3 JANUARY, 1961
Pursuant to due call and notice thereof the regular meeting of the City of Crystal
Council convened at 7:00 P.M., on 3 January, 1961, at the City Hall, 6424 - 54th
Avenue North, Crystal 27, Minnesota. The Councilmen present were Grogan, Johnson,
Evans, Duxbury, Lundquist, and Buchholz. Absent, Councilman Fjerstad.
The minutes of 20 December, 1960, were read and approved.
The City Manager, F. A. Allbee, reported that he had appointed to the position of
Patrolmen, effective 1 January, 1961, at a starting salary of $400.00 per month,
Mr. Arleigh G. Cook, Mr. Burton A. Jenson and Mr. Dearel B. DePew, and to the
position of Park Maintenance man, Mr. James P. Charley, at a salary of $400.00 per
month.
Moved by Councilman Lundquist and seconded by Councilman Duxbury that the North
Hennepin Post be designated as the official publication of the City of Crystal.
Motion Carried
Moved by Councilman Evans and seconded by Councilman Johnson that the Crystal State �2
Bank be designated as the official depository for City of Crystal funds.

Moved by Councilman Johnson and seconded by Councilman Lundquist that the follow-
ing resolution be adopted:
RESOLUTION
THAT WHEREAS, the City of Crystal advertised for bids
for police car, with alternate bids for two police
cars,
AND WHEREAS, bids were submitted by.River Motors in the
amount of $2,739.01 for one car and $4,683.02 for
two cars, less the trade-in of one 1959 four -door
sedan,
AND WHEREAS, Broadway Automotive Incorporated submitted
a bid of $2,550.00 for one 1961 car, and $4040.00
as alternate bid, less trade-in of 1959 four -door
sedan for two cars,
AND WHEREAS, it does appear that Broadway Automotive In-
corporated has submitted the apparent low responsible
bid on both the one car and alternate bid for two cars,
THEREFORE BE IT__HEREBY RESOLVED that bid for police cars
be awarded to the apparent low responsible bidder,
Broadway Automotive Incorporated for the purchase of
two 1961 police cars for the total amount of $4,340.00.
By roll call the following Councilmen voting aye, Lundquist, Buchholz,
Duxbury, Johnson, Evans and Grogan. Absent not voting, Fjerstad. Motion
carried resolution declared adopted.

Moved by Councilman Lundquist and seconded by Councilman Buchholz that Hesther
Truax be appointed as Secretary to the Council in compliance with provisions of
Section 3.02, of the City of Crystal Charter, and that the compensation be in
amount of $10.00 per meeting. I Motion Carried
Moved by Councilman Evans and seconded by Councilman Johnson that the following
resolution be adopted:
RESOLUTION
THAT WHEREAS, the,City of Crystal did purchase for
possible future water reservoir site, property
described as parcel No. 1300, plat No. 51116,
AND WHEREAS, there remains unpaid certain special
assessments against such property,
AND WHEREAS, it is deemed in the best interest of the
City to declare such property tax exempt and to
cancel special assessments against such property,
THEREFORE BE IT HEREBY RESOLVED that plat No. 54116,
parcel No. 1300, is hereby declared tax exempt
and further that trunk assessment No. 8, in the
amount of $351.00, sanitary trunk No. 9, in the
amount of $233.28, lateral No. 13, in the amount
of $1,047.24, and black top No. 22, in the amount
of $159.16, be and are hereby cancelled, also B1ktp. 2861 in the
amount of $297,18 and Gr, & Gray. 2861 in the amount of $211,20,

City of New Hope did annex property described as
Auditors Subdivision No. 321 -- the West 1301 of
the South 305-1/10, of Lot 32 and the East 163.61
of Lot 32, and the North 951 of the West 130' of

