Adjournment The work session adjourned at ______ p.m. Memorandum DATE: May 15, 2013 TO: Mayor and City Council FROM: Anne Norris, City Manager SUBJECT: Buskers in Public Places Earlier this year, a councilmember asked about the possibility of changing the City Code to allow buskers in public parks and other public places. Buskers are street performers who typically entertain for donations. After reviewing this matter with the City Attorney, this could be considered a first amendment issue and is permitted under the current City Code. Howeve r, there may be some reasons for requiring registrations for buskers and defining which public places are acceptable for buskers. Mike Norton will be at the May 21 work session to discuss this further with the Council. Specifically, information will be offered on the legal authority granted to cities by Chapter 117 of the MN Statutes for the use of eminent domain, the limits on the use of eminent domain, and condemnation action proceedindgs. Mr. Norton will speak specifically to the practical application of the eminent domain law for a public purpose.
