The Crystal Parks and Recreation Commission meeting was called to order at
7:03 p.m. by Chairperson Lori Merriam. Commission members in attendance were:
Ms. Haney, Ms. Josephs, Mr. Lehnertz, Ms. Sodd, Mr. Schuneman, Mr.Mueller, and
Mr. Jungroth. Also present were, Ms. Moore, Council Liaison; Mr. Rauen and Ms.
Hackett from the city staff. Also present were Mary Weber and Frank Weber (3825
Brunswick Av. N.).
Ms. Sodd and Mr. Schuneman were welcomed to the Commission.
The minutes were approved as sent.
Ms. Merriam introduced Mary Weber and Frank Weber who spoke to the
Commission regarding the proposed cell tower to be located in Crystal. Ms. Weber
expressed her concerns regarding health issues associated with cell tower/phone
emissions. Ms. Weber distributed written materials for the Commission to read
regarding the possible long term health implications of cell towers and cell phone
use.
Monthly reports were given, highlighting major activities.
An updated Commission roster was distributed.
Committee assignments were made.
Updates to the Commission notebooks were made.
The Commission decided to renew the Park Pride agreement for the CCC. A clean-
up is scheduled for June 3.
The Commission reviewed the City Council goals.
Ms. Merriam reviewed the work session with the City Council. The Council was
receptive to the Commission’s long range plan. Budget is a major issue in
implementing the plan so items may be delayed over the years.
The Commission discussed the Department use of Facebook and Twitter. Mr.
Berggren (Recreation Supervisor) has put a lot of time and effort into getting these
going. Facebook seems to be the most viewed.

The Commission discussed the format for the outdoor meetings. Generally it was
felt that it would be beneficial if Anne or Tom gave an update of the current city
projects. Commissioners felt it was important to have a Police Officer attend. Ms.
Hackett has already been in contact with Chief Banick. The survey form was
reviewed and updated.
The Commission judged the Crystal Frolics Button entries. First prize is a Wii; the
Police Association donated second and third cash prizes. Ms. Haney will contact the
winners.
Ms. Moore gave the City Council report:
· Commission appointments were made.
· The alley project is moving forward
· Home value assessments have dropped about 8% in Crystal
· Engineering is applying for stimulus money to develop the Twin Oak pond
project.
· Many people applied for rain gardens for the Phase 10 street project – 30 will
be awarded.
· A vacant property fee ($500) will begin.
· The Assessment Hearing was held.
· Police week is May 10 – 15.
· Community Development Director, Patrick Peters, will represent Crystal on
the School District property divestiture committee.
· A Forestry grant was received.
Ms. Haney gave the Crystal Frolics report:
· The Fire Auxiliary would like to use the Becker building again this year to
sell concessions.
· Banners will be provided by Signarama.
Mr. Jungroth gave the Crystal Business Association report:
· A social event was held sponsored by the Sun Post. It was a great networking
opportunity.
There was a question regarding park signage at Forest and Fair parks. Mr. Rauen
will look into this.
Commissioners were reminded of the next meeting: 7 p.m. on June 3 at Kentucky
Park with the Park Pride clean-up at the CCC beginning at 5:45pm.
The meeting was adjourned at 8:11pm.
