The following staff members were present: Anne Norris, Executive Director; Patrick Peters, Deputy Executive Director; John Sutter, Assistant Community Development Director/City Planner; Charles Hansen, Finance Director; Mike Norton, City Attorney; and Stacie Kvilvang, Ehlers & Associates. Ms. Kvilvang made a presentation on the fundamentals of Tax Increment Financing in Minnesota. Motion by Commissioner Selton (Libby) to approve the minutes from the February 5, 2013, regular meeting. Motion carried. The EDA held a Public Hearing to consider a resolution authorizing the sale of the lot at 6529 50th Avenue North to Novak -Fleck for construction of a new house. No one appeared at the hearing, and President Hoffmann closed the hearing. Motion by President Hoffmann (Adams) to approve Resolution #2013-02 authorizing the sale of the lot at 6529 50"' Avenue North to Novak -Fleck for construction of a new house. Motion carried. Motion by Commissioner Peak (Budziszewski) to adjourn the regular meeting. Motion carried. Lot options / new house proposals (Novak -Fleck) FROM: John Sutter, City Planner/Assistant Community Development Director DEPARTMENT HEAD REVIEW: Patrick Peters, Community Development Director 4�1_p DATE: February 28, 2013 TO: Anne Norris, Executive Director (for March 5, 2013 EDA meeting) SUBJECT: Consider tentative acceptance of proposals and approval of option agreements with Novak -Fleck for purchase of lots at 5527 Xenia and 5548 Yates Avenues North for construction of new houses Novak -Fleck has submitted proposals for purchase options on the EDA lots at 5527 Xenia and 5548 Yates Avenues North. Each option will cost the builder $500 for six months, is renewable for an additional 6 months for another $500, and during the option period the builder is required to list the property for sale on the MLS as a "to be built" house. A 2009 aerial photo and the builder's proposal for each property are attached. Please note the following: • The lot prices are $50,000 for each lot. • The tentative house plan for both lots is a split entry with 972 sq. ft. on the upper level and 912 sq. ft. on the lower level. The upper level would have an open living -dining -kitchen area, two bedrooms and one bathroom. The lower level would have one bedroom and one bathroom finished now plus a laundry/mechanical room and space for a combination of additional bedrooms and/or a family room to be finished later. • The houses would be similar to the recently completed house at 5533 Xenia which is sold (closing later in March). • For 5548 Yates, the house plan would be reversed so the garage is on the north (left-hand) side of the house. Because this lot is 19 feet wider than 5527 Xenia, the house would be positioned to allow addition of a third garage stall in the future. • EDA approval of the options serves as tentative acceptance of the builder's proposal, so that at whatever time the builder exercises the option, staff would schedule the public hearing for final EDA consideration of the lot sale. REQUESTED EDA ACTION: EDA approval of a motion authorizing option agreements with Novak -Fleck for 5527 Xenia and 5548 Yates Avenues North.
