Adjournment The work session adjourned at ______ p.m. Memorandum DATE: August 21, 2013 TO: Mayor and City Council FROM: Anne Norris, City Manager SUBJECT: Solar Projects at City Hall and Crystal Pool Buildings Earlier this year the City Council approved a project with All Energy Solar and Newport Partners to install solar panels on the Community Center roof. The panels were installed on the Community Center and were operational by late July. The city received a grant for this project from Xcel Energy which was approved late in 2012 but funds were not available until 2013. At the same time the Community Center project grant application was submitted, applications for the City Hall and Crystal pool building wer e also submitted. Both these projects were approved for funding from the MN Bonus and Solar*Rewards program. However, these projects will require a 10% downpayment, approximately $33,360 per project (approximately $67,000 total), and would need to be completed before December 15, 2013. At this point, there are no funds budgeted for this project. Another complication for this project is the partial reroofing planned for part of the City Hall roof. The reroofing project will likely not be finished until mid -November. The pool building is scheduled to be reroofed in 2017, so All Energy Solar and staff would have to evaluate the cost-effectiveness of installing solar panels, knowing they would temporarily be removed in three years for the reroofing project. Representatives of All Energy Solar will be at the September 3 Council work session for discussion of interest in proceeding with these projects. Memorandum DATE: August 28, 2013 TO: Mayor and City Council Anne Norris, City Manager CC: City Attorney Mike Norton FROM: Chrissy Serres, City Clerk SUBJECT: Ordinance Amending Section 1137 of the City Code Regarding Tobacco and Related Products Electronic cigarettes are becoming increasingly popular as an alternative to traditional tobacco cigarettes. E-cigarettes are battery-operated products that vaporize liquid nicotine into a fine mist that is inhaled. When the user draws in, a small heating element is activated and produces a vapor that looks like smoke. These devices and other nicotine delivery products require a tobacco license and may be sold only to persons 18 years of age or older. Attached is a draft ordinance amending Section 1137 of the City Code to incorporate language related to e-cigarettes and nicotine delivery products. City Attorney Mike Norton and I will be at the September 3 work session to answer questions on the proposed ordinance. 430221v1 MTN CR205-30 ORDINANCE NO. 2013- AN ORDINANCE RELATING TO CHAPTER XIBUSINESS AND TRADE REGULATIONS: REVISING SECTION 1137 RELATING TO TOBACCO The City of Crystal Does Ordain: Section 1. Section 1137 - Tobacco of the Crystal City Code is amended by revising Section 1137.01 as follows: 1137.01. Definition . “Tobacco” means cigarettes; e-cigarettes and similar products or any part of such products containing and/or delivering nicotine or lobelia intended for human consumption; cigars; cheroots; stogies, perique; granulated, plug cut, crimp cut, ready rubbed, and other smoking tobacco; snuff, snuff flour; cavendish; plug and twist tobacco; fine cut and other chewing tobaccos; shorts; refuse scraps, clippings, cuttings and sweepings of tobacco and other kinds and forms of tobacco, prepared in such manner as to be suitable for chewing or smoking in a pipe or other tobacco-related devices. means any substance or product containing tobacco leaf, including, but not limited to, cigars, cigarettes, snuff, chewing tobacco, dipping tobacco or cigarette paper or wrappers. Sec. 2. This ordinance is effective in accordance with Crystal City code, subsection 110.11.
