CALL TO ORDER The joint work session of the Crystal City Council and Planning Commission convened at 7:22 p.m. in the Community Room at Crystal City Hall with the following present: Mayor Bowman; Council members Anderson, Hoffmann, Grimes, Selton, L. Moore; Planning Commission members Davis, Buck, Whitenack, VonRueden, Nystrom, Strand and Fiedler; city staff Mathisen, Peters, Sutter and Zimmermann; and presenters John Bilotta and Shane Missaghi from the University of Minnesota Extension. B. PRESENTATION AND DISCUSSION REGARDING SURFACE WATER PROTECTION AND THE UPCOMING STORM WATER MANAGEMENT PLAN City Engineer Tom Mathisen introduced John Bilotta, NEMO Program Leader from the University of Minnesota Extension. Mr. Bilotta delivered a presentation on surface water management and took questions from the Planning Commission and Council members. City Engineer Tom Mathisen spoke about the status of the city’s Surface Water Management Plan and took questions from the Planning Commission and City Council. C. DISCUSSION REGARDING POSSIBLE AMENDMENTS TO CITY CODE SECTION 515.21 (TELECOMMUNICATIONS TOWERS) City Planner John Sutter recapped the proposed ordinance changes considered but not adopted by the City Council in 2008, and asked for Planning Commission and Council discussion regarding whether to again consider changes in 2009. Planning Commission and Council members discussed various aspects of the issue and expressed their opinions about key questions to guide staff in preparing options to be considered. Commissioners and Council members agreed that the ordinance should be changed in some way but there were differences of opinion as to the specific changes desired. Staff will bring back the following options for Planning Commission and City Council consideration: (a) changes similar to those rejected in fall 2008; (b) allowing towers only at the largest park and school properties; and (c) not allowing towers at parks or schools at all but allowing them at a wider range of other properties. D. ADJOURNMENT The Joint Work Session adjourned at 9:15 p.m.
