The Recorder was instructed to write to the Railway and Warehouse Commission, requesting a more effective safety signal for the Great Northern Crossing at this Bungalow. After discussing the various angles at length it was agreed that the Village Council should request of the County - Commi ssi one rs that they install culverts on the North gad. South sides of the Bass Labs Road underneath the Old Jefferson Highwajr and to clean out and loner the ditches on the North and South sides of the Bass Lab Road from the Old Jefferson Highway ,to Highway #52. Mr. Silas Sprague, acting as spokesman for a delegation of Taxpayers from the area ad^ jaceat to Corvallis, Rest of Douglas Drive, outlined the drainage situation spin, as It ozists in their neighborhood, He believes a larger culvert under Douglas Drive at the Soo Crossing would relieve the pressure. The Council promised to include this area in the proposed County Commissioners Survey, planned for the very near future. March 2T, 1945 (Continued) Mr. O'Brien, acting as spokesman for a Delegation of taxpayers from the area adjacent to 34th and Xenia, presented the drainage problem existing in this area. After considerable discussion it was agreed that the installation of culverts thru 34th on the Nest side of Xenia, thru Xenia on the Worth side of 34th. and thru 34th on the North side of Vera Crus would be the solution to their problem. This the Council agreed to do. Mr. Harlan T. Mortensen, appeared before the Council with the request that the area ad- jacent to 44th and Douglas Drive be included in the County Commissioners Survey, also. This the Council agreed to do. Wendel appeared before the Council, emphasizing the necessity for action in the solution of the drainage problem in the area of the Soo Line tracks west of Douglas Drive. He was given positive assurance that the recommendations of the proposed Com- missioners survey would be carried out as soon as possible. Mr. Herb. Walker again brought up the matter of licensing dogs. He was assured that it is the intention of the Council to work on such an Ordinance as soon as conditions will again permit the pounding of dogs. Discussion was again inyroduced in the matter of dumping oa 36th. Ave. Bast of the Belt Ida*. Constable Little suggested that, as long as no attention was paid to the "No Dump- ing" signs used in the past that, we might try using the following "By order of the Health Department. Also, it was suggested that we might investigate the angle .of com- pelling the owner to clean vp the property. A delegation from the Wanless Addition was present and invited Mrr;;B'eeney to present the plan to the Lincoln School Parent Teachers Association at their next meeting November 16, with the idea of urging its adoption. A delegation from the Wanless Addition was present, headed by Mr. Gleason, asking that work be done on the road running &,long the Brooklyn Crystal line. He explained it would be very difficult for the folks living along this road to get in or out when the bad weather sets in, in its present condition. It appears that title to the easements have never been delivered to the Village. The delegation assured the Council that this matter would be taken care of. It was the opinion of the Council and Mr. Eardley, Chairman of the Planning Commission, that, inasmuch as the matter had aroused the interest of so many property owners in this neighborhood it would be advisable to refer the matter back to the Planning Commission for their final disposition at a special meeting to be held December 18th. Mr. Barker was present and showed the proposed Zoning map with'all of the Zoned areas clearly indicated. He suggested turning the map over to the Planning Commission for their final approval before approving the Ordinance. Mr. C. P. Koehler appeared before the Council with a plea for the assurance of the Council that his application for license to operate a bus service in the Village would receive favorable consideration upon its application. He explained it would help greatly in interesting the Railroad and Warehouse Commission if we would give him this assurance. The following action was taken: A motion by Cease, seconded by Dahl, that in the event that Mr. C. P. Koehler, who, this date, appeared before this Council, is able to most the requirements of the Auilrood and Warehouse Commission and the . Village Bus Ordinance, his application for a license to operate a bus service in our Village would receive favorable consideration upon its pre se ntati on. A application from Mr. Hanson for a license to operate a used car lot was read. It fail- ed to receive favorable consideration from the Planning Commission.
