I. CALL TO ORDER ROLL CALL, AND PLEDGE OF ALLEGIANCE
Pursuant to due call and notice thereof, the Special Meeting of the Crystal City Council
was held on Thursday, December 8, 2011 at 7:03 p.m. in the Council Chambers at 4141
Douglas Drive in Crystal Minnesota. Mayor ReNae Bowman called the meeting to order.
ROLL CALL
Mayor Bowman asked the secretary to call the roll for elected officials. Upon roll
call, the city clerk recorded the following attendance:
COUNCIL:
Present: Moore, Selton, Anderson, Bowman, Budziszewski, Deshler, and
Hoffmann.
STAFF:
City Manager A. Norris, City Attorney M. Norton, and City Clerk C. Serres.
PLEDGE OF ALLEGIANCE
Mayor Bowman led the Council and audience in the Pledge of Allegiance.
HEARING
1. The Mayor announced the purpose of the meeting:
The consideration of the appeal of the Salvation Army of the determination of the
City Manager that the property located at 5600 34th Avenue North and owned by
the Salvation Army is required to apply for and receive a rental dwelling license for
the property pursuant to Crystal City Code Chapter 425.
The Mayor called for the introduction of staff and representatives of the Salvation
Army:
For the City:
• Anne Norris, City Manager
• Mike Norton, City Attorney
For the Salvation Army:
• J. Patrick Plunkett, Salvation Army Attorney
• Mr. Andrew Moran, Salvation Army Attorney
• Major Mark Welsh, Salvation Army Officer and occupant of 5600 34th Ave
North
The Mayor laid out the ground rules for the hearing:
• City staff and City Attorney will present the staff position.
• Council members ask questions of staff or the City Attorney.
• Salvation Army representatives may ask questions or seek clarification of the
staff or City Attorney.
• Salvation Army representatives will present their position.
• Council members ask questions of Salvation Army representatives, and any
further clarification from staff.

The Mayor opened the hearing:
• City staff and City Attorney presented the staff position.
• Council members asked questions of staff or the City Attorney.
• Salvation Army representatives did not ask questions or seek clarification of
the staff or City Attorney.
• Salvation Army representatives presented their position stating that the
requirement for dwelling registration was an interference in the relationship
with their ministers.
• Council members asked questions of Salvation Army representatives, and
sought further clarification from staff on the Salvation Army's position, and
the history of regulation of the property and other uses where there was not
present the traditional landlord/tenant relationship.
Mayor Bowman declared the hearing closed.
The Council members discussed the issues raised and sought further clarification from
the City Manager and the City Attorney.
Moved by Mayor Bowman and seconded by Council Member Budziszewski to direct
staff and the City Attorney to prepare additional information for consideration at the
council meeting of December 19, 2011.
Voting aye: Moore, Selton, Anderson, Bowman, Budziszewski, Deshler, and Hoffmann.
Motion carried.
III. OTHER BUSINESS
1. The Council considered rescheduling the December 20, 2011, regular City Council
meeting.
Moved by Mayor Bowman and seconded by Council Member Deshler to reschedule
the December 20, 2011, regular City Council meeting to Monday, December 19,
2011, at 7:00 p.m.
Voting aye: Moore, Selton, Anderson, Bowman, Budziszewski, Deshler, and
Hoffmann.
Motion carried.
IV. ADJOURNMENT
Moved by Council Member Hoffmann and seconded by Mayor Bowman to adjourn the
meeting.
Motion carried.
The meeting adjourned at 7:45 p.m.
