Council Chambers I. CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE II. COUNCIL MEETING MINUTES The Council will consider the minutes from the following meetings, in a single motion: a) The Regular City Council Meeting from February 1, 2011; and b) The Council Work Session from February 1, 2011. III. CONSENT AGENDA The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 1. Approval of the list of license applications submitted by the City Clerk to the City Council, a list that is on file in the office of the City Clerk; 2. Approval of disbursements over $25,000 submitted by the Finance Director to the City Council, a list that is on file in the office of the Finance Director; and 3. Approval of an application and permit for a one-day temporary on-sale liquor license for a special event on March 10, 2011 located at 143 Willow Bend submitted by Crystal Shopping Center Merchants Association. IV. PUBLIC HEARING 1. Mayor Bowman will open a hearing to receive public comment and Council consideration of a resolution allocating Community Development Block Grant (CDBG) funds for Program Year 2011. Crystal, through Hennepin County, receives approximately $106,000 dollars in Community Development Block Grant (CDBG) funds which are targeted for use for assisting low and moderate income households in communities through various programs. Historically, Crystal has used these funds to fund its share of the Five Cities Senior Transportation program ($13,700) and the balance (just under $93,000) to fund Deferred Home Maintenance Loans to qualifying households. Recommend approval of the resolution allocating 2011 CDBG funds. Crystal City Council Meeting Agenda Tuesday, February 15, 2011 V. OPEN FORUM (Open forum is a time for individuals in the audience to address the Council on subjects not on the regular Council agenda. Individuals are asked to step up to the podium and speak clearly into the microphone. You are allowed 3 minutes to make your comments. The Council will not take action on items discussed during open forum; however, the Council may add the item to a future meeting agenda and ask city staff for follow-up.) VI. REGULAR AGENDA 1. The Council will consider a new private kennel license for property located at th 5211 54 Ave N submitted by Jacqueline Gerrick. Animal Control Officer Tom Mahan inspected this property and recommends approval of a private kennel license for 3 dogs and 2 cats at th 5211 54 Avenue North. Adjacent neighbors have been notified of the license application and the Council should seek comments from neighbors present prior to acting on the kennel license. 2. The Council will consider civil penalties for the violation of ordinances and laws relating to the illegal sale of alcohol to an underage person by Adair Liquor nd located at 6001 42 Ave N. Adair liquor failed a liquor compliance check on Wednesday, November 17, 2010. An employee of the store pled guilty to the charge of the illegal sale to a minor on January 14, 2011. This violation is deemed a first violation according to Resolution 2002-75. Consistent with the resolution and Council policy, recommend a one-day license suspension and a $750 civil fine, with the city clerk determining the dates of the suspension and payment of the fine. 3. The Council will consider a resolution ordering the preparation of 2011 Alley Reconstruction Project Feasibility Study #2011-07. thth between 34 and 36 Avenues. INFORMAL DISCUSSION AND ANNOUNCEMENTS a) The Crystal Business Association meets on Wednesday, February 16, at 8:30 a.m. at Cedarwood Apartments, 5450 Douglas Drive North. b) City off c) The next City Council Meeting will begin at 7:00 p.m. on Tuesday, March 1, 2011 in the Council Chambers at City Hall.
