NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Crystal will meet on
Monday, June 9, 2014 at 7:00 p.m. or as soon thereafter as the matter may be heard, at
Crystal City Hall, 4141 Douglas Drive North, in said City, to consider the following land use
applications:
LAND USE APPLICATION 2014-1:
• Applicant: Milton's Cafe LLC, 3545 Douglas Drive North
• Property Owner: Douglas Drive Partnership
• Property Address: 3537 Douglas Drive North (P.I.D 20-118-21-11-0098)
• Description: The property is zoned C-1 Neighborhood Commercial. In the C-1 district,
restaurants must close by 9:00 p.m. Milton's currently operates under a Conditional Use
Permit that allows it to stay open until 10:00 p.m. Sunday -Thursday and 12:00 midnight
Friday -Saturday. The applicant seeks a Conditional Use Permit to stay open until 12:00
midnight on all days, and also to stay open until 1:00 a.m. on January 1 of each year for
New Year's Eve. Concurrently, Milton's is also seeking a full on -sale liquor license to
expand its offerings beyond wine and beer.
LAND USE APPLICATION 2014-2:
• Applicant and Property Owner: Apollo Systems, Inc. d/b/a MD Liquors
• Property Address: 7200 56th Avenue North (P.I.D 05-118-21-31-0100)
• Description: The property is zoned C-1 Neighborhood Commercial. In the C-1 district, retail
stores including off -sale liquor stores must close by 9:00 p.m. The applicant seeks a
Conditional Use Permit for MD Liquors to stay open until 10:00 p.m.
LAND USE APPLICATION 2014-3:
• Applicant and Property Owner: St. Raphael Catholic Church and School
• Property Address: 7301 56th Avenue North (P.I.D 05-118-21-34-0001)
• Description: The property is zoned R-1 Low Density Residential. Monument signs are
permitted with a maximum height of 6 feet. The applicant seeks a variance to allow a
monument sign with a height of 10 feet 6 inches. The sign would otherwise be in full
compliance with city code. The sign would be located in an existing landscape area just
south of 56th Avenue North (Bass Lake Road) between the east St. Raphael's driveway and
the school parking lot.
LAND USE APPLICATION 2014-4:
• Applicant and Property Owner: City of Crystal
• Property Address (proposed) 5001 West Broadway, being a 5.3 acre site comprised of five
parcels: 5101, 5027, 5025, 5017 and 4947 West Broadway (respectively, P.I.D. 09-118-21-
24-0015, -0016, -0017, -0018 and -0061).
• Description: The property is zoned C-2 General Commercial. The city is proposing a new
facility for its Public Works Department which includes street, utility and park maintenance
operations. The facility would consist of a new 61,930 sq. ft. building and associated site
improvements. The city anticipates demolition of the existing buildings in June 2014,
construction commencement in August 2014 and project completion in summer 2015.
• Land Use Actions Required:
- Site and building plan review
- Conditional Use Permit for a cold storage building and covered bins
- Conditional Use Permit for an 8 foot high screening wall or fence along Fairview Avenue
- Variance to reduce the building setback from 30 feet to 10 feet along West Broadway
- Variance to allow impervious coverage exceeding the standard 75% maximum
- Vacation of excess Fairview Avenue right-of-way at the southeast corner of the site
- Vacation of street easements that would have been part of the east half of Zane Avenue
On or about May 29, 2014 copies of these applications will be available for review on the
Planning & Zoning page of the city website, www.crystalmn.gov, and also at Crystal City Hall
during normal business hours. The city staff reports will be similarly available on or about June