AND WHEREAS, there does remain unpaid special assessment
against the first described property for storm sewer
in the amount of $111.88, and against the second
property described, storm sewer No. 27, in the amount
of $18.87,

boundaries of the City of Crystal,
THEREFORE BE IT HEREBY RESOLVED that special assessment,

of Lot 32, Auditor's Subdivision No, 324, and storm
sewer 27, assessment in the amount of $18.87 on the
North 95' of the West 130' of Lot 32, Auditor's Sub-
division No. 324.

resolution be adopted:

THAT WHEREAS, the City of Crystal is the owner of
certain property described as Tract B, Registered
Land Survey No. 603, according to the plat thereof
on file and of record in the office of the Registrar
of Titles in and for the County of Hennepin,
AND WHEREAS, it is deemed in the best interests of the
City to cancel the taxes and special assessments
levied against such property for the year 1959 & 1960,
THEREFORE BE IT HEREBY RESOLVED that taxes against above
described property be cancelled as follows: For the
year 1959, payable in 1960, the amount of $96.09,
plus any interest that may have been attached for non-
payment for the year 1960, and, for the year 1960
payable in 1961 the amount of $93.59.
By roll call and voting aye, Lundquist, Buchholz, Duxbury, Johnson, Evans
and Grogan. Absent not voting Councilman Fjerstad. Motion -carried reso-
lution declared adopted.

to negotiate for the best possible insurance coverage for the City. Motion lost
for want of a second.

be instructed to prepare specifications and advertise for bids on insurance for
workmen's compensation, automotive liability, and property floater insurance.

Manager tie -instructed to prepare specifications and advertise for bids for the
City's yearly need on gasoline, motor fuel, fuel oil, tires, and batteries.

4� THAT WHEREAS, the Village Engineer has filed with the
I City Council letters of feasibility for the per-
forming of certain work within the City of Crystal,
which includes Sanitary Sewer, Grading -and Gravel
Base, Seal Coat, 1i" Bituminous Surfacing, and Curb
and Gutter, located upon certain streets within the
City limits, all as proposed to be included in
Improvement No. 29,
AND WHEREAS, it has been determined that it is necessary
and for the best interest of the City and the owners
of property especially benefited thereby, that the
following improvements shall be constructed,
NOW THEREFORE BE IT RESOLVED that the City Council accept
and place on file the plans and specifications and
letters of feasibility submitted by the City Engineer
and proceed to hold public hearings for the construction
of the following projects:

The preliminary reports of the Engineer as to the feasibility of said improvements
are hereby accepted, including the Engineer's estimates of costs as set forth
above. The Council proposes to proceed under the authority granted them by Chap-
ter 429 of the Minnesota statutes.
A public hearing on the proposed improvements shall be held at the City Hall at
6424 - 54th 4venue North in the City of Crystal, on the 24th day of January, 1961,
at 7:00 o'clock P.M. The Clerk shall publish a notice in the official newspaper
by two weeks publication at least three days before the date of the hearing. The
areas proposed to be assessed for each project includes all lots and parcels of
said land abutting upon the streets here -in -above named as to the descriptions of
said job numbers and the owners thereof are hereby notified to be present at said
meeting to make their objections, if any there be. The hearing shall begin at the
time indicated, and shall proceed taking each improvement in the order that they
appear on the advertisement.

Evans, Duxbury and Johnson. 'Absent not voting, Fjerstad. Motion carried

BE IT RESOLVED that it is the consensus of the City
Council of the City of Crystal that if agreement /
can be reached on (1) a plan for proportional
representation on the managerial board of the
Sanitary District; (2) on an equitable plan of
financing; (3) a reasonable and acceptable time-
table; (4) boundaries, powers and duties of the

