INTRODUCTION AND BACKGROUND
On October 16, 2012, the Council adopted a resolution ordering the preparation of the
plans and specifications for the Phase 13 Becker Park Street Reconstruction Project.
That work has been completed and the Council is being requested to approve the plans
and specifications and order the advertisement for bids at the February 5 Council
meeting. These plans include the sidewalks shown in the Feasibility Study and the
attached graphic. They are located as follows:
54th Avenue — West Broadway Avenue to Nevada Avenue — north side.
Nevada Avenue — 54th Avenue to Bass Lake Road — west side.
DISCUSSION
Since Phase 3 in 1997, sidewalks constructed on one side of State Aid streets have
been part of the Street Reconstruction Program. The purpose of this sidewalk
construction program is to develop a basic network of sidewalks throughout the City's
residential neighborhoods. The network connects to the county road sidewalk system.
There have been two opportunities to date for property owners adjacent to the
proposed sidewalks to comment. The first was at a neighborhood meeting September
12, 2012 (see attached meeting invitation). At that meeting there was no opposition to
the proposed sidewalks. The second was at the January 10 project wide neighborhood
plan review meeting. Once again, there were no negative comments regarding the
sidewalks.
Per the attached invitation, affected property owners have been notified that the Phase
13 sidewalks will be on the agenda for the February 5 Council meeting.
The proposed sidewalks provide neighborhood access to both St. Rafael School, and
also to the south pedestrian entrance to the city shopping area at Target and Michaels
and other businesses.
The cost of the sidewalks is covered by State Aid gas tax dollars. There is no cost to
adjoining property owners, and the City maintains the sidewalks, all per City policy.
In December the Council adopted a resolution establishing No Parking on the north
side of 54th Avenue and the east side of Nevada Avenue. State Aid design rules
require that on a 32 foot wide street that parking be allowed on only one side. At the
time of the December meeting it was not known if the sidewalks would remain in the
construction plans, but in order to meet State Aid project deadlines, it was necessary to
establish no parking on one side or the other of both 54th and Nevada Avenues.
If the Council approves the construction of the sidewalks, it will be necessary to rescind
the 54th Avenue No Parking on the north side and move it to the south side. Per City
policy the parking lane is located on the same side as the sidewalk to provide a buffer
between pedestrians and traffic.
If the Council approves the plans and specification at the February 5 Council meeting,
the sidewalks will be constructed as described above.

This past fall you were invited to a neighborhood meeting to discuss State Aid Street designations, sidewalks,
and no parking on both Nevada Avenue and 54"' Avenues. A number of people attended that meeting as did
many people attend the recent project open house meeting on January 10, also at City Hall.
The purpose of this letter is to notify Nevada and 54`h Avenue property owners that the final plans and
specifications for the Phase 13 project will be presented to the City Council for approval at the February 5
meeting. The plans show the following:
Construction of a 5 -foot wide sidewalk adjacent to the curb on the north side of 54th Avenue.
Construction of a 5 -foot wide sidewalk adjacent to the curb on the west side of Nevada Avenue.
No Parking designation on the south side of 54th Avenue.
No Parking designation on the east side of Nevada Avenue.

Major street reconstruction is programmed to occur in your neighborhood during the 2013 construction season.
We cordially invite you to meet with the project team including city officials, to review the proposed
improvements as they affect your property and street. The project team will be available to answer your
questions and obtain your input.
The purpose of this meeting is to inform you of the following:
The City of Crystal's 2010 Comprehensive Plan guides 54`' and Nevada Avenues to be designated
as part of the City's Municipal State Aid (MSA) street network at such time as the streets are
reconstructed. This MSA designation is now open for discussion and may or may not happen as part
of the Phase 13 Project. The options pertaining to street width, parking on one side only, and
sidewalk placement on one side, currently being considered by the City Council, are based on
recommendations generated during preparation of the Report on Feasibility for the project.
The Municipal State Aid Street System is a program funded by your state gas tax dollars that brings
funds back into the community to rebuild local streets. Cities can designate up to 20% of their local
mileage as State Aid. When a MSA designated street is reconstructed, funding can be obtained that
can be used to assist in the reconstruction of the designated and adjoining local streets. The only
requirement is that the street be built to certain specifications relating to width, parking, and
durability.
The Phase 13 Report on Feasibility recommends the reconstruction of 54`h and Nevada Avenues to a 32 -
foot wide street section, approximately two feet wider than the existing streets. Based on this width, the
MSA specifications allow parking on one side only. The north side of 54`h and the west side of Nevada
Avenue are currently proposed.
4. The Report also recommends the construction of a 5 -foot wide concrete sidewalk adjacent to the
concrete curb on one side of both 54`' and Nevada Avenues. The north and west sides respectively,
are currently proposed. As part of the City Street Reconstruction Program Policy, sidewalks are
being built on one side of MSA streets when the street is reconstructed.
The final decision on street reconstruction and sidewalk on 54th and Nevada Avenues will not be
determined until after input from the adjoining residents at the neighborhood meeting, and
subsequent approval by the City Council after a public hearing on the proposal.
We invite you to provide input at this special neighborhood meeting on Wednesday evening, September 12,
2012. The meeting will include a review and discussion of the proposed improvement recommendations for 54"'
and Nevada Avenues and the outcome of possible MSA designation.
The meeting will begin with an informal gathering at 6:45 p.m. and the actual meeting starting at 7:00
p.m., continuing until approximately 8:00 p.m.
