CALL TO ORDER The regular meeting of the Crystal Planning Commission convened at 7:00 p.m. with the following members present: X Commissioner (Ward 1) Sears [Vice Chair] X Commissioner (Ward 2) Kolb X Commissioner (Ward 4) Richter X Commissioner (Ward 1) Heigel X Commissioner (Ward 3) VonRueden [Chair] X Commissioner (Ward 4) Johnson X Commissioner (Ward 2) Erickson X Commissioner (Ward 3) Buck [Secretary] X Commissioner (At- Large) Strand Also attending were staff members John Sutter and Corinne Elfelt and City Attorney Mike Norton. B. APPROVAL OF MINUTES Moved by Commissioner Kolb and seconded by Commissioner Buck to approve the minutes of the May 13, 2013 regular meeting. Motion carried unanimously. C. PUBLIC HEARINGS 1. Consider Application 2013-07 for realignment of a side lot line between 4924 and 4930 56th Avenue North Staff member, John Sutter, presented the staff report. Commissioner Buck asked how the structure on 4930 was built encroaching on the neighboring lot. Mr. Sutter explained a previous owner of the home had added on to the garage without a permit. Chair VonRueden opened the Public Hearing. There being no testimony, Chair VonRueden closed the Public Hearing. Mr. Sutter stated the city would make sure the required documents are recorded with Hennepin County. Commissioner Richter asked if the new property that is proposed for 4924 will be a rental. Mr. Sutter stated there are no restrictions on whether this property is rental, but the owner has said he is building the house to sell now that market conditions have improved. Moved by Commissioner Richter and seconded by Commissioner Buck to recommend approval of the proposed realignment of the side lot line between 4924 and 4930 56th Avenue North. Motion carried unanimously. D. NEW BUSINESS 1. Planning Commission training presented by City Attorney Mike Norton D. OLD BUSINESS 1. Discuss proposed amendments to City Code Section 520 (Site & Building Plan Review) -Commission discussed the changes. No changes to the draft were recommended by the commission. Public Hearing will be at the July 8, 2013 meeting. E. GENERAL INFORMATION 1. City Council actions on May 21 on previous Planning Commission items: -Approved a lot split at 6511 31st Ave N 2. Staff preview of likely agenda items for Monday, July 8, 2013 meeting -Vacating easement at 2708 Zane -Subdivision of 3556 Welcome into two lots -Public Hearing: Amendments to City Code Section 520 F. OPEN FORUM – None heard G. ADJOURNMENT Moved by Commissioner Buck and seconded by Commissioner Johnson to adjourn. Motion carried unanimously. The meeting adjourned at 8:45 p.m.