Sanitary District, then the Sanitary District
should be expanded either by a mandatory legis-
lation or by new legislation so as to provide
sewage disposal facilities for the Turin Cities
Metropolitan area. -

pursuant to due call and notice thereof the regular meeting of the City of
Crystal Council convened at 7:00 P.M., on 17 January, 1961, at the City Hall,
6424 - 54th Avenue North, Crystal 27, Minnesota. The Councilmen present were
Grogan, Fjerstad, Johnson, Evans, Lundquist and Buchholz. Absent, Councilman
Duxbury.
The minutes of 3 January, 1960, were read and approved.
Ted Miksa appeared with Mr. R. J. Potter before the Council in regard to proposed
' Hampshire Court development. No action was required as the plat, bond and ease-
ment required were not presented for approval.
Mr. John Smith appeared before the Council requesting building permit to parti-
tion a part of his hardware store for his off -sale liquor business. Mr. Smith
was given permission to apply for building permit for remodeling his hardware
store, making a part liquor store and a part hardware.
Moved by Councilman Fjerstad and seconded by Councilman Johnson that building
permit #11271 for Scandia Bar and Restaurant be approved, as recommended by the
City Planning Commission, subject to standard procedure. Motion Carried
Moved by Councilman Buchholz and seconded by Councilman Johnson that bond be set
in the amount of $2,250.00 to guarantee performance of certain work items required
in a development known as Scandia Bar and Restaurant. Motion Carried
Moved by Councilman Evans and seconded by Councilman Lundquist that the City
enter into an agreement with Leonard Nordquist for certain work items required
in the development known as Scandia Bar and Restaurant, and further that the
Mayor and City Manager be authorized to sign such agreement. Motion Carried

iMr. Falk and Mr. Tonn to attend the International Convention at Memphis, Tennes-
see on 28 February, 1, 2, and 3, March. The Council gave their,approval.

Pursuant to due call and notice thereof the special meeting of the City of Crystal
Council convened at 7:00 P.M. on 31 January, 1961 at the City Hall, 6424 54th Ave.
North, Crystal 27, Minnesota. 'The Councilmen present were Fjerstad, Johnson, Evans,
Lundquist, Buchholz and Duxbury. Abxent, Councilman Grogan.
Councilman Fjerstad, mayor pro tem took the chair and announced that it being 7:00
P.M. this was the time and place advertised for public hearing to convene in the
matter known as City of Crystal Improvement No. 29. Then called upon all property
owners present to present their arguments either for or against the proposed improvment.
Appearing in opposition to Sanitary Sewer, 31st Avenue North, Florida to Georgia were
Ralph W. Ortiz, 6519 31st Ave. No., and Guy F. Bonivicin, 6511 31st Ave. No. Appear-
ing in opposition to Curb and Gutter, Sidewalk and Boulevard Curb was Richard Parish,
attorney for Noble Drug conc;erning said improvements on 36th Ave. No., (south side)
Noble to Orchard and Noble Ave. No. (west side) 36th Avenue to 296' S. A petition
signed by 58 persons was presented favoring all the improvements on 36th Ave. No.,
Noble to Orchard and the west side of Noble Avenue. Also opposing Curb and Gutter on
Rhode Island Ave. No., from the Bass Lake Road to 58th Ave. No., was Mr. J. H. Gilbert.
Mr. Gerald Frank appeared in favor of such improvement. Arnold Sibet and Mervin
Carlson requested that they be allowed to install their own curb and gutter at 5115,
5225 and 5241 Hanson Court. Mr. Fingerman requested that he be permitted to put in
his own curb and gutter at 3528-42 Douglas Drive. Mr. Lyle Roecker, 6000 Lakeland
Avenue also indicated he would prefer to contract his own improvements. Mr. Ed
L'Herault representing Post Publishing Co. objected to curb at 5617 Corvallis Ave.,
stating this was a dead end street and should Corvallis ever be extended to West
Broadway he would at that time be favorable to curb and gutter in this area.
A letter from the law firm of Hall, Hedlund, Smith, Juster, Forsberg & Merlyn was
read in which they stated that their client had purchased the property at 5101
Lkeland Ave. No., and that the seller had agreed to install the improvements at
that location, and further asked that the proposed improvement be deleted by the
City. Mr. Victor Wallick appeared in favor of the storm sewer improvement on
Regent Avenue North, Bass Lake Road to 58th Ave. Mrs. Lawrence Miller, 3313 Bruns-
wick Ave., Mr. Lawrence Miller, 3335 Brunswick Ave., and Mr. Harold A. Lange 3319
Brunswick Ave. objected to blacktop on Brunswick Ave. North, 33rd to 34th Ave.
The Council by acclamation adjourned the public hearing until 7:00 P.M. 7 February,
1961 in order for them to view the projects objected to.
Moved by Councilman Evans seconded by Councilman Duxbury that inasmuch a's it does
appear to the best interests of the City, that the apparant low responsible bid
for three year Property Floater insurance be awarded to the Cavanagh Agency in the
amount of $236.01.

