The Crystal Lake Regional Trail will fill a gap in the multimodal
transportation system with safe, accessible and enjoyable non-
motorized transportation options. Currently many metro area
residents do not have access to convenient and attractive off-road
regional trail networks that support bicycle and pedestrian mobility and connect with existing and
planned transit facilities. The Crystal Lake Regional Trail will expand non-motorized commuting and
recreational access to vital employment, retail and recreational sites in the metropolitan region -
providing opportunities for safe pedestrian and bicyclist recreation and commuting, economic
development, and environmental benefits. By providing this non-motorized option, the Crystal Lake
Regional Trail can help reduce congestion and increase efficiency.
The Crystal Lake Regional Trail Master Plan is approximately 9 miles and runs from the Minneapolis
Grand Rounds at Victory Memorial Parkway through the cities of Robbinsdale, Crystal, Brooklyn Park,
Osseo and Maple Grove to Elm Creek Park Reserve. This trail corridor has been divided into two
segments; Segment 1 and Segment 2.

The Council will consider the minutes from the following meetings, in a single motion:
a) The Council Work Session from February 10, 2011;
b) The Regular City Council Meeting from February 15, 2011; and
c) The two Council Work Sessions from February 15, 2011.
III. CONSENT AGENDA
The Council will consider the following items, which are routine and non-controversial
in nature, in a single motion:
1. Approval of the list of license applications submitted by the City Clerk to the City
Council, a list that is on file in the office of the City Clerk;
2. Approval of disbursements over $25,000 submitted by the Finance Director to the
City Council, a list that is on file in the office of the Finance Director;
3. Approval of canceling the March 10, 2011 City Council Work Session;
4. Adoption of a resolution amending the 2010 Operating Budgets;
5. Adoption of a resolution approving amendments to the City Investment Policy;
and
6. Adoption of a resolution approving annual contact with City Manager Anne
Norris.

V. REGULAR AGENDA
1. The Council will receive presentations from PRISM and NEAR representatives
and consider making contributions to said local food shelf organizations.
Representatives of PRISM (Liz Johnson) and NEAR (Jan Monroe) will be at
the meeting to provide information about services provided to Crystal
residents by their organizations. The Council has sufficient funds in its
charitable gambling proceeds fund, the City Initiatives Fund, to make
contributions to both food shelves. Any contributions made to food
shelves in March are matched by state grant. Recommend approval of the
contributions.
2. The Council will consider the First Reading of an ordinance amending Section
815 of the Crystal City Code relating to recreational areas and special events in
parks.
As discussed with the Council at the last work session, revisions have
been made to the proposed ordinance providing for special events in city
parks. Recommend approval of the first reading of the ordinance.
3. The Council will consider the First Reading of an ordinance amending Sections
1005, 1200, and 1215 of Crystal City Code relating to financial obligations for
license holders.
As discussed at several recent work sessions, sections of the City Code
regarding specific financial obligations for businesses and enterprises
licensed by the city need clarification. The proposed ordinance makes
those clarifications; recommend approval of the first reading of the
ordinance.
4. The Council will consider a resolution approving Change Order #1 regarding the
CIPP Sanitary Sewer Lining Project No. 2010-15 for Broadway Park area.
The sewer lining project contractor has agreed to a change order that will
increase the lining mileage to include the remaining streets in the Phase 11
project area. This is a good value to the City and would remain within the
budgeted dollars. Recommend approval.
