We then discussed the possibility of inaugurating a reporting plan for the
Constables. The substance of the discussion was that because of the fre-
quent complaints received due to the difficulty in reaching a Constable in
case of an emergency it might be a good plan to have the Constables report
at regular intervals to some central point, either in pereain or by phone.
It -was suggested that the Robbinsdale Police Department might act as this
intermediary for a reasonable fee, say $10.00. The Chairman E reed to con-
tact the Robbinsdale Polioe-Dept and report at the nest meeting.
A motion by Bronstad, seconded by Schmidt, that we adopt the following
resolution:
WHEREAS, the Revenue Act of 1942 subjects municipal employees, among others,
to a Victory Tax of five per cent of their earbiggs, gross income, received
after January 1, 1943, and municipalities are required to withhold this tax
and pay it over to the Federal Government,
AND WHEREAS, the Municipality may elect to use either of two optional meth-
ods to compute the amount to be withheld for payment to the Federal Govern-
ment under the Rwvenue Act.
BE IT RESOLVED, by the Council of the Village of Crystal, that beginning
with the first payroll after January 1, 1943, the Village Recorder shall
deduct and withhold from the.wahes or salary paid.to each official or em
ployee of the Village, the Victory Tax imposed by the Revenue Act of 1942.
That the amount withheld shall be based on five per cent of the excess of
each payment pf salary or wages over the withholding deduction allowable
under Section 466 (B) of the Internal Revenue Code.
That the Recorder and other Village Officials shall perform all other duties
necessary to comply with the victory tax provisions of the Internal Revenue
Code.
Passed by the Village Council this 9th day of February 1943 by the follow-
ing vote:

The nett period was given over to the discussion of several subjects,
prinoipall'y the proper proveedure to follow in correcting the weakness that
has detoloped in our new truck. Mr. Raskob was present and offered his
truck for bale. The Council agreed his proposition was worthy of consider-
ation not losing eight of the fact that any equipment that has operated as
longus his has would in all probability soon be in need of expensive re-
pairs.
Following which the Recorder read the correspondence inoluding a report to
the County Auditor showing our Village absolutely free of debt..

Cease introduced the idea of"war memorial to fittingly oommemotato.the
men and women of our Village who have served during the present war.
Emphasizing the necessity for laying the ground work now while the war is
still a major part of our everyday program and the fact that it would be
much easier to get the co-operation necessary at this time than it aQ uld
be after the war is over. It was suggested that Cease secure information
relative to the manner in which funds are created for memorials and park
purposes.

Mr. Arseneau presented an application for the renewal of his Junk Yard
Lio®nse with a plea for a reduction in the fee6laiming that the present
Government restrictions are so severe that it is impossible to operate at a
profit. The Recorder was instruoted`to have ordinances, informative data,
eta ready for the next meeting so that an equitable settlement could be
arrived at.
The Couno U then discussed the plan of Joe Elsen to operate under a club
license and his request that we adopt a resolution in whioh we bind our-
selves to grant him a Club Liquor Lioense in the event that it can be
legally and satisfactorily,worked out. However, before taking any definite
action, the Council requested that Mr. Els-en get all the necessary data to
present at the next meeting so that the plan can be checked by our attorney.
After a prolonged consideration ofdresignation of our Chairman, E. F. Galway,
during which mention was made of, and due credit given for the splendid re-
cord he leaves behind, the tireless effort and the progressive spiritThAqthas
always oharaosed his work during the several years he served in that offioe,
the following action was taken:

of Chairman of the Council, L. F. Galway, same to be effective as of May 319

After a lengthy discussion,during which several angles were presented it
was thought best not to establish a precedent by reducing any of the iioense
fees. So that for this year, at least, our license program will be followed
through, to the letter, according to the ordinances.
A motion by Bronstad, seconded by Schmidt, that Mr. Clifford Dd Schults be
appointed to fill the unexpired term of E. F. Galway as President of the
Council, effective as of June 1, 1943. "Carried"

Grader and Tractor men at 70 per hour. "Carried"

resolution; '
WHEREAS, the Village Council of the Village of Crystal, Hennepin
County, Minnesota, has received from the Land Commissioner of Hennepin
County, a list of land in the said Village of Crystal, which has become the
absolute property of the State of Minnesota under the provision of law de-
olaring the forfeiture of lands to the .State foe taxes, which lands have
been classified by the County Board of.said Hennepin County as non oonsery
ation and for sale, pursuant to the laws of Minnesota for 1935, chapter
386, Section 1, as amended, which List of lands is designated as List "C"
June 7, 1943, and
WHEREAS, this Council has made a complete examination of all
facts and oiroumstanoes relating to such parcels,
NOW THEREFORE, acting pursuant to said Section 1, Chapter 386,
as amended,
BE IT RESOLVED, that the Village Council of said Village of Crystal,
approve the classification of the said County Board of said lands as non -
conservation and for sale.
The question was on the adoption -of the resolution, and the roll being called
there were 4 yeas and no nays, as follows:

And so the resolution was adopted.

of Joseph Be Elsen for and "Off -sale" Liquor License for the period from

of Frank Linehan for an "On -Sale" Liquor License for the period of July 1,

A discussion followed, concerning the advisibility of adding the following
amendment to our Liquor Ordinance: The purchaser of an establishment hold-
ing a liquor license must be a resident of our Village for at least one $ear
before the Council can grant him a license. At the conclusion of the discus-
sion, Herman Schmidt, agreed to,ask the Tavern Inspector to give us his
reasons for believing this would be a valuable addition to our Ordinance.
Following which, the Nuisance Ordinance was discussed. Some of the points
it was thought best to have the Ordinance cover, were: Airplane behavior,
Riding stables and horse travel restrictions, licenses for graveyards
and golf courses. The recorder agreed to consult an attorney regarding
Airplane behavior and secure a copy of Columbia Heights Nuisance Ordinance.

snow plowing and graveling of the streets which was a requirement in the

ability of granting Joe Elsen a Club License, out of which the following
motion developed;

a tavern just granted to Joe Elsen earlier in the meeting. But the motion
failed for want of a vote.