Moved by Councilman Johnson seconded by Councilman Buchholz that inasmuch as it does
appear to the best interests of the City, that the apparant low responsible bid for
one year Automotive Liability insurance be and is hereby awarded to Mutual Service
Casualty Company in the amount of $2, 099.46. Motion carried
Moved by Councilman Evans seconded by Councilman Lundquist that the bid on the
Workmans Compensation insurance to the City be awarded to Federated Mutual In-
surance Company in the amount of $33224.49, as the dividend return policy of the
Federated Mutual does appear to be in the best interests of the City. All Council-
men voting aye except Councilman Fjerstad voting nay.

Pursuant to due call and notice thereof the regular meeting of the City of Crystal
Council convened at 7:00 P.M., on 21 March, 1961, at the City Hall, 6424 - 54th
Avenue North, Crystal, Minnesota. The Councilmen present were Fjerstad, Johnson,
Evans, Duxbury, Lundquist, Buchholz and Grogan.
The minutes of 7 March, 1961, were read and approved.
Mr. Burt Bronstad, Miss Boyle, Mrs. Joyner, Mrs. Johnson, Mrs. Lundstrom and Mrs.
Nelson, representatives of the Rural Hennepin Public Health Nursing Service, appeared /
before the Council and discussed the activities of their Service as it pertains to
the City of Crystal.
Mr. Lawrence LaForce appeared before the Council in regard to revocation by the
Council of the 3.2 off -sale beer license issued to him for Larry's Kwik Shop.
Moved by Councilman Fjerstad and seconded by Councilman Johnson that the motion on
March 7, 1961, by the Crystal City Council, be amended by deleting therefrom the
words "is hereby revoked" and by substituting in lieu thereof the words "it is here-
by suspended until 23 March, 1961." Motion Carried.
The matter of the violation by the Crystal Liquor Store of selling intoxicating
liquor to minors was discussed.
Mr. Schommer, proprietor of the Crystal Liquor Store was present and waived his

adopt an amendment to the zoning ordinance, re -zoning from residential to com-
mercial the South 101 of Lot 13, Auditor's Subdivision No.1469 and granting
special use permit for parking adjacent to commercial zoning on Lot 13, in Audi-
tor s Subdivision No. 146, except the South 101 thereof and except the street,
as recommended by the City Planning Commission and further that the second reading

