Adjournment * Materials attached Minutes of the Crystal Economic Development Authority Regular Meeting May 5, 2015 President Peak called the regular meeting of the Crystal Economic Development Authority to order at 8:36 p.m. Upon call of the roll, the following members were present: Jim Adams, Elizabeth Dahl, Julie Deshler, Jeff Kolb, Laura Libby, Olga Parsons and Casey Peak. The following staff members were present: Anne Norris, Executive Director; John Sutter, Community Development Director; and Troy Gilchrist, City Attorney. Motion by Commissioner Adams (Parsons) to approve the minutes of the April 7, 2015 regular meeting. Motion carried. The EDA considered authorizing an option agreement with Novak -Fleck for the lot at 5255 Edgewood Avenue North. Motion by Commissioner Parsons (Deshler) to authorize an option agreement for 5255 Edgewood Avenue North. Motion carried. The EDA received an update on the Gaulke Pond Homes / Crystal Woods development at 3908- 3924 Douglas Drive North. Motion by Commissioner Adams (Dahl) to adjourn the regular meeting. Motion carried. The EDA tentatively accepted the builder's proposal on May 5, 2015. The proposed resolution, 2012 aerial photo, proposal form, site sketch and house plan are attached. The house plan is a split entry, with 1,237 sq. ft. on the upper level, an open living -dining - kitchen area, three bedrooms and two bathrooms. It would also have 1,144 unfinished sq. ft. on the lower level, which could be finished in the future with two bedrooms, a bathroom, and a very large family room. The house would be similar to the home completed and sold in 2014 at 4720 Douglas Dr. For 5255 Edgewood, if on June 16 the EDA adopts the attached resolution, then the lot sale would close on June 17. Construction would begin in June with completion anticipated by October. The builder does not yet have a buyer for the house. The house would have approximately 1,372 sq. ft. on the upper level, with an open living - dining -kitchen area, three bedrooms and two bathrooms. It would also have 1,350 unfinished sq. ft. on the lower level, which could be finished in the future with one or two bedrooms, a bathroom, laundry room and very large family room. The house footprint would be approximately 200 sq, ft. larger than the preliminary house plan in March. Please also note that the garage would be more architecturally dominant than in the March plan. The EDA's Redevelopment Guidelines suggest that garage dominance should be minimized as much as possible. to practice., the design: is usually driven by what the market demands, especially in this case where Tollberg Hames has a buyer for the home, Staff anticipates reviewing the EDA`s design quidelines by early 2016 to clarify if they are in conformance with current market conditions. For 5715 Regent, if on June 16 the EDA adopts the attached resolution, then the lot sale would close in June. Construction would also begin in June with completion anticipated by October. TT CCRYSEDA STAFF REPORT T AL Acquisiti on of vacant land at t5926 56th and 5612-5618 Adair FROM: John Sutter, Community Development Director DATE: June 11, 2015 TO: Anne Norris, Executive Director (for June 16 EDA meeting) SUBJECT: Consider a resolution authorizing acquisition of vacant Hennepin County land at 5926 56th Avenue North and 5612-5618 Adair Avenue North In 2009-2010, Hennepin County acquired and demolished three houses at 5926 56th, 5912 Adair and 5918 Adair for the additional right-of-way needed for the reconstruction of Bottineau Blvd and adjacent roads. Upon project completion the county determined that, after delineating the new road easement for realigned Adair Avenue, the remaining 18,543 sq. ft. could be sold. Since fall 2012 the county has tried to sell the lot through its auction process with no success. The county's appraised value and minimum bid was $47,000, but they are willing to sell it to the EDA for $15,000. The site is 197.23 feet wide, has a depth ranging from 84.86 to 133.92 feet, and contains approximately 18,500 sq. ft. It is guided and zoned for Low Density Residential Development. This site would be difficult to develop for the following reasons: Shallow depth 3-phase power lines running along the north and east sides of the site would require utility easements (estimated width 20 and 15 feet, respectively) Proximity to 56th Avenue (For residential use) Proximity to commercial uses (For commercial use) Small site size One scenario under current zoning would be to move the lot lines and grant variances to make two lots for single family houses (sketch attached): • 5618 Adair, 9,000 sq. ft., could fit a house similar to 5700 Regent • 5612 Adair, 9,500 sq. ft., could fit a house similar to 4553 Hampshire (but garage -left) Another scenario that might work on this site is a small office building, with the building on the south half of the site and the parking lot on the north half (to put its curb cut as far as possible from 56th). This would require a comprehensive plan amendment and rezoning, but given the site's location on a commercial/residential boundary, this sort of change would be reasonable. PAGE 1 OF 2 Perhaps the best reason to purchase it would be to reserve a place for a stormwater rate control and treatment facility when the Skyway neighborhood streets are reconstructed in 2017. Such a facility could take the form of a dry pond, rain garden or other infiltration basin due to sandy soils in this part of the city. At this time we have no way of knowing whether this location would work, and we won't know until the feasibility study is completed in fall 2016. Alternatively, this could be a good site for the project's field office, and after the project is completed the EDA could proceed with marketing the site for development. EDA consideration of the attached resolution is requested. NOW, THEREFORE, BE IT RESOLVED that the President and Executive Director of the EDA are authorized to execute any and all documents necessary to complete the EDA's purchase of the Property.