Moved by Councilman.Buchholz and seconded by Councilman Lundquist that the
following named persons be appointed to the City Planning Commission. Eugene
Gabbert, Gordon Sandbaken, H. William Eckberg, Wm. A. Schultz and Leighton G.
Olson. Motion Carried.
Mr. Bob Corwine appeared before the Council to discuss Park Consultant services.
The City Attorney was instructed to review a proposed contract for such services.
The matter of the request by New Hope to have the City of Crystal Recreation
Director direct their recreation program was discussed. The Council decided
that on the basis of the information presented, the City could not enter into
such agreement with New Hope at this time.
Moved by Councilman Duxbury and seconded by Councilman Johnson that the City
adopt an ordinance entitled "An Ordinance to License and Regulate the Manufacture,
Sale and Use of Intoxicating Liquor Within the City of Crystal and Providing Pen-
alties for the Violation Thereof," and further that this shall be the second and
final reading of such ordinance. Motion Carried.
Moved by Councilman Lundquist and seconded by Councilman Fjerstad that the City C,
adopt an ordinance entitled "An Ordinance Amending the Zoning Ordinance of the
City of Crystal, Minnesota, by Extending the Commercial District (C-1 District)
to Include the South 101 of Lot 13, Auditors Subdivision No. 146 and Deleting
the Same from R-1 District," and further that this shall be the second and
final reading of such ordinance. Motion Carried.

amount of $2,342.00 concerning Zubeck Addition be released as recommended by J O
the City Engineer and that the work be accepted for continued maintenance.

Moved by Councilman Lundquist that resolution be adopted authorizing transfer
of $3050.00 from emergency allowance to Rural Hennepin County Nursing Service
appropriation. Motion died for want of a second.

of transfer of $3,350.00 from emergency allowance to Rural Hennepin County
Nursing Service appropriation be tabled until 18 April, 1961, meeting.

Moved by Councilman Fjerstad and seconded by Councilman Lundquist that the follow-
ing resolution be adopted:
RESOLUTION
THAT WHEREAS, the City of Crystal Council desires to
establish policy concerning the issuance of "on -sale"
and "off -sale" liquor licenses for the year 1961,
AND WHEREAS, there have been issued thirteen "off -sale" I �,
liquor licenses and eight "on -sale" licenses,
THEREFORE BE IT HEREBY RESOLVED that it shall be the
official policy of the City Council of the City
of Crystal to issue no additional "on" or "off -sale"
licenses during the year 1961. The number of "off-
salet' licenses shall not exceed thirteen in number
and the "on -sale" licenses issued shall not exceed
eight in number.
18 APRIL, 1961
Moved by Councilman Johnson and seconded by Councilman Lundquist to grant final
approval to Hiawatha Manor Third Addition, subject to building attached garages
on East or West side of the house on all lots and set -back requirements of 55' S'
from the center line of the street pursuant to Section 17, Sub -section 1, and
all subject to standard procedure, as recommended by the City Planning Com-
mission. Motion Carried.
Moved by Councilman Lundquist and seconded by Councilman Buchholz to accept bond
in the amount of $650.00 for certain requirements in development known as
Kastanos Dive -In. Motion Carried.
Moved by Councilman Buchholz and seconded by Councilman Duxbury that the City 7
enter into agreement with Anthony Kastanos for certain improvements required in
a development known as Kastanos Dive -in and further that the Mayor and City
Manager be authorized to sign such agreement. Motion Carried.
Moved by Councilman Evans and seconded by Councilman Buchholz that bond in the
amount of $2,000.00 for development known as Hiawatha Manor Addition be released, /
as recommended by the City Engineer. Motion Carried.

adopt an ordinance rezoning from residential to commercial, the balance of the

in the City of Crystal, Hennepin County, Minnesota," and further that the second

nance entitled "An Ordinance Regulating the Connection to and Use of Water Mains
Within the City of Crystal, Requiring Permits Before Connecting to Water Mains
Establishing Requirements Therefor and Providing a Penalty for Violation of this
Ordinance," and further that the second and final reading of such ordinance shall
be had on the 2nd of May, 1961. Motion Carried.

an ordinance entitled "An Ordinance Regulating Services Rendered Pursuant to Exist-
ing Agreement by and Between City of Crystal and the City of Robbinsdale for Sup-

lation Thereof," and further that the second and final reading of this ordinance
shall be had on 2 May, 1961. Motion Carried.

enter into an agreement for professional park planning services with Robert G.
Corwin and Charles E. Doell, and further that the Mayor and City Manager be
